129 Reference Item of Work #37 on sheet A1.02 – Gondola / Wall Shelving: Contractor to remove / relocate existing as designated and disassemble / reassemble remaining existing as needed to accommodate flooring replacement. Please clarify where the existing Gondola / Wall shelving units are to be relocated during flooring replacement.
See G2.02 - Phasing Notes - Phases 6A, 7A, 8A, 9A, 10A and 11A. Consider disassembling and temporarily storing the 2 rows of shelving in Phase 6A. After completion of 6A, shelving in adjacent Phase 7A can be shifted westward to the completed Phase 6A. Shift shelving from 8A to 7A and so on. In 11A, reassemble the shelving disassembled in 6A and temporarily stored.
130 Reference Item of Work #35 on sheet AD1.02 – Flooring: Remove VCT throughout entire area and maximum 44,000 square feet of underlying terrazzo tile. Please clarify where the 44,000 square feet of underlying terrazzo tile occurs in relation to the total 54,245 square feet of floor area described.
The Terrazzo tile floring lies within the boundaries of what was the sales/checkout areas of the original commissary building.
Refer to the record drawings for the original building.
131 Sheet G2.01 states that in phase 10A the sushi equipment is to be relocated from it's original location. Sheet AD1.01 only states to remove the sushi area equipment. Is the original equipment to be relocated to during phase 10A and then removed completely from the project? Please clarify.
The existing sushi equipment is to be temporarily relocated from it's present location in Phase 11A to it's temporary location shown in Phase 10A. Remove temporary sushi equipment after completion of Phase 11A and new sushi equipment is operational.
132 Please locate the entrance to the utility tunnel.
Room 105 near Column 4-C.
133 DeCA Design Criteria allows for both blast load resistance and non-blast load resistance.

138 Please reference DeCA Design Criteria Specification Section 23 01 00 Maintenance and Repair for HVAC. Is the Design-Build contractor required to maintain the new HVAC and Refrigeration systems longer than the one year warranty? Please clarify.
The DB Contractor will typically have a 1 year warranty period on all new equipment after the building accepted and handed back over to Government. Once construction is completed and the building is accepted and turned over to the Government, the Government preventative maintenance contract will resume. The DB Contractor is not responsible for preventative maintenance on Refigeration and HVAC during the 1 year warranty period, only repairs if there is an equipment failure. The DB Contractor has to provide preventative and corrective maintenance on existing Refrigeration and HVAC equipment during construction until it is replaced. The DB Contractor also has to provide preventative and corrective maintenance for new equipment throughout construction.
139 The following units are not listed in the MECHANICAL SCHEDULES – Sheet M6.01: a.

145 According to Section B pricing schedule we need to identify the costs related to A/E Design Services. Looking at specification section 01030 on the http://www.decafacilities.com/ website we cannot determine a defined SOW for the seed project at McGuire Commissary. Please identify what the A/E will be responsible for on the seed project.
The Specifications, Drawings, and photographs for the seed project is located at attachment 4 of the solicitation. The website is ftp://65.106.202.164.
146 New resinous floor finish not indicated for Meat Chill Storage Room #59 and is required by DeCA design standards. Please confirm Resinous floor finish is required in room 59.
Per DECA Criteria … Provide resinous finish on new concrete slab infill and new concrete curbs.
147 Please identify case type indicated as 1GXX (qty. 3) located between col lines 6.8 – 9 / C.5.
This is a frozen food, NARROW ISLAND, Medium and low temperature, Open type CASE SIMILAR TO HUSSMANN Model: FN (designed to maintain a product temperature of -10 - 0 and 28-32 degrees F).
148 The Produce Area appears to be missing standard equipment such as 2P08’s, 2P16’s, and 2P22’s. Please advise if this equipment is required.

Louvers are not required for these spaces due to door undercuts and leakage around the damaged merchandise shelves.

154 Please advise if Training Room 17 and Bagger Break Room 80 each require an independent HVAC system to comply with DeCA design requirements (RFP drawings do not show this approach)
No, these rooms do not need to have their own independent HVAC systems since it was not agreed to in the scope for this Maintenance and Repair project.
155 Please confirm that Administrative Storage room 22 and Contract Stocker room 30 are to be provided with ventilation in accordance with DeCA Design Criteria.

156 Please confirm if Mechanical Mezzanine F room 83A is required to have fan forced ventilation. RFP drawing does not indicate such.
Both Mezzanine F and G have fan forced ventilation.
157 Please confirm sizing of Exhaust Fan EF-23. The unit may be undersized per DeCA Design Criteria; it appears the actual size should be a minimum of 33,500 CFM.
Correct, EF-23 should actually be sized for 2 CFM/sf as per the DeCA criteria which puts the fans at about 40,000 CFM (DB Contractor to verify).
158 Please confirm if Dual Path (Seasons 4) dehumidification air handling units are required.
Yes.
159 Please advise if all HVAC equipment is to be integrated in to the RMCS control system.

162 Please advise if any of the existing fixtures have been retrofitted to high efficiency ballasts, T8 or T5 lighting.
Only replace the fixture indicated in the Items of work list on drawings ED1.01 and E1.01. There is no requirement to upgrade or retrofit fixtures not identified.
163 Please advise if freezer door heaters are operable.
To the best of our knowledge all freezer door heaters are operational. It is recommended that all contractors perform a punchlist inspection prior to acceptance of the building for refrigeration maintenance turn-over.
164 Please advise if any electric heat strips (such as the Meat Manager Office) are to be replaced.
The meat manager’s office is not currently in a cooler, and does not require a heat strip.
165 Please advise if the existing metering system interfaces with the RMCS system.
Not determined during RFP development.
This will need to be investigated and coordinated with DeCA after contract award.
166 Please advise if any work will be required for the existing sales floor lighting control system.
As-built drawings were provided with the RFP package showing existing electrical and lighting controls. Contractors are responsible for control of the Sales area light utilizing the new RMCS system.

167 Please advise if the existing electrical system has been evaluated for the ability to incorporate the added circuits that will be required for the new Décor Package.
Jacobs Engineering did an overall Load assessment of the existing electrical system at McGuire AFB. There is adequate capacity to add the new electrical loads identified as part of this project.
Especially when newer, more efficient HVAC and refrigeration systems are considered.
168 Please advise if existing panel boards have capacity to handle the new circuits required for the new Décor Package.

170 Based upon the original construction drawings and the 1994 renovation drawings, it appears that rooms 55 and 56 are not currently protected by a sprinkler system. RFP drawing FS1.01 indicates that dry pendant sprinklers are to be provided in this space. Please confirm that the wet pipe system is to be expanded into rooms 55 and 56 to supply the dry pendant heads.
Correct, dry pendant heads are to be added in rooms 55 and 56 and the wet pipe system is to be expanded into these rooms to supply the dry pendant heads.

171 Drawing FS 1.01 indicates large areas required to receive dry pendant sprinkler heads.
Current DeCA standards only require dry pendant heads where “unit cooler discharge temperature is below 32º F”.
Please confirm that dry pendant sprinklers at are required at areas with temperatures higher than 32º F.
Yes, dry pendant type sprinkler heads should be provided in rooms refrigerated below 40degF (4 degC).
172 Section 01500 requires the provision of both a Contracting Officer’s representative’s Field Office as well as a Temporary Administration Office for the store administration. Please provide the point of connection for all existing utilities that are to be used to provide service to these offices along with sizing and connection information.
The field office for the contracting officer’s representative/Technical Inspector should be connected to the existing commissary for power, water, telephone, trailer should be provided with a tank for septic. There is no requirement for a temporary administration office for the store administration unless the contractors revised phasing plan requires the shutdown of the existing administration area for any extended periods during demolition or construction activities.
173 Section 01000 Summary of Work section 1.4.1.2 Structural contains a contradiction. The paragraph concerning AHU-2 states that the structural system cannot support a rooftop unit of that size. The first sentence of the third paragraph below that states that the roof structure can support the new mechanical units. Please clarify.
The existing roof structure cannot support the new packaged AHU-2 in the location indicated in the drawings. The existing roof structure can support the new air cooled condensers and condensing units in the new locations indicated in the drawings. This is what was meant by new mechanical units.

174 Section 01000 Summary of Work section 1.4.1.2 Structural, in the paragraph below the Design Load listing the first sentence states that two areas were checked for the loads of the mechanical units.
However, the balance of the paragraph only discusses one area. Please clarify if a second area was evaluated for the mechanical units.
Yes, two areas of the roof were evaluated.
The first roof area was above the Receiving Warehouse and Mezzanine F between horizontal column lines 2.5 and 5 and horizontal column lines A and D. The second roof area was above the Sales Area between vertical Column Lines 6.8 and 9.4 and horizontal Column Lines B.7 and D.9.
175 Please confirm disposition of all abandoned DeCA tagged equipment.
There is no abandoned equipment as part of this project. All items identified on the drawings to be removed by the contractor (unless noted other wise) become the property of the contractor, and all items identified to be removed or relocated by the government remain the property of the government.
176 Please advise if any of the existing cooler/freezer lighting has been upgraded to LED and high efficiency electronic ballasts.
None of the existing cooler/freezer lighting has been recently upgraded to LED or high efficiency ballasts.
177 Please confirm that there is not an existing Mass Notification System.
Correct, there is not an existing Mass Notification System.

178 On Bridging document sheet ED1.01 ‘Items of Work’ number 13 reads, ‘Remove and disconnect any and all electrical components’. This sounds like a general note for an area, however the (13) has an arrow pointing to a specific point. Are all fixtures in the area to be removed or just what is being pointed to?
The intent of items of Work note 13 is for electrical items is the area of the arrow are to be removed. i.e. In the area of column D.2-11 the electrical power for the olive bar, produce case, and rotisserie chicken should be disconnect or removed.
179 Please confirm that the Bid Guarantee is required for 20% of the sample task order (versus the total contract value).
Per FAR Clause 52.228-1 (c) the amount of the guarantee shall be 20 percent of the bid price or $3,000,000 whichever is less.
180 Is it the Government’s intent that we only submit individual task orders/projects or would exhibiting a broad experience with a range of project sizes inside a program have more value . Since JOC, SABER, MACC, and other IDIQ contracts are similar to to DeCA’s programmed approach to working in existing facilities and renovations, would they also be viewed as highly relevant if contract values of all combined task orders exceed $10 million per option year? If yes, how will the evaluation of refrigeration work be specifically included in contract evaluations?
Part III Past Performance Information of Section L of the solicitation states "Provide a minimum of three (3) and a maximum of five
(5) of the most relevant contracts performed within the last five (5) years." No. Single projects should meet the dollar thresholds and other criteria as stated in Section M para 3. C.

181 Would you please clarify the evaluation of relevancy for the different classifications? As it is our understanding that 8(a) firms will be sole-sourced work under $3.5 million, we believe that an 8(a) firm should achieve a highly relevant evaluation for projects falling within the $3 to $5 million range.
Projects under $3.5 million will be considered for 8(a) firms. An 8(a) contractor would be eligible to compete on any project within their bonding capacity. The Performance Confidence Assessment will remain the same.
182 If a contractor is qualified to bid as a large business, and also is a member of an approved mentor-protege joint venture with an 8(a) firm, may we participate in a proposal as both a Large Business and an 8(a) entity? If yes, please confirm that both entities are eligible for award and full participation in each task order regardless of an award to the other. Will this affect any evaluation of the seed project?
A contractor is only eligible for 1 award.
183 Section M indicates that evaluation of past performance will begin with the lowest priced offeror within the competitive range. Please confirm that the past performance of all offerors within the competitive will be evaluated prior to final selection.
No. First, the government will evaluate the technical acceptability of all proposals. Next, the Government will rank all Technically Acceptable offers by evaluated price starting with the lowest overall price and continuing to the highest overall price. The government will begin past performance evaluation with the proposal with the lowest evaluated price.
184 Will the evaluation of 8(a) and small businesses be held separately from the evaluation of Large Businesses?
No, initially all proposals will be evaluated together. Once the award of the seed project is made, they will be evaluated separately.

185 Because of the narrow time frame for representative projects, we respectfully request the Government please reconsider the requirement for projects to be 100% complete by construction and open the evaluation process to include active projects or at least projects achieving 80% construction completion. Due to the very specific nature of the requirements for relevancy, we believe this will allow the Government a better representation of contractor capabilities and create a larger pool of contractors for consideration, in addition to the present incumbents, who may currently be doing this work, but who have previously only otherwise performed highly similar work outside of a five-year immediate history.
It will remain at 100% completion for projects.
186 Will you please indicate the date for submittal of any questions that may arise as a result to these responses and any additional information provided by the Government after the current August 1st deadline for RFI?
Amendment 0003 of the Solicitation has changed the last date to submit questions to 8 Aug 2011.
187 Being a small 8(a), I was wondering if the requirements in Section M of the solicitation also applies to us (the 3 million dollar minimum per job to be considered relevant).
Yes. Section M applies to all bidders.

188 Information contained in Responses to Questions has provided additional guidance on the definition of similar Past Performance. With this in mind, if we wanted to withdraw a Past Performance Questionnaire, because we have decided to replace a work example with one that better suits the newly-defined criteria, what is the process for doing so?
As long as the questionnaire is being withdrawn prior to the proposal due date.
Send an e-mail to one of the contract specialist and request that it be withdrawn.
189 Amendment 1, Page 6, Item 3(b) Quality and Satisfaction Rating for Contracts Completed in the Past Three Years. Since Past Performance has been extended back five years in Amendment 2, should this requirement also extend back 5 years?
It was changed on amendment 0002 to 5 years.
190 Amendment 1, Page 6, Item 3(b) Quality and Satisfaction Rating for Contracts Completed in the Past Three Years. Is this requirement applicable to the projects submitted in 3(a) or to any similar contracts completed in the last 3 years?
Item 3 (c) is applicable to projects similar contracts completed in the last 5 years.
191 Amendment 1, Page 7, Item 3(d) Teaming Arrangements. Is this requirement intended to apply to the SCIP III Program overall, or to the projects presented under 3(a)?
This applies to the SCIP III overall program.

192 Question #59: DeCA’s response to question 59 in inconsistent with previous proposals. Would you please reconsider excluding tabs/dividers, cover letter, title page, glossary, executive summary and table of contents from the 90 page limit?
No. Since the SF 1449, Attachments, Amendments, Small Business Subcontracting Plan and Certifications and Representations do not count towards the 90 pages.
193 Small Business Subcontracting Plan: Should the Small Business Subcontracting Plan be completed using the overall dollar value of the SCIP III Program ($498M) or the bid value of the seed project?
For estimating purposes, each large business offeror shall use a baseline of $53.5million over the 5 year period, $10.7 million per year for their Small Business Subcontracting Plan.
194 On pate 48 (Item 3 - Somewhat Relevant) of the original Solicitation for Construction and Renovation of Commissaries, it states that "Performance must have been for construction of
…OR A SIMILAR
SUSTAINMENT PROJECT".
Can you please define "similar sustainment project"? What type of project/construction qualifies as a sustainment project?
This acquisition is for work on DoD commissaries. It would be to the proposer’s advantage to submit past performance experience related to retail facilities that use product refrigeration display cases and associated mechanical equipment, administrative. The Statement Of Work (SOW) clearly defines the types of facilities this Agency considers as sustainment related projects at paragraph 1.2. Description Of Work.

195 This is a new requirement for additional information. Please confirm that we are now required to include resumes for each of the A/E team for the design-build seed project in the Part II - Technical Proposal. This would entail a minimum of 10 to 12 additional pages.
(1) If this is now a requirement for Part II, we respectfully request that the 90 page limit be extended to 102 page limit.
(2) Is it permissible to submit the A/E resumes in the Standard Form 330 format?
No resumes will be required for the Design/Build Architectural & Refrigeration McGuire AFB NJ seed project.
196 On page 1 of 50, under 2. Part II – Technical Approach, i. Technical Subfactor 1: Capability to Successfully Manage Multiple Concurrent Task Orders, the RFP states: “Provide narratives describing the minimum qualifications, minimum level of education, any professional licenses, technical certifications and or qualifications required for each key position depicted in the organizational chart.” Do you want the resumes of individuals with the qualifications?
Resumes are not required with the minimum qualifications narrative for key positions which is limited to one page per position.
You should include enough key positions to adequately manage the basic contract and subsequent, concurrent projects in multiple locations.
197 Would you please clarify the evaluation of relevancy for the different classifications? As it is our understanding that 8(a) firms will be sole-sourced work under $3.5 million, we believe that an 8(a) firm should achieve a highly relevant evaluation for projects falling within the $3 to $5 million range.
The evaluation of relevancy for the different dollar thresholds is stated in Section M of the solicitation in paragrah 3.C. 1 thru 4. The Performance Confidence Assessment will remain the same.

198 It has been our experience that nearly all public works renovation, repair, alteration projects for the DoD and similar Government entities are considered sustainment including, as indicated in the Solicitation Statement of Work, warehouses, administrative offices, and other MWR activities. Would DeCA please confirm these projects will be considered similar sustainment projects relevant to this effort?
This Agency does not consider all public works renovation, repair, alteration projects for the DoD and similar Government entities as sustainment if these projects are not closely related to DoD commissaries, grocery store or supermarket retail facilities. The Statement Of Work (SOW) clearly defines the types of facilities this Agency considers as sustainment related projects at paragraph 1.2. Description Of Work.
199 Please provide insight into relevancy consideration of a project that is, for example, greater than $10 million in value for new construction, addition, or renovation of existing commercial grocery store, supermarket, military commissary, or similar sustainment project with phasing for new construction or allowing of continued operation but that does not include installation or replacement of complete supermarket product refrigeration systems and refrigeration systems monitoring and controls system, or a similar project that includes refrigeration systems, but was new construction without phasing for existing operations? Would these examples be considered as showing relevant experience?
Your question addresses essentially two different types of project delivery approaches. The first approach would have relevancy of a project that is for new construction, ADD/ALTER projects, or major sustainment project of a grocery store/supermarket even though there was no replacement or repair of the product refrigeration equipment or mechanical systems such as compressor racks, condensers, AHU’s or similar types of equipment. The second approach is similar to the Design/Build or New Store facility construction with plans and specifications provided by the Government for a DOD commissary facility.
As long as the new construction was for grocery store/supermarket facility the project would be relevant experience. The first approach generally requires phasing for maintaining existing store operations and sales. The second approach does not require renovation phasing for existing store operations and sales since the facility will not be occupied until it is completed.

200 Ref: AM0003, Statement of Work, page 3, item 1.2 d. This paragraph requires that for design-build task orders the contractor submit A/E resumes for all members of the design team.
Since McGuire is a design-build project, should A/E resumes be submitted?
No resumes will be required for the Design/Build Architectural & Refrigeration McGuire AFB NJ seed project. For further explanation of A/E designer requirements, see Statement of Work, page 6-7, paragraph 1.8.b.
Technical Support and subparagraphs 1., 2., and 3.
201 Are each separate Part I, II and III of the proposal to be bound separately, or together? If Part I is to be bound separately, do you want it in a sealed wrapping / envelope since it contains pricing information?
Bound separately. The can all be mailed together.
202 The RFP specifications indicate that the technical design for the refrigeration and HVAC equipment and the lighting replacements should be based on the current DeCA criteria. One of the requirements is that energy consumption should be reduced by 20% relative to current use, which was part of a Congressional mandate. This requirement significantly impacts construction costs and equipment delivery time, as well as the weight of new equipment to be located on the roof. However, some sustainment projects have been made exempt from that energy reduction requirement. Please clarify whether these systems are exempt from that requirement.
None of our projects are exempt from any of the many Congressional mandates; and since this is not new construction or a major add/alter, the Guiding Principles for Sustainable Existing Buildings do apply to this project. Options 2 and 3 of item II - Optimize Energy Performance, in Guiding Principles states: Option 2: Reduce measured building energy use by 20% compared to building enercy use in 2003 or a year thereafter with quality energy use data, or Option 3: Reduce energy use by 20% compared to the ASHRAE 90.1-2007 baseline building design if design information is available. Use ENERGY STAR® and FEMP-designated Energy Efficient Products, where available. DeCA has accepted the building energy use in 2003 as reported by the National Renewable Energy Laboratory in their Technical report NREL/TP -550- 46101 September 2009, "Grogery Store 50% Energy Savings Technical Support Document".
Use the data contained in this report for your calculations. Reference Figure 4.1 EUI comparison for baseline and CBECS survey buildings, climate zone 4. The baseline ASHRAE 90.1 2007 energy use intensity for supermarkets in climate zone 4 is 230 KBTU/Ft2/yr. 204 Can DeCA provide the year the existing roof was installed as well as the installer and/or manufacturer? Please clarify.
The roof was installed 1995.
205 Are each separate Part I, II and III of the proposal to be bound separately, or together? If Part I is to be bound separately, do you want it in a sealed wrapping / envelope since it contains pricing information?
Bound separately. The can all be mailed together.
