206 Drawing A1.02 – Item of Work 37 notes “Checkstands & Self- Checkouts: DeCA to disconnect, remove, store, reinstall & reconnect to accommodate flooring replacement.” The most recent DeCA requirement is for the contractor to remove / install the flooring around the existing checkstands which remain in-place and do not get removed / reinstalled.
Should the flooring be removed / installed around the checkstands at McGuire?
Bid this as identified in items of work #37 on Sheet A1.02.
207 Numerous references are made to DeCA Criteria which is typically updated quarterly. The McGuire Pre- Bid Conference occurred just before the most recent criteria update that released completely re-formatted Design Criteria. Which criteria will apply to the McGuire project?
The older 16 Division DeCA Design Criteria and Guide Specifications will be used for this seed project.
208 Drawing A1.01 shows s.s. bumper rails in front of some 1P03 display cases and some 1P07 display cases.
DeCA Criteria requires rails in front of 1P07s and not 1P03s. Should the rails be deleted where shown at the 1P03’s and added where missing at the 1P07’s?
Provide s.s. bumper rail in front of all 1P07 cases. Bumper railing is not required in front of 1P03 cases.
209 Specifications - Table of Contents - 01560 indicates “Asbestos, Lead- Based Paint and PCB Survey Report”. Not found in my spec. Was it included?
Hazardous material survey is being provided as part of Amendment.

210 Drawing A1.02 – Item of Work 78 notes “RM 69 – 1 location: Provide underfloor concrete tunnel extension for return air”. Examination of record drawings shows that the area of the proposed tunnel extension presently contains an existing underfloor concrete trench serving the existing underfloor ventilation system for RM 68 (Frozen Food Storage), and concrete footing for column C.2/6.5. Will DeCA consider an alternate location for the new return-air chase?
Design of the actual return air chase is part of the design/build designers responsibility. Alternate locations are acceptable.
211 Please clarify exactly which conferences require attendance by the A/E and which members of the A/E team.
The A/E shall attend the partnering session, 50% design review meeting, 90% design review meeting, and Red Zone meeting. The A/E shall coordinate who attends with D/B contractor, but at a minimum architect, Mechanical/refrigeration engineer, and electrical engineer should be in attendance.
212 Specs – 01030-9 indicates “One (1) copy of framed colored architectural rendering”. Is this correct?
A rendering is not required.
213 Specs – 01000-1.4.1.2: Verify 2006 International Building Code is to be used. Current DeCA requirements reference the 2009 IBC per UFC standards.
2009 IBC should be used.
214 Specs – 01000-1.4.1.2: In the description of the mechanical loading, the Scope of Work states “two different areas were checked for the load of mechanical units.”
The first area is clearly listed, but the second area is not visibly mentioned.
Verify and/or locate for which mechanical equipment this second area is intended.
Yes, two areas of the roof were evaluated. The first roof area was above the Receiving Warehouse and Mezzanine 83A between horizontal column lines 2.5 and 5 and horizontal column lines A and D. The second roof area was above the Sales Area between vertical Column Lines 6.8 and 9.4 and horizontal Column Lines B.7 and D.9.

215 Specs – 01000-1.4.1.2: A condenser unit (ACCU-3) being replaced is listed as being approx. 1000 lbs. Our experience with similar equipment indicates the unit weight may be significantly higher. This may necessitate strengthening of the roof structure in this location. Please verify the unit and weight intended is correct.
The indicated weight of the units was determined by looking at the mfr cutsheet for the current model. Contractor to determine final sizing of new unit in accordance with refrigerated case circuiting requirements and coordinate with manufacturer providing the proposed unit and a structural Engineer for additional framing required.
216 Please clarify apparent conflict between locations for new AHU-1 and AHU-2 shown on sheet M1.05, and structural analysis included in section 01000-1.4.1.2.a. M1.05 shows both units on mezzanines, 01000 calls for AHU-2 to be located on the roof, and does not discuss where AHU-1 will be located.
Please see attached sketch #1 for proposed new location of AHU-1. AHU- 2 should be located on the roof as per M1.05 instead of in the Mezzanine.
Sketch #1 is attachment 23 of amendment 5 to this solicitation.
217 Please clarify intended plan for mechanical phasing, since M1.05 shows new AHU’s going in same locations as removed units.
Please see attached Sketch #2 proposed phasing location of the units. Sketch #2 is attachment 24 of amendment 5 to this solicitation.
218 Please clarify what AHU-1 and 2 are intended to be – schedule on M6.01 calls for both to be DX units with hot water heat; 01000 appears to call for AHU-2 to be a gas-fired dessicant dehumidification unit and AHU-1 to have a dedicated dessicant outside air dehumidification unit, with heat reclaim. No natural gas piping is indicated for AHU-1 or 2 dessicant systems.
AHU-1 and AHU-2 should both be DX dual path AHU's. AHU-1 should have a hot water reheat coil and a heat reclaim coil. AHU-2 should just have hot water heating coil.

219 Article 110.26 of the NEC defines working space requirements around electrical equipment. In the case of the main electrical room at the Joint Base: McGuire-Dix Commissary, Condition 3 of table 110.25(A)(1) will most likely apply. This requires 48" between two exposed live part surfaces (between the front sections of electrical equipment). Several pieces of electrical equipment in Main Electrical Room 104B do not meet the 48" minimum working clearance requirements. Will we be required to correct this as part of this project?
It is not the intent of this project to bring all existing condition up to current code requirements. All new electrical work and any required new electrical panels shall be installed in accordance with the latest version of the NEC.
220 Will the Government please consider increasing the page limit for the organization chart to two pages? We would be better able to clearly present our organization chart for this nationwide contract as a graphic on an 11 X 17 foldout, which we understand would be counted as two pages.
No. Section L, Technical SubFactor 1, Capability to Successfully Manage Multiple Concurrent Task Orders, limits the organization chart to one page. The Technical SubFactor 1 intends to have offerors provided a simple organization chart that shows responsibility and control relationships between the field project team and the home office management support.
221 It is our understanding, from various Questions and Answers (Q&A) posted to date (e.g., Question 27 posted with Amendment 0002) that the following items will not be counted against the 90 page limit.
Please confirm that this is correct. - Section A, SF 1442 - Bid Guarantee - Section B, Price Schedule for McGuire AFB Commissary Project - Section K, Representations and Certifications - Small Business Subcontracting Plan
- Attachment 9, Project Schedule.
The Bid Guarantee is counted against the 90 pages. Section A, SF 1442;
Schedule B Price Schedule for McGuire AFB Commissary Project; Section K, Representations and Certifications; Small Business Subcontracting Plan; and Attachment 9, Project Schedule do not count towards the 90 pages.

222 Regarding Section L, Item 3(e), Subcontractor Consent; Will letters of consent from subcontractors count against the 90-page limitation?
Yes.
223 Regarding Question #59 posted on Amendment 0002: Will the Government please reconsider excluding tabs and dividers from the 90 page limitation, as long as they contain no significant information aside from a phrase to indicate what material is included behind the tab/divider? We believe it would be to the Government's benefit to allow offerors to better organize the submitted material with the use of tabs/dividers without restrictions associated with the page limitation.
No. The Government will still count tab/dividers as part of the 90 pages.
224 Regarding Question #67 posted on Amendment 0002: Please clarify that elements referenced in this Q&A are excluded from the page limitations. Are all letters, metrics, customer surveys, independent surveys, etc., submitted in response to Section L, Item 3(c) excluded from the 90-page limitation?
No. The only things that do not count towards the 90 page limitation are SF 1442 with attachments and amendments;
Small Business Subcontracting Plan, and Certifications and Representations. All other documentation submitted in reference to Section L will count towards the 90 page limit.
225 Please confirm that the Government will not count blank pages, which may be necessary for purposes of double-sided printing and division among proposal section/parts, in the 90-page limitation.
All excess pages submitted will count towards the 90 page limit, except the stated items that are excluded from this count.
226 Will the Government please provide the updated Schedule (Attachment 9;
provided as a PDF file with Amendment 0003) in Excel format?
All documents will be posted in a PDF format. No documents will be distributed in any other format.

227 Please confirm that the offeror does not need to include in the proposal copies of the Past Performance Questionnaires (PPQs) sent to customers (i.e., prior to completion by the customer, with the understanding that the completed PPQs will be sent directly to the Government by the customers). If the Government does require copies of the PPQs in the submitted proposal, please confirm that these copies are excluded from the 90-page limitation.
That is correct. The Past Performance Questionnaires should be coming directly from the customers to the Government.
The contractor does not need to resubmit the questionnaires to the Government.
228 Regarding Past Performance Item (d): Are offerors who are proposing as a joint venture required to provide a copy of their teaming agreement?
If yes, please confirm that the teaming agreement will not count against the 90-page limitation?
Yes. Any documents submitted for the acknowledgement of the teaming agreement and it will count towards the 90 page limitation.
229 Regarding Question #110 posted with Amendment 0003 and the requirement to include Section K, Representations and Certifications, in the proposal: Please confirm that the offeror should complete and include a copy of FAR 52.204-8 and 52.209-7 (pages 14-18 of the original solication) to satisfy this requirement, or clarify if additional material (e.g., a printed copy of current ORCA and/or additional FAR clauses not incorporated by full text in the solicitation) is required.
Yes. The offeror should complete and include a copy of FAR 52.204-8 and 52.209-7 and submit with SF 1442.
230 Please provide Revision 1 of the Phased Schedule form in Excel format. The one posted with Amendment 0003 is in PDF format and will be difficult to fill out.
All documents will be posted in a PDF format. No documents will be distributed in any other format.

231 Page 43 of 50 of the solicitation (and Page 8 of 8 of Amendment 0002) state "Provide your targets regarding the total extent of participation of SDB concerns expressed as dollars and percentage of the value of the total acquisition." For the seed project bid, it is the government's intention that each offeror provide a line item list of the government's targeted SDB categories along with the dollars anticipated for award based on the offeror's bid price, and including the percentage of the bid each category of small business is targeted to receive in the event the bid is awarded?
No. For the Subcontracting Plan the offeror shall use a baseline of $53.5 million over the 5 year period, $10.7 million per year for estimating purposes.
232 Does the 11x17 size page meet the requiement tha the org chart for Part II, i. Subfactor 1 be limited to a single page?

233 Sheet G2.01 Phasing Plan, Phase 1A.
How are the Commissary employees supposed to access the temporary lockers throughout construction of Phase 1A?
It is the construction contractors responsibility to maintain access to the warehouse and the temporary employee lockers in phase 1A. The temporary lockers will only be needed while the locker rooms 25A and 28A are being renovated.
234 Are we to commission openings, equipment, specialties, and mechanical systems?
Commissioning of this project is required in accordance with DeCA criteria for Commissioning Requirements for a refrigeration/architectural upgrade project.

235 Sheet M1.02 Mechanical HVAC Plan - Area B. Ketnote 2 describes an air duct coming from the refrigeration cabinets (below) and up to a new branch duct to be returned to the Air Handler. Are we to expect that each meat case is to be directly vented? If so, how do we conceal the air duct?
The intent of note #2 is for the D/B contractor to provide overhead return air for the 1M07 Meat cases. The return air should be installed in the new soffit above the meat cases, and it should draw return air from behind these cases.
236 Sheet AD1.01, item of work 32. this item designates chase walls to be demolished. I assume the case in reference is the one located on the south wall adjacent to room 109, but sheet A1.01 shows this chase still in place. Please instruct as to whether this case gets demolished or not.
The chase to be demolished is shown with an arrow on note 32 on sheet AD101. The proposed new chase location is shown with an arrow and note stating "Return Air Chase" near room 102 on sheet A1.01.
237 G2.02, Phasing Plan - Mexxanine.
Phasing Note 6A addresses some gonodola moving equipment. Does the commissary own this equipment?
At no time is the Construction Contractor ever allowed to use commissary equipment for construction operations.
The contractor is responsible for all equipment used in the construction of this project.
238 If so, does the contractor have the right to utilize this equipment or does the contractor have to provide their own gondola moving equipment?
The Construction Contractor is prohibited from ever using Commissary equipment of any type in the performance of the contract. If the contract calls for moving gondola equipment, the Construction Contractor is responsible for providing the machinery and labor to perform these tasks.
239 A12.02, Décor Plan. Is additional framing needed to accommodate for the new graphics to be installed on the soffit drops in the sales area?
The plan view shows the décor elements as protruding off the wall.
Will this require additional framing?
It is the D/B contractors responsibility to coordinate the design and the installation of the new décor elements. However, It has been our experience in the past is that most of the décor elements are very light weight and can attached directly to the existing soffits.

240 Specification 01400 - 7, 1.4.9.
Special Inspections. This section refers to special inspections taking place during the construction. It indicates that special inspections are described in Division 1 "Description of Work." No such language on this topic exists in this section. Is the contractor responsible for any special instructions and if so, what are they?
Section 01400 states "retain third party quality assurance agencies to conduct special inspections required by the project building code indicated in division 1 Section "Description of work".
This should have stated " Building Codes". The intent of this requirement is to provide third party inspection services for confirmation that all installed work meets the building codes identified in Section 01000 of the RFP.
241 Proposal Preparation Instructions, Section A, Page 39 of 50, Format for proposal, "4. Total length of proposal may not exceed 90 pages".
Please confirm that the 90 pages are for all 3 parts of the proposal: Part 1 Price, Part II Technical, and Part III Past Performance Information.
Yes. The 90 page limitation covers all three (3) parts. Items that are excluded from the 90 page limitation are SF 1442 (solicitation) its attachments and amendments; Small Business Subcontracting Plan, and Certifications and Representations.
242 Proposal Preparation Instriction, Section A, page 39 of 50, "The proposal in response to this solicitation shall consist of three separate parts". Can these 3 parts be combined into one binder for proposal submission?
Yes. All three (3) parts can be combined in one binder as long as they are labeled as to what part they are.
243 Also, I'm assuming Start and Finish dates are required for each Phase section shown in the provided schedule. Specifically all items represented as Phases, shaded in yellow. The scope description(s) listed under each Phase heading are scope statements, and you are not intending/requesting Start and Finish dates for each scope statement. Am I correct in my assumption?
That is correct. The Start and Finish Dates are required for each Phase section shown in Attachment 9 Rev 29 July 2011 provided under Amendment 0003. The scope description(s) listed under each Phase heading also require Start and Finish dates. The first column with the heading “Duration” must also be completed with the number of days each ID activity number will require.
244 There is a sliding door located at room 48 that is not shown dotted on the demo drawings. Is this door going to replaced?
Remove and replace the doors as identified on the drawings with items of work notes.

245 Besides the 2 files that were damaged, I came across missing sheets as noted on T-1 sheet drawing that weren’t included on the ftp.

246 On page 11 of 50 in the solicitation, FAR 52.203-7 (Anti-Kickback Procedures) has been incorporated by reference. Two of the Prime Contractors submitting proposals are also exclusive refrigeration equipment manufacturer distributors and/or representatives. In most industries, the distributor’s relationship with the manufacturer allows equipment to be sold at or below cost. Those equipment discounts are typically recaptured in the form of a volume based year-end sales commission or kickback from the manufacturer. If this arrangement is occurring within the current SCIP II and future SCIP III programs, the equipment price advantage of these two prime contractors is substantial relative to the rest of the prime contractors, thereby limiting governmental competitive acquisition practices. Since we are unable to obtain factory-direct quotes from these manufacturers, will this exclusive pricing arrangement of the two Prime Contractors who are also supplying the refrigeration equipment be taken into consideration when the other Prime Contractor proposals are evaluated?
We do not have any information to allow us to conclude that any illegal kickback activities have occurred on any SCIP II contracts. We will not take alleged pricing opportunities into consideration of our evaluations of proposals.

247 We request further clarification to the question and response to question #85: If a large contractor teams with an 8A contractor as a subcontractor to the 8A contractor (not a joint venture), such that the proposal and any award would be to the 8A contractor entity only, could that same contractor be awarded a separate contract for the unrestricted work in its own name? Result being one (1) contract awarded to the 8A contractor entity and (1) contract being awarded to the large contactor entity.
Yes. The large contractor can submit a proposal also. In subcontracting with an 8(a) all the requirements of FAR Part 52.219-14 must be met.
