EXECUTIVE SUMMARY
SpecPro, Inc. (SpecPro) on September 17, 2010 performed a limited asbestos survey of the McGuire Air
Force Base, Commissary located at 3453 Broidy Road, in Cooks Town, New Jersey. This survey addressed the McGuire Air Force Base, Commissary. Inspection sampling and analytical procedures were performed in general accordance with the Environmental Protection Agency’s interpretations, and guidelines of, the Asbestos Hazard Emergency Response Act (AHERA). A total of thirty-three (33) bulk samples were collected and analyzed. Most of the materials observed during the inspection did appear to be in good condition. Laboratory analysis of the samples indicated the following:
Asbestos was not detected in the samples collected during this survey:
None
Asbestos containing materials as defined by the EPA are materials with an asbestos concentration of greater than 1% (>1%). A complete listing of suspect materials, sampled materials and the analytical results for this inspection can be found in the text portion of the report. Copies of the laboratory analytical reports are presented in Appendix A. A drawing is present in Appendix B. A photo log is present in Appendix C. A copy of the inspector’s license is presented in Appendix D.
During our site reconnaissance, SpecPro observed florescent light fixtures in the ceiling throughout the commissary and visual inspection of the light fixtures and the product label attached to the light ballast indicated the light ballast did not contain PCBs.
INTRODUCTION
A limited, but non-destructive, AHERA based asbestos survey was completed for the McGuire Air Force
Base, Commissary on September 17, 2010 by SpecPro. The survey encompassed the McGuire Air Force
Base, Commissary located at 3453 Broidy Road, in Cooks Town, New Jersey.
The AHERA accredited and Texas state licensed inspector representative for SpecPro was Michael J.
Reeder, Texas Asbestos Inspector License #60-0182 issued by the Texas Department of State Health
Services. Copies of valid training certificates and state licenses are presented in Appendix C.

ASBESTOS SAMPLING AND ANALYTICAL PROCEDURES
SAMPLING PROCEDURES
Representative bulk samples of suspect asbestos containing building materials were randomly collected.
For the purpose of this survey, each area was inspected and sampled as separate functional areas with separate and distinct homogenous materials. Homogenous material determination was based on the following criteria:
Similar physical characteristics (same color and texture, etc.)
Application (sprayed-on, troweled-on, assembly into a system etc.)
Material function (thermal insulation, floor tile, wallboard system etc.)
The bulk samples were collected on the inspection date. Condition assessments were performed by the accredited inspectors during the inspection. Samples were collected from open and easily accessible areas only.

PLM ANALYSIS METHODOLOGY
Laboratory services were provided by Crisp Analytical Laboratories, L.L.C. located in Carrollton, Texas;
a National Voluntary Laboratory Accreditation Program (NVLAP) certified laboratory (NVLAP code #
200349-0), Texas Department of State Health Services (TDSHS) certified laboratory (TDH license #30-
0235).
PLM samples were analyzed utilizing the Environmental Protection Agency’s Test Methods: Methods for the determination of Asbestos in Bulk Building Materials (EPA 600/R-93/116, July 1993) and the
McCrone Research Institute’s The Asbestos Particle Atlas as method references. Additional treatment and tests may be required to accurately define composition (i.e. ashing, extraction, acetone treatment, and
TEM).
Analysis was performed by using the bulk sample for visual observation and slide preparation(s) for microscopic examination and identification. The samples analyzed for asbestos (chrysotile, amosite, crocidolite, anthophyllite, and actinolite/tremolite), fibrous non-asbestos constituents (mineral wool, cellulose, etc.) and non-fibrous constituents. Using a stereoscope, the microscopist visually estimated relative amounts of each constituent by determining the volume of each constituent in proportion to the total volume of the sample.
FINDINGS
A material is considered by the Environmental Protection Agency (EPA) to be asbestos-containing if at least one sample collected from the homogenous material has asbestos present in a concentration greater than one percent (>1 %).
Asbestos was not detected in the samples collected as part of this limited asbestos survey.

Summary of polarizing light microscopy (PLM / Stereomicroscopy bulk asbestos analysis) using the methods described in 40CFR Part 763 Appendix E to Subpart E (Interim and EPA 600 / R-93 / 116 (Improved). The sample is first viewed with the aid of stereomicroscopy. Numerous liquid slide preparations are created for analysis under the polarized microscope where identifications and quantifications are preformed. Calibrated liquid refractive oils are used as liquid mouting medium. These oils are used for identification (dispersion staining). A calibrated visual estimation is reported, should any asbestiform mineral be present. Other techniques such as acid washing are used in conjugation with refractive oils for detection of smaller quantities of asbestos. All asbestos percentages are based on calibrated visual estimation traceable to NIST standards for regulated of asbestos. Traceability to measurement and calibration is achieved by using known amounts and types of asbestos from standards where analyst and laboratory accuracy are measured. As little as 0.001% asbestos can be detected in favorable samples, while detection in unfavorable samples may approach the detection limit of 0.50% (well above the laboratory definition of trace).
Vermiculite containing samples may have trace amounts of actinolite-tremolite, where not found be PLM should be analyzed using TEM methods and / or water separation techniques. Suspected actinolite/vermiculite presence will be indicated through the sample comment section of this report.
Fibrous talc containing samples may even contain a related asbestos fiber known as anthophyllite. Under certain conditions the same fiber may actually contain both talc and anthophyllite (a phenomenon called intergrowth). Again, TEM detection methods are recommended. CA Labs PLM report comments will denote suspected amounts of asbestiform anthophyllite with talc, where further analysis is recommended.
Some samples (floor tiles, surfacings, etc.) may contain fibers too small to be delectable by PLM analysis and should be analyzed by TEM bulk protocols.
A "trace asbestos" will be reported if the analyst observes far less than 1% asbestos. CA Labs defines "trace asbestos" as a few fibers detected by the analyst in several preparations and will indicate as such under these circumstances.
Quantification of <1% will actually be reported as <=1% (allowable variance close to 1% is high). Such results are ideal for point counting, and the technique is mandatory for friable samples (NESHAP, Nov. 1990 and clarification letter 8 May 1991) under 1% percent asbestos and the "trace asbestos". In order to make all initial PLM reports issued from CA Labs NESHAP compliant, all <1% asbestos results (except floor tiles) will be point counted at no additional charge.
CA Labs is accredited by NVLAP and AIHA for selected test methods for bulk asbestos fiber analysis (PLM) and airborne fiber analysis (TEM). All analysts have a college degree in a natural science (geology, biology, or environmental science) or are recognized by a state professional board in one these disciplines .Extensive in-house training programs are used to augment education background of the analyst. The group leader of polarized light has received supplemental McCrone Research training for asbestos identification. SUMMARY OF LEAD-BASED PAINT SURVEY
The purpose of the Lead-Based Paint (LBP) survey was to identify painted surfaces or other surface coatings that may contain lead. The survey of the facility was initiated by visually determining discerning distinct homogeneous areas by color and use. Once these had been established, the inspector collected representative paint samples of each location. Title X defines contaminated “Paint” on residential property to be a lead-based paint hazard if the paint or other surface coatings contain lead equal to or in excess of 1.0 mg/mc of lead or its equivalent of 0.5% lead by weight as measured by AAS.
Six (6) paint samples were collected during the LBP survey and analyzed using Flame Atomic
Absorption Spectroscopy (Flame AAS). No paint samples were analyzed at greater than 0.5% lead by weight. Results are based on HUD Guidelines for Evaluation and Control of Lead Based
Paint Hazards in Housing, dated June, 1995 (see Table below).

RECOMMENDATIONS
Based on the results of the LBP survey, paint samples was not found to contain greater than 0.5% by weight lead on any distinct surfaces. When working around these painted objects, work practices guidelines manual should be followed or the paint should be abated when possible.
Additional paint film varieties were found to contain some level of lead. In order to comply with
OSHA’s Lead Standard for the Construction Industry (29 CFR 1926.62), any construction activities, including sanding and demolition, must be initiated by workers wearing respiratory protection and who have received proper training in the handling of lead contaminated materials.

LABORATORY ANALYSIS:
Summary of lead analysis by atomic absorption in all relevant media using the method described in SW-846-7420. All analysts have received the necessary in-house and extramural training to perform analysis of samples for the presence of lead. A duplicate analysis is performed on greater than ten percent of all samples. A spiked concentration sample is analyzed with each sample group for instrument calibration. All analysts are required to participate in quality control analysis rounds.
Instrument calibrations are performed on a daily, weekly, and monthly basis.
This report must not be used to claim product endorsement by AIHA or any agency of the U.S.
Government. This test relates only to the items described and tested herein. This report may not be reproduced except in full, without written permission by CA Labs.
METHOD:
The procedure for paint chip analysis follows AOAC5.009(974.02) and SW-846-7420. The analysis of soil, wipes, and wastewater for the presence of lead is also referenced by SW-846-7420. Methodology for the analysis of lead in air samples follows NIOSH Method 7082.
