STATEMENT OF WORK

for

Streamlined Commissary Improvement Program (SCIP III)

Defense Commissary Agency

PART 1. General REQUIREMENTS

1.1. CONTRACT TYPE

The contracts awarded pursuant to this solicitation will be an Indefinite-Delivery/Indefinite Quantity Multiple Award Construction Contracts. Services such as design and construction requirements will be negotiated and awarded by individual Task Orders on a Firm Fixed Price basis. Funding shall be provided and executed on individual Task Orders. The Ordering Period for this contract shall be 5 years (no Option Periods). All contractors shall submit proposals on any of the projects solicited that are within their bonding capacity, subject to the following exceptions: 1) Projects valued under $3.5 Million will be set aside, at the Contracting Officer’s discretion, for competition or sole source acquisition among the SCIP III 8(a) contractors, 2) Projects valued under $12.5 Million will be evaluated and a determination will be made whether there are two or more small business contractors able to do the work and provide a fair and reasonable price, 3) All projects in excess of $12.5 Million and any project not deemed acceptable under one of the other two set aside provisions will be issued for full and open competition among SCIP III contractors.

1.2. DESCRIPTION OF WORK.

a. The Contractor shall furnish all plant, labor, material, independent testing, equipment and supplies (except Government-furnished materials and/or equipment) and perform all operations necessary to complete the work, in accordance with the Drawings and Specifications provided for each individual Task Order.

b. The scope of this requirement is to perform maintenance, repair, new construction, alteration and renovation of commissaries/exchanges and associated facilities in the continental United States, including Alaska and Hawaii, and possessions including Puerto Rico and Guam and any other locations where permitted by Host Nation agreements, through Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Construction Contracts. The scope of this contract is defined as providing construction activities as described herein and as detailed by the technical specifications of each Task Order. The Contracting Officer will resolve any conflicts between this contract Statement Of Work (SOW) and a Task Order. The contract scope shall include, but not be limited to utilizing different project delivery approaches such as design/build and traditional design/bid/build construction of new commissary facilities, addition/alteration (ADAL) to existing commissaries, décor installation, hazardous materials remediation, and civil projects on Department of Defense commissary facilities, exchanges, retail centers, warehouses, Central Distribution Centers, administrative offices, and other morale, welfare and recreation activities and retail support activities. The work will consist of providing all facility construction and equipment, including building equipment and operational equipment. Particular emphasis is placed on computerized Product Refrigeration System and HVAC mechanical systems in these facilities. Work will consist of projects valued at between $100,000.00 and $25,000,000.00 for all National Contracts. In accordance with FAR 52.216-19 Order Limitations, (a) Minimum Order, when the Government requires supplies or services covered by this contract in an amount of less than $100,000.00, the government is not obligated to purchase nor is the Contractor obligated to furnish supplies or services either above or below the limitations stated above

The Contractor shall provide all plant, labor, independent testing, supplies, personnel, tools, vehicles, supervision, and other items and services necessary to perform the tasks and functions defined in this Statement of Work for commissaries, exchanges, exchange retail outlets and similar morale, welfare, and recreational activities located throughout the United States, including Alaska and Hawaii, and its possessions of Puerto Rico and Guam, or any other location where the Defense Commissary Agency is permitted to perform construction, unless specifically excluded by host nation agreements. Some material and equipment items may be Government furnished as specified in a specific Task Order. All material and equipment items not provided by the Government are the responsibility of the Contractor to provide. The Contractor shall ensure effective and economical operation of all activities. All work shall be performed to industry standards and manufacturer’s recommendations. The work will involve a variety of construction trades, including but not limited to site excavation, site preparation, concrete and asphalt pavements, site utilities and drainage improvements, concrete foundations, steel and masonry erection, framing and millwork, commercial and industrial flooring systems, commercial and industrial doors and receiving dock equipment, drywall, décor purchase and installation, carpentry, painters, roofers, demolition, environmental abatement, ceramic tile, welding, HVAC, product refrigeration systems, Remote Refrigeration Monitoring and Control Monitoring System (RMCS), other refrigeration and environmental controls, electrical, and plumbing. The work may also include design services, when specifically required as part of design-build project and/or other concurrent design services as further described below, when specifically required by the government in paragraph 1.2.d.1.

c. The Government will provide a scope of work to the contractor detailing the task to be accomplished. The Statement Of Work provided will vary from performance specifications to complete design documents, depending on the complexity of the project. It may be based on a Statement of Work or a Statement of Objectives. The Contractor shall submit a Price Proposal based on the SOW and the Schedule B provided with the Request For Proposal (RFP) letter. If the Contractor is required to perform design services as part of the Task Order, the Contractor will be so advised and required to include the cost for these services as part of the RFP.

d. The Government intends to award Task Orders for construction requirements only, as well as for to include traditional Design/Bid/Build (D/B/B), Design/Build (D/B), or other contract delivery methods.

1. Additional requirements for Design/Build Task Orders: Contractors proposing on these task orders will be required to submit a resume for every member of the Architect – Engineer (A-E) team which reflect professional qualifications, and recent (within the last 3-years) specialized design experience in the design of DoD commissaries or major private sector “supermarket/grocery” stores by the personnel who will be assigned to the project. Experience must include extensive familiarity with product refrigeration and HVAC systems, refrigerated product display, walk-in freezer/cooler product storage, multiple compressor rack systems, RMCS controls, heat recovery and other energy conservation measures. The proposal must also include the A-E team in their organizational chart.

e. The work shall be as specified in this document as well as in individual Task Orders and shall be performed in strict accordance with all instructions, terms, conditions, special contract requirements, drawings, attachments, and exhibits contained in the Task Order. Specifications, codes, standards or manuals, referenced in a specific Task Order, drawing or specification, become part of this SOW. Unless otherwise specified, references in this Statement of Work or on the Task Order drawings to other specifications, codes, standards or manuals, which are part of this Specification, but not included herein, shall be the latest edition of these publications, including any amendments and revisions, in effect as of the date of this Specification. In general all work shall be in compliance with the applicable sections of 29 CFR 1910 – General Industry Safety Standards and the U.S. Army Corps of Engineers Safety and Health Requirements Manual EM 385-1-1 and any other applicable local, state, and federal safety regulations. In performing work required by this SOW, the Contractor will use or make reference to the DeCA Design Criteria And Guide Specifications which can be found on the Internet at:

k. The Contractor may be required to perform incidental or full design services as part of an Task Order.

1.3 WORKING HOURS, OCCUPANCY REQUIREMENTS, AND TIME OF

PERFORMANCE

a. Scheduling of access to the work site and/or commissary or other facilities shall be coordinated with the Store Director or his/her designated representative and the on-site government Technical Inspector (TI) assigned to the project . All work shall be performed during normal working hours of the installation where the project is located. Deviations to the normal working hours must be approved by the Contracting Officer. Requests to work during other than normal duty hours shall be in writing at least five (5) working days in advance to the Store Director and Contracting Officer or his/her designated representative, and an approval or disapproval decision will be provided by the by the Contracting Officer within three (3) working days.

b. The Government will utilize the site and occupy the existing facility while the Contractor performs work on any Task Order. Commissary operations and sales shall remain in complete and full operation during the entire course of work. Interference with and inconvenience of the commissary patrons or employees shall be held to an absolute minimum. The Contractor must adhere to the approved Construction Phasing Plan while performing any work to minimize conflict on store operations.

c. Adjacent support areas such as, but not limited to, parking, loading docks, exterior storage and trash removal shall remain in full operation during the course of the work. The Contractor shall be limited to the site approved for lay down and staging of materials, trailers, vehicles and construction equipment

d. The federal holidays are New Years’, Martin Luther King Jr. Birthday, Presidents Day, Memorial Day, Independence Day, Labor Day, Veteran’s Day, Columbus Day, Thanksgiving

Day, and Christmas during which some or all commissaries are closed. Should the Contractor desire to perform work in a commissary on a holiday when the store is closed, the Contractor must coordinate with the Store Director or his/her designated representative and the on-site TI at least five (5) working days before the holiday and a determination made by the Contracting Officer within three (3) working days if personnel resources will be on premises to provide access.

e. While working outside of normal working hours, the Contractor shall not interfere with other DeCA or Vendor personnel that maybe working at this time. Contractor’s access to work areas that may conflict with commissary operations shall be re-scheduled by the on-site TI to minimize the disruption.

1.4 GOVERNMENT AND CONTRACTOR FURNISHED MATERIALS

a. Generally, Government Furnished Equipment (GFE) is not provided for each specific Task Order. Except as specifically identified, the Government will not furnish material or equipment to the Contractor, nor is the Contractor entitled to the use of Government facilities and equipment in the execution of an awarded Task Order.

b. All materials and equipment furnished by the Contractor shall be as specified in the individual Task Order (FAR 52.236-5 Material and Workmanship).

c. Construction materials and equipment shall be protected from damage at all times during shipping, handling, storage, construction and installation. Materials shall be delivered to the site in manufacturer’s sealed containers as appropriate. The Government will not accept any damaged or inferior materials or equipment. Off-site storage for construction materials (commonly known as Stored Materials) is not allowed nor encouraged by the Government.

d. All salvageable materials shall be become the property of the Contractor.

1.5 EXISTING CONDITIONS

The Contractor will be required to take an inventory of existing damaged or defected plant equipment that is under Government maintenance prior to start of work. This inventory will be provided to the Contracting Officer.

1.6 PERMITS

a. The Contractor shall obtain necessary installation construction permits (i.e. digging, welding, and confined space entry).

b. The Contractor is responsible for notifying the Contracting Officer and Installation environmental representative before making any contact with Federal, State, regional or local permitting authorities and regulatory agencies.

1.7 CONTRACTOR RESPONSIBILITIES

Following contract award and the award of any Task Order and as requested by the Contracting Officer or Contracting Officer Representative, the Contractor shall:

a. Attend a Pre-Performance Conference with the Contracting Officer or Contracting Officer’s Authorized Representative for review of specific Task Order requirements. Contractor designated Project Staff should be in attendance.

b. Begin work on Task Orders upon acceptance of Performance and Payment Bonds and issuance of the Notice To Proceed by the Contracting Officer.

c. In accordance with the successful Offeror’s Proposed Preliminary Schedule, initiate timely mobilization and submission of mandatory pre-construction submittals.

d. Adhere to the approved Contractors Quality Control (CQC) Plan. Provide an updated CQC Plan when project personnel are replaced for approval by the Contracting Officer.

e. Prepare and submit the for government approved submittal a final Construction Performance Schedule (CPM) for government review and approvaleach Task Order.

f. Perform all work as awarded by the Task Order.

1.8 TECHNICAL SUPPORT FOR CONSTRUCTION AND INSTALLATION

a. Field Verification. The contract drawings show the general arrangement and space allocation of the equipment specified. It shall be the Contractor’s responsibility to verify changes in conditions or rearrangements necessary because of substitutions for specified materials or equipment. Where rearrangement is necessary the Contractor shall, before construction or installation, prepare and submit drawings of the proposed rearrangement to the Contracting Officer and obtain approval. It is the Contractor’s responsibility to field-verify all measurements on provided drawings.

b. Technical Support. The Contractor must have technical design support services available either through in-house or through the use of subcontractors when needed that are capable of performing architectural, interior design, landscape design, civil, environmental, structural, fire protection, mechanical, and electrical engineering services as well as drafting. These services may be required to develop full designs and working drawings from a proposed Government Statement of Work (SOW) or preliminary sketches. Additional technical support to be provided are:

1. The Government may provide full designs or only basic concept sketches to the Contractor for further development into final designs and working drawings.

2. The Government may require the Contractor to collaborate with its architect-engineer designer in a supporting role, by performing such services as site investigations, environmental

HDEC03-11-R-0001 Section J – Attachment 1 Rev1 7 28 JUL 2011 studies, traffic studies, site surveys, geo-technical investigations, independent cost estimates and constructability reviews on the proposed scope of work.

3. The Contractor may be required to produce design documents or shop drawings bearing the stamp and signature of a registered engineer or architect licensed to practice in the State of record.

1.9 QUALITY CONTROL

a. The Contractor shall maintain an adequate inspection system and perform such inspections as will ensure that the work performed under the contract conforms to contract plans and specifications. An adequate inspection system is governed by Construction Specifications Institute Section 01400 Quality Control. The quality control of all DeCA commissary construction projects is of paramount importance. This Quality Control is monitored by the Government’s A-E and Construction Management Services Technical Inspection Program.

b. The Quality Control Program shall consist of CQC plan, procedures, and organization necessary to ensure each construction project complies with the contract requirements. The plan shall include, as a minimum, all construction operations, both on-site and off-site, including work by subcontractors and purchasing agents. It will include a description of the quality control organization; the name, qualifications, duties and responsibilities of each person assigned to a QC function; procedures for scheduling, managing, certifying and reviewing submittals; control, verification and acceptance testing procedures; procedures for tracking and correcting deficiencies in work performance; and reporting procedures required by this Contract.

c. The Contractor’s final Quality Control Plan shall be submitted not later than 21 days after contract award for review and approval by the Contracting Officer. The proposed plan shall implement the provisions of FAR 52.246-12, entitled “Inspection of Construction” for acceptance.

1.10 QUALITY ASSURANCE

The Government will evaluate the Contractor’s performance by designating Quality Assurance Evaluator(s) to monitor performance. The most common form of inspection utilized on projects accomplished under these IDIQ contracts will be through full-time on-site Government inspection accomplished through a third party. Read-only access to the Contractor’s quality control files and automated work control records will be provided to the Government’s designated agent. The Government will evaluate the Contractor’s performance through Contractor weekly progress briefings, on-site inspection of the Contractor’s actions and evaluation of the Contractor’s quality control program and assessment of complaints received on Contractor performance. Defects noted will be forwarded to the Contracting Officer or designated representative by the on-site Government inspector. The Government will inspect all work as completed and may increase the level of quality assurance surveillance inspections it performs if called for by repeated failures discovered during inspections or from repeated customer complaints. Contractor performance will be tracked and shall affect evaluation and consideration for future work by Government input into the Construction Contractor Appraisal

Support System (CCASS). Contractor performance will be evaluated on the DD Form 2626, Performance Evaluation (Construction Contracts) for each Task Order Award.

1.11 QUALITY OF SERVICE STANDARDS

The Contractor’s performance will be assessed based on the performance of tasks and functions, responsiveness to requirements, the scheduling of resources, and completion of work in a timely fashion.

a. Work performed and materials and equipment shall be erected or installed only by qualified personnel who are regularly engaged in the trades required to complete the work.

b. The Contractor shall provide professional, cooperative, and prompt client support.

c. The Contractor shall ensure contract employees present a professional and courteous image at all times. The Contractor is fully responsible for all Task Orders from award through acceptance and closeout of any outstanding construction deficiencies. Follow-up action is the responsibility of the Contractor.

d. All checks, tests, and calibrations performed under this SOW shall be in accordance with the equipment manufacturer’s recommendations. In addition to other operational equipment, if the Contractor performs work on refrigeration system(s) and HVAC system(s) under any Task Order, the Contractor will operate this equipment at its most energy efficient level while maintaining prescribed equipment and environmental temperatures consistent with DeCA’s Design Criteria and Guide Specifications. This includes, but is not limited to, recommended control set points, refrigerant levels, oil levels, time delays, pressures, temperatures, voltages, amperages, defrost times, part numbers, oil and refrigerant types, velocities, alarm guard times and temperatures, and other operational characteristics.

1.12 PERFORMANCE REVIEWS

At the request of the Government, the Contractor shall meet with the Contracting Officer or designated Contracting Officer Representative at least quarterly to review status of completed and on-going contract work. At these meetings, the Contractor will provide a summary of all on-going assigned awarded Task Orders and the current status of each. The Contractor will also provide a summary of scheduled work completed in the last quarter and that projected for completion in the next three months. The Contractor will also provide an update on his/her quality control program highlighting specifically his performance at meeting the performance objectives and thresholds defined in this SOW and actions to correct any recurring deficiencies.

The Government will provide periodic performance evaluations on the Contractor (See Para 1.10 Quality Assurance).

1.13 SPECIAL QUALIFICATIONS.

The Contractor and/or subcontractors will require licenses to operate in the locations included in this contract and perform all work in compliance with required codes and licensing requirements for contractors and architect-engineers, as applicable.

1.14 LAWS AND REGULATIONS.

a. The Contractor shall test, repair, inspect, construct, install, and maintain systems and equipment in compliance with national codes, and federal, state, and local laws and regulations, including but not limited to Executive Orders 13101 and 13123, The National Historic Preservation Act, the Clean Air Act, the Solid Waste Disposal Act, CERCLA, the Natural Resource Conservation and Recovery Act, the Energy Policy Act of 2005 and all applicable Environmental Protection Agency (EPA) regulations. The Contractor will provide worker protection that complies with all OSHA rules and guidelines.

b. The Contractor must adhere to the latest editions of National Codes and Regulations including, but not limited to, the following:

1. International Building Code

2. National Fire Protection Code (NFPA)

3. National Electric Code (NEC)

4. National Life Safety Code

5. National Plumbing Code

6. OSHA Regulations

7. ASHRAE Standards

8. ANSI A58.1

9. Illuminating Engineers Society Handbook

10. Tile Council of America, TCA Standards 137.1

c. The Contractor must adhere to the latest editions of federal and DoD Construction Standards and Criteria including, but not limited to, the following:

1. Uniform Federal Accessibility Standards (UFAS)

2. DoD Unified Facilities Criteria (UFC)

3. Unified Facilities Guide Specifications (UFGS)

4. American’s with Disabilities Act (ADA)

5. ADA Accessibility Guidelines for Buildings and Facilities (ADAAG)

d. In general all work shall be in compliance with the applicable sections of 29 CFR 1910 - General Industry Safety Standards and the U.S. Army Corps of Engineers Safety and Health Requirements Manual EM 385-1-1 and any other applicable local, state, and federal safety regulations.

e. In the event of conflicting codes, regulations, standards and criteria, or this Statement of Work and the specific project drawings and specifications, the Contractor shall follow the most restrictive guidance.

1.15 COORDINATION WITH OTHER CONTRACTORS.

a. The Government has existing contracts for HVAC/Refrigeration maintenance and repair, store janitorial services, shelf stocking and for various equipment items not included in this contract.

During the course of construction, the Contractor shall coordinate and cooperate fully with such other contractors and government employees.

b. Disruption of Utility Services. Scheduled disruptions in utility services shall be coordinated with the refrigeration maintenance contractor (in instances where the contract does not stipulate that the Contractor assumes maintenance responsibility for refrigeration systems), Store Director, Contracting Officer, and the installation at least five (5) working days in advance of a proposed outage. The notice of utility disruption shall include type of outage, data, and time outage will commence and estimated duration of outage. All tools, labor and materials required to complete the work requiring the outage shall be at the site prior to commencing with the outage. The work shall be continuously and diligently performed to completion and acceptance. Outages shall be scheduled to ensure the least amount of disruption to store operations. The Contractor shall coordinate with the HVAC/Refrigeration Contractor so that after either a scheduled or unscheduled utility outage all pilot lights are immediately relit and power is restored to refrigeration equipment without damage to that equipment.

1.16 CONTRACTOR PERSONNEL

a. The Contractor shall work through the Contracting Officer or authorized representatives for contact building occupant support. The Contractor shall provide initial training to appropriate personnel on new equipment installed under this SOW. The Contracting Officer will provide a list of the designated representatives with whom the Contractor will interact upon award of each Task Order.

b. Contract Project Manager. The Contractor shall provide a Project Manager who shall be responsible for the performance of the work. The name of this person and an alternate(s), who shall act for the Contractor when the Manager is absent, shall be designated in writing and given to the Contracting Officer at the pre-performance conference.

1. The Project Manager or alternate(s) shall have full authority to act for the Contractor on all contract matters relating to the performance of Task Orders issued under this contract.

2. The Project Manager or alternate(s) shall be available Monday through Friday within 24 hours to meet on at the commissary facility with Government personnel designated by the Contracting Officer to discuss problem areas. On weekends, the Project Manager will provide the name and telephone number of a contact person responsible for responding to emergencies.

c. Contractor Employees.

1. Contractor personnel shall be appropriately dressed and easily recognizable in accordance with standard industry practices. All Contractor personnel shall wear safety helmets, eye and hearing protection as appropriate in active construction areas.

2. The Contractor shall be knowledgeable of Federal employment statutes and regulations when considering active duty or other Federal service members for work on this Task Order.

1.17 MANUFACTURER’ S WARRANTIES.

The Contractor shall provide standard manufacturer’s warranties and respond to warranty failures in accordance with CSI specification section 01720 Warranties and Bonds. Bona fide Warranty calls for equipment or systems failures shall be immediate and repairs completed in the shortest amount of timed.

1.18 CONTRACTOR RECORDS

Contractors shall maintain project records in accordance with FAR 4.703 Policy.

a. Facility Records. If an Task Order results in the addition of a new capability or system (e.g.

adds square footage to a commissary facility, provides new facility feature) this action must be capitalized on HQ DeCA property records. As a result, the Contractor shall provide a work action description, installation, material cost, total cost, added square footage, and new equipment listing on a DD Form 1354, “Transfer and Acceptance of Military Real Property”, to HQ DeCA to enable accurate accounting of capitalization costs. This data shall be provided not later than 30 calendar days after beneficial occupancy.

b. Project Management Website. The Contractor shall be responsible for maintaining project management information on a government system at all times. Reference CSI specification section titled Information Management.

1.21 SECURITY REQUIREMENTS.

a. The Contractor shall obtain installation identification and vehicle passes from the Pass and Identification Section of each installation’s security operations unit for all personnel who make frequent visits to or will perform work at the Government installation(s) cited in the Task Order(s). Contractor personnel are required to wear or prominently display installation identification badges or Contractor-furnished, Contractor identification badges while visiting or performing work on the installation. The following documentation is typically required at each installation to obtain vehicle passes and identification cards: copy of contract, driver’s licenses, social security numbers, vehicle registrations, and proof of insurance. A letter of authorization or similar document from the Contracting Officer or Government Representative may be required in obtaining vehicle passes and identification cards. Personal identification cards and

HDEC03-11-R-0001 Section J – Attachment 1 Rev1 12 28 JUL 2011 vehicle passes are Government property and must be return upon completion work or termination of the contract, or upon termination of an individual’s employment.

b. The rules and regulations of the installation(s) shall apply to the Contractor and employees, whether prime or subcontractor employees, while on the installations. These regulations include, but are not limited to, presenting valid identification for installation entrance, obtaining and using vehicle passes, obeying all posted directives and providing strict adherence to Installation Police, Fire Personnel and other Emergency Officials in instances where these personnel have been dispatched to a particular location.

1.22 CONSTRUCTION FACILITIES AND TEMPORARY CONTROLS

The Contractor shall adhere to and be proactive for following the requirements of Specification Section 01500 Mobilization and Temporary Controls. Inasmuch that the mobilization and support facilities are under the control of the Contractor, the Government places strict emphasis and surveillance for operation of these facilities in a safe and efficient manner.

1.23 HAUL ROUTES.

The Contractor will be required to use the haul routes shown on the plans unless otherwise permitted in writing by the Contracting Officer. When haul routes are not designated on the plans, the Contractor in coordination with the installation must obtain the approval of the Contracting Officer for the proposed haul routes. While using the haul routes, the Contractor shall maintain and keep free of any debris caused by the Contractor’s operations.

1.24 TEMPORARY FACILITIES AND PROTECTION.

The Contractor shall provide protection, operate temporary facilities, and conduct construction in ways and by methods that comply with the installation environmental regulations. The Contractor shall perform all work in such a manner as to minimize the pollution of air, water, or land and to control noise and dust within reasonable limits and in accordance with federal, state, and local environmental laws. The Contractor shall comply with all Federal, state and local regulations pertaining to the environment, including but not limited to water, hazardous materials, storm water runoff, air, and noise pollution. Refer to the DeCA Design Criteria and Guide Specifications, Section 02000 for general environmental requirements for the basic contract as well as the Site-Specific clauses required by each Task Order.

1.26 HISTORICAL AND ARCHAEOLOGICAL RESOURCES

Historical items such as cornerstones; time capsules or archaeological artifacts shall be protected in-place and reported immediately to the on-site Government inspector for a determination by the Contracting Officer on further disposition. Procedural guidance is provided in DeCA Design Criteria and Guide Specifications Specification Section 02220 Demolition.

2.1 GENERAL.

The Task Order will identify the project location, define the scope of work, maximum allowable period of performance, and final inspection and acceptance by the Government.

2.2 ORDERING WORK.

Task Orders will identify required work elements necessary to construct, maintain, renovate and repair building and supporting infrastructure systems and equipment. These actions may include design, construction, maintenance, repair, equipment purchase and installation and other actions required to complete Task Order requirements. Specific ordering procedures are outlined in Section H of the basic contract.

2.3 [NOT USED]

2.4 SCHEDULES FOR CONSTRUCTION TASK ORDERS.

a. Schedule Requirements. The Contractor shall provide standard construction activity schedules (such as Primavera) for maintenance, repair, equipment replacement, and work activities as required in each Task Order. The information required for each activity shall include identification and description, duration, value, and source of work. Activities may be added, rearranged, or replaced with more detailed activities if desired, but critical path activities may not be deleted. The Final CPM Schedule, Safety Plan, and Contractor Quality Control Plan must be approved by the Contracting Officer prior to the start of any construction work. A minimum of five (5) working days is required for review and approval of these submittals by Contracting Officer. The purpose of the schedule is to assist with store operational planning, determine construction phasing intervals, evaluate progress during the Contract period, and to provide the basis for determining percentage of progress payments.

b. Coordination. The Contractor shall coordinate each Task Order, scheduled work and construction with the Contracting Officer or designated Government representative (i.e.

Technical Inspector) at least five (5) working days before work is scheduled to begin. If additional work or warranty maintenance is performed after Beneficial Occupancy Date (BOD), the Contractor shall initiate procedures to ensure service personnel sign-in upon arrival at the facility, have documentation identifying the purpose of the visit, and sign-out from the facility for completion of assigned work.

c. Schedule Submission. The Contractor will submit a detailed schedule of work activities in accordance with standard construction industry practices and Specification Section 01310. For projects requiring a construction phasing plan, the contractor’s activity schedule of work will conform to the priority and sequence of work indicated in the contract phasing plans. (See Specification Section 01310 para 1.7.4.)

2.5 WEEKLY PROGRESS MEETINGS.

a. The Contractor shall conduct weekly progress meetings with the Commissary Store Director

HDEC03-11-R-0001 Section J – Attachment 1 Rev1 14 28 JUL 2011 and his/her staff, representatives of the installation, and the Government Technical Inspector to review work progress. (See Specification Section 01300 para 1.12.2)

2.6 MATERIALS SUBMITTAL PROCEDURES.

a. General Requirements. The Contractor shall furnish materials and equipment submittals as required by the Specification Section 01300 Administrative Requirements and Specification Section 01400 Quality Control. Prior to submittal, all items shall be checked and approved by the Contractor’s Quality Control (CQC) representative and each item shall be stamped, signed, and dated by the CQC representative indicating action taken. Proposed deviations from the contract requirements shall be coordinated with Government Technical Inspector for final review and approval by the Contracting Officer. All submittal documents will be signed and/or initialed in black or blue/black ink. When expressly permitted by the Contracting Officer, digital signatures may be permitted.

b. Requirements. The Contractor shall maintain control all submittals using the Submittal Schedules and Submittal Registers. Submittals for information only usually will not be returned.

When paper submittals are submitted, the Contractor is encouraged to submit documents that are printed/copied double-sided on recycled paper that has at least 20% post consumer material. The Contractor is encouraged, to the maximum extent possible, to submit documents in digital format via electronic storage media or Internet files.

c. Scheduling. Submittals covering component items forming a system or items that are inter-related shall be coordinated and submitted concurrently such as interior finishes. The Government will review and approve each submittal a minimum of 20 calendar days, exclusive of mailing time, for initial review and 14 calendar days for each re-submittal.

d. Submittal Register. The Contractor will provide a Standard Submittal Register to the Government within 15 calendar days after Notice to Proceed.

e. Submittal Transmittal Form. The AF FORM 3000, “Material Approval Submittal,” may be used for submitting both Government approved and information only submittals in accordance with the instructions on the reverse side of the form. This AF Form 3000 will be provided to the Contractor upon request. Other standard construction industry Submittal Transmittal forms or Approval Stamps may be used. Approval Stamps should not be imprinted on typed font text.

2.7 PROJECT DURATION

a. The Period Of Performance is the Contractor’s awarded proposed schedule incorporated in the Task Order. Construction projects with extended seasonal changes such as Alaska or North Dakota, may require phased completion time. Completion times for individual phases of such Task Orders will be determined by mutual agreement during project proposal negotiations and so stated in the schedule.

b. The performance period for any Task Order shall begin with the issuance of a Notice to Proceed (NTP) by the Contracting Officer. The Government considers a Task Order complete

HDEC03-11-R-0001 Section J – Attachment 1 Rev1 15 28 JUL 2011 upon final inspection and acceptance of all work with no outstanding punch lists. Acceptance includes delivery of all required as-built drawings, DD Form 1354, O&M training and manuals, and warranty information. (See Specification Section 01720 Phase Turnover And Contract Closeout)

2.8 OPERATION AND MAINTENANCE REPAIR MANUALS AND INSTRUCTIONS

One reproducible, unfolded copy shall be provided of all operating instructions, control diagrams, etc., that are larger than 8-1/2 inches by 11-inches; this does not apply to standard manufacturer’s data.

2.9 AS-BUILT DRAWINGS

The Contractor shall maintain a current, complete set of as-built drawings throughout construction of the project (See Specification Section 01720 para 1.9 Record Documents). These drawings will be made available to the Government’s Technical Inspector throughout construction of the project. These as-built marked prints shall be available to the Government on the jobsite at all times

2.10 CONTRACTOR QUALITY CONTROL PROGRAM

a. The Contractor shall provide and maintain an effective Quality Control Program that details procedures to ensure compliance with Task Order drawings and specifications. Of paramount importance to an effective Quality Control Program is critical oversight of all materials, fabrication, and workmanship construction operations on-site and off-site.

b The Contractor’s Quality Control Manager shall be empowered and have a direct line of authority to senior company management to accept or reject all work performed on the project.

The CQC Manager shall have independent authority equal to but distinct from the Contractor’s Project Manager or Superintendent.

c. The minimum requirements for the CQC organization are to have a full-time CQC System Manager, an alternate CQC Manager at the home office, and additional qualified staff as necessary to ensure contract compliance. The breadth of the CQC organization staff will depend on the size and complexity of the construction project.

d. DeCA commissary construction projects entail unique product refrigeration systems and computerized monitoring controls that require the over sight of a CQC Manager with experience in these specialized activities. The Contractor shall provide a CQC Manager that can monitor and respond at all times during progress of the work and with complete authority to take any action necessary to ensure compliance with the contract.

e. The Contractor may be required to perform Field Engineering to verify layout information shown on the plans with existing benchmarks before commencement of any work.

f. Pre-Final Inspection. At the completion of all work indicated by the CPM activity Pre-Final Inspection, the Contractor CQC Manager shall conduct an inspection of the work and develop a “punch list” of items that do not conform to the approved drawings and specifications. Such a list of deficiencies shall be included in the CQC documentation and include the estimated date by which the deficiencies will be corrected. Once this is accomplished, the Contractor shall notify the Government that the facility is complete and is ready for the Government’s “Pre-final” inspection. The Government will perform this inspection to verify that the work is complete and ready to be occupied. A Government “Pre-final Punch List” will be developed as a result of this inspection. The Contractor’s CQC System Manager shall ensure that all items on this list have been corrected and so notify the Government so that a “Final” Acceptance Inspection can be scheduled.

g. Final Acceptance Inspection. The Contractor’s Quality Control Manager, his/her Project Manager or Superintendent and the Government Technical Inspector will be in attendance at this inspection. Additional Government personnel may also be in attendance as necessary. The Contracting Officer will upon written notice from the Contractor approve or disapprove the request for the final acceptance inspection based on the advice of the Government Technical Inspector.
