QUESTION US Government Response
We received Amendment 001 which addressed the Past Project Experience and did not change the solicitation to allow any projects more than 3 years old. As you know the current IDIQ contract has been ongoing for 5 years and only a couple of contractors have been performing these types of projects for DeCA. The 3 year timeframe makes it extremely difficult to submit relevant projects as only these current IDIQ contractors will have any DeCA relevant projects. We have worked for DeCA on many projects in the past and have an extensive resume of projects that are 5-7 years old. It would be beneficial, not only to us but other contractors as well, to extend the past performance requirements to 5-7 years.
We are extremely excited about this IDIQ and hope that DeCA will reconsider the past performance requirements to allow projects completed in the past 5-7 years.
We have decided to allow past performance up to 5 years old. This will be shown in amendment 002
17 Technical Proposal – Capability to Successfully Manage Multiple, Concurrent Task Orders: Item 2(a)i. on page 41 of 50:
DeCA requests qualifications for key personnel depicted on our organization chart.
Does DeCA have a list of key positions required?
DeCA does not have a specific list of posistions required. However, as stated in section M - Strong organizational structures will not include conflicts of interest in the chain of command and will include enough positions to adequately manage the basic contract and subsequent, concurrent projects in multiple locations. The management approach will be evaluated for realism given the organizational structure and other workload, both existing and potential.

18 Technical Proposal – Past Performance Information: Items 3(d) Teaming Arrangements and (e) Subcontractor Consent on page 42 of 50: These items falls under what is to be provided for each submitted source, however, they appear to be discussing requirements for the SCIP III program overall and not for a particular project. Are these items intended to be related to the past performance contracts, or for the overall SCIP III Program?
Item 3 (d) pertains to prime contractor using a subcontractors past perfomance record as their own. In order for this to be done a letter of consent is required.
19 Small Business Subcontracting Plan: Item E.
on page 42 of 50. In what section (I, III, or III) is the Small Business Subcontracting Plan to be submitted?
There is no specific location just as long as it is submitted.
20 The SF1442 indicates that an original and 4 copies of the proposal should be submitted.
Pages 40 and 41 of the RFP indicate that an original and 3 copies of each Part (I, II and III) should be submitted. What is the correct number of copies to be submitted?
This is an error. The correct number is 1 original and 3 copies.
21 Where will answers to the questions be posted Answers to questions will be posted to the Federal Business Opportunities website under the solicitation number.
22 Is a Large Business required to submit a subcontracting plan for this solicitation?
Yes
23 In which Part (I, II, or III) should a Large Business submit the subcontracting plan information?
There is no specific location just as long as it is submitted.
24 Would DeCA consider giving some sort of Evaluation Criteria on the subcontracting plan requirement, if required?
As stated in section L there is no evaluation criteria. This will be handled once a contractor is determined eligible for award.
25 Is an anticipated contract duration for this project shown in the RFP?
The Mcquire AFB est. Performance Period is 15 Months. The overall SCIP III contract is 5 years.
26 On page 42, Specific Instructions Part III (d), reference is made to Teaming Arrangements:
does your use of the abbreviation “i.e.” [as in “If a teaming arrangement (i.e. Joint Venture) is contemplated….”] imply that your definition of teaming is limited to Joint Ventures only?
Teaming is defined as any arrangement allowed by the Small Business Administration and the FAR.

27 The total length of the proposal may not exceed 90 pages (ref. pg. 39): does this include Part I – Price Proposal, which incorporates Reps & Certs (Section I, pp. 14- 18)? If yes, does the entire Section I, Contract Clauses (pp.11-50), need to be included in the proposal? (This alone would be 39 pages.)
The solicitation and its amendments and attachements to include reps and certs and contract clause do not count towards the total page count.
Is the PPI form/questionnaire included in the solicitation required to be used, or may we submit other performance surveys that have been filled out by our clients previously.
Yes, the questionnaire is required. We must receive the questionnare directly from the client.
29 1. Change the 3 year previously completed requirement in Part III to 10 years.
We have decided to allow past performance up to 5 years old. This will be shown in amendment 002
30 Under Relevancy requirements (p48), allow projects greater than $5m that involve Commissary or supermarket experience. We request this change as renovations are far more challenging than new construction and many renovations are less than $10m.
Mandate that each contractor shall submit evidence that they have successfully completed at least one project in excess of $10m. This will demonstrate that the contractor has experience working on large federal projects.

31 Ask for a bonding capacity letter from each contractor’s bonding company as further evidence of their abilities and financial backing.
Not required at this time.
Can you resubmit the Past Performance Survey in MS Word format instead of PDF?
Yes
33 Are parts I, II, and III to be submitted in separate binders, or should price, technical and past performance each be submitted in the same binder?
They can be submitted together or in separate binders.
34 Page 42, Part III, Subfactor 1, item (e) Subcontractor Consent: The intent of this requirement is unclear. Please clarify the requirement.

35 Do the 1442, bid bond, Section B (price schedule) and Small Business Plan count towards the 90 page limit?
The solicitation and its amendments and attachements to include reps and certs and contract clause do not count towards the total page count.
36 Should the Small Business Subcontracting Plan reflect the SCIP III Program goals, or goals based on the bid value of the seed task order at McGuire AFB?
Yes, the goals should address the SCIP III Program goals.
37 The solicitation contains the clauses related to excessive pass-through charges (FAR 52.215-22 and -23), however FAR part
15.408 (n) (2) (B) states that these clauses are not to be used in the firm-fixed-price contracts awarded on the basis of adequate completition. Recommend removing these clauses.
Clauses will be deleted from the solicitation.
38 Where will answers to the questions be posted?
Questions and answers will be posted to the Federal Business Opportunities website as an attachment to an amendment.
Will HUBZone business be evaluated with a price evaluation preference per 13 CFR
126.613 for the purposes of the seed project?
No, the preference will not be used.
Does Part II Technical, Technical Subfactor 1 regarding a narrative of all current contracts, and a description of all other known projects the offeror plans to propose on include projects of team members?
Yes
Is the Part II Past Performance Information regarding previous projects limited to a total of 3 to 5 projects or limited to 3 to 5 projects for each team member?
There is a limit of 3 to 5 in total.
42 Is "start date" the same as award date? No. Start date would be the Notice to Proceed (NTP) date which is later than award date as performance and payment bonds need to be obtained before NTP is given.
43 Will 90 pages include Section L? Yes. The SF 1442, attachments, amendments, Small Business Subcontracting Plan, and Certifications and Representations do not count towards the 90 pages.

45 Is subcontracting plan a part of 90 pages? No, since not all are required to submit a subcontracting plan.
46 Has a decision been made on how you are going to break down the ten successful offerers; that is as to how many will be 8A, large business, and small business.
No decision yet. Tentatively we anticipate awarding at least three 8As.
47 Do you know how many projects fit into the large business category?
No, not right now as it’s subject to change based on the information Mr.
Polendo provided in his portion of briefing.
48 Is there any historical data on numbers of CONUS versus OCONUS projects?
Our construction program is mainly CONUS, Alaska, Guam, Puerto Rico and Hawaii.
49 Solicitation mentioned OCONUS projects? OCONUS is defined as Outside the Continential United States. Projects outside the United States, as permitted by the Host Nation Agreements of the country.
50 Is there a legend available for photos?
(Specific to McGuire Commissary)
Most of the photos had a legend, we will recheck and verify.
51 On the teaming arrangement for A-E in proposal, since Jacobs Group is the contracted A-E on this project, does that mean that successful offerors are precluded from using Jacobs on any/all other projects?
Jacobs could not be an A-E for successful offeror that is awarded the McGuire seed project. Since McGuire is a design/build project, offerors are not required to qualify an A-E for this seed project for SCIP III proposal.
52 How about future proposals?
You are not required to qualify an A-E for this SCIP III proposal. Requirements for future RFPs from successful offerors will be dependent on type of project.
53 Is there a requirement for an on-site presentation at Lackland AFB for a design review meeting on the McGuire project?
No, there is not a requirement for a design review presentation to be done at Lackland office: on-site design review presentation(s) would be done at McGuire AFB.
54 Will a copy of today’s briefing slides be posted?
Yes, briefing slides will be posted on Federal Business Opportunity website as part of an amendment.

55 Do we have to use PrimaVera? RFP Spec Section 01310 calls for Primavera version 3.01 for contracts larger than $7.5 Million and Surtrak for projects lower than $7.5 Million.
56 Are cameras allowed during walk through? Yes, however, no pictures of pricing.
57 Can we come back for a second sight visit individually?
Yes, the store will accommodate requests for a second visit as much as possible as their schedule allows. Requests must be submitted 72 hours prior to requested date of visit. 58 Is this the total page limitation for Parts I, II and III?
Yes, the solicitation, attachments, amendments, Small Business Subcontracting Plan, and Certifications and Representations do not count towards the 90 pages.
59 Will you consider excluding Tabs, the cover letter, title page, table of contents and glossary from the page count?
No
60 Will you consider allowing 10 pitch for figures, table and other graphics?
No, all must be 12 pitch
61 Do you want Parts I, II and III in the same binder?
Yes, all parts can be included in 1 binder.

Yes, all amendments to the solicitation should be submitted with the SF 1442.
65 Will you allow, ongoing, IDIQ, task order contracts where task orders have been completed or are in varying stages of completion, within the past three (3) years , satisfy this requirement?
Only for the requirement for the Technical Proposal as indicated in Instruction to Offers para 2. (a) i. on page 40 of 41 of the soliciation.
If CCASS rating information is not available from another government agency, will the questionnaire fulfill the requirement?
Yes.

67 Will you consider excluding CCASS ratings, letters, metrics, customer surveys etc, from the page count?
No. Past performance questionnaires and CCASS ratings do not count toward the 90 pages.
Will past performance references be evaluated IAW FAR 15.305 (iii) allowing the offeror to use past performance information regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to the instant acquisition?

Will you consider excluding from page count the description of all other, known future projects the offeror plans to propose on?
No
Please clarify if we are required to submit an original and 4 copies of our proposal, as stated on the Standard Form 1442 (page 1 of 50), or an original and 3 copies of our proposal, as stated on pages 40-41 (paragraph D 1,2 & 3) of the RFP.
Original and 3 copies, the solicitation will be amendment to reflect the change on page 1 of the SF 1442.
71 Will the Government allow all three parts to be submitted in one 3 ring binder or should the parts be presented in separate three ring binders?
They can be submitted together or in separate binders.
Reps and Certs are any required to be submitted with the proposal? If so in which section/part should they be presented?
Yes, Representations and Certifications are to be submitted with the SF 1442
73 Is the existing roof under warranty? If so, can we have the name of the system/warranty so we can have an authorized representative repair it?
No, the existing is not under warranty.

74 Under RFP Page 41 of 50, 3. Part III – Past Performance Information indicates that offerors are to “Provide a minimum of three
(3) and a maximum of five (5) of the most relevant contracts performed within the last three (3) years.” Due to the recent economic challenges that have stagnated the construction market particularly with larger projects, we respectfully request reconsideration of RFI responses to questions 6 and 7. So that we can fully demonstrate our ability to provide the services necessary for DeCA’s contract, will the government evaluate relevant past performance projects performed within the last five (5) years.
The government is changing to within 5 years.
75 The solicitation indicates that projects under $12.5 million will be considered for Small Business Set Asides. Projects over $12.5 million will be unrestricted.
As a large business we would be interested in projects under the $12.5 million threshold. Based on our experience, there are many projects that will fall under this $12.5 million threshold. Is the government confident that “small business” will be able to handle the volume of work that will be in the lower category as identified in the contract? It is our stance that lowering the threshold to an $8 million range would provide greater benefit to the government from a competitive view point, and would ensure that the contractor’s in this range would be able to handle the volume of projects planned.
Please advise if there is any plan to review this threshold as it is identified in the contract.
No. The amounts will remain unchanged.

76 The RFP notes in Section H item 3.1 that task orders will be issued to specific awardees depending on the size of the contract. Please advise how many 8(a) task orders and how many small business task orders are expected to be awarded under this IDIQ.
Tentatively we anticipate awarding at least three 8As.
Will the commissary close during construction?
The existing commissary shall remain open during the entire construction project. The contractor's phasing plan shall take that into consideration.
How many days a week is the McGuire AFB commissary open?
The McGuire AFB commissary is open 7 days a week.
