Q: Given the level of detail requested for the Technical approach, we recommend increasing the page count for Volume 1, Technical to 30 pages.

Government Response: L.0.9 Table L.1 is revised to reflect page count increase from 15 to 20.

2) Section L Pg. 57, Para.

L.1.1.2

Q: Is the Government looking for actual key personnel names?

Government Response: Yes, please identify all Key Personnel by name.

3) Section L Pg. 60, Para.

L.3.2

Q: Attachment 6 – Price Matrix wasn’t provided in the Draft RFP documentation. When will it be provided to vendors for review?

Government Response: Atch 6 – Price Matrix added in 18-March-2019 posting.

4) Technical Exhibit 5 N/A Q: Will an equivalent number of years of experience suffice for otherwise qualified candidates who do not possess a BA/BS?

Government Response: TE-5 identifies alternative qualifications to a BA/BS when acceptable. However, the Government is taking into consideration revising TE-5 minimum qualifications in the future release of the official RFP.

5) Technical Exhibit 5 N/A Q: Would the Government clarify what the merged cells at lines 15, 20, 23, and 26 containing “OR” mean?

Government Response: The position requirement can be filled with either of the 2 paths of Skills & Qualification experience. For example: RCC (LCAT Senior / Tier – Mid) must either have 8+ years of SOF and 8+ years as a Certified RCC experience; OR 20+ years (can be combination of military/gov't civilian/contractor) years of SOF and 15 years as a Certified RCC experience.

6) PWS Pg. 18, Para.

1.4.10.1

Q: The PWS states, “Contractor will require access to

NIPRNET/SIPRNET/JIANT

computer systems only at Government facilities.” Please explain why a Top Secret FCL is required for this requirement if all classified work is performed only at the Government facility?

Government Response: This is in compliance with DoDM 5220-22, National Industrial Security Program Operating Manual (NISPOM) and DoDM 5522.22 Volume 2, National Industrial Security Program: Industrial Security Procedures for Government Activities. The prime contractor for a classified procurement must have a valid FCL at the highest level of classified information involved in the contract, even if a subcontractor will perform all classified activity. Contractors are authorized to possess classified material at their facility(ies) where they have an FCL and CSA-approved safeguarding capability at the appropriate level.

7) Section L Pg. 61, Para.

L.4.3

Q: Will the Government allow a Prime’s subcontractor to hold the

FCL?

Government Response: No, see response to question #6.

8) General Pg. 51-52 Q: Both clauses for SDVOSB and SB set-asides are included in this solicitation? Has the Government determined the final set-aside for this contract?

Government Response: Draft RFP is revised to delete FAR 52.219-6. This procurement is 100% set-aside for competition restricted to service-disabled veteran-owned small business concerns.

9) General N/A Q: What is the current contract number for the WCGS?

Government Response: H92222-14-C-0004

10) Section L 1.0.9 Page 55 0f 66 Q: We are requesting the Government increase the Factor 1 page limit to 25 pages. The Factor 1 15 page limit makes it very difficult for an offeror to provide a fully responsive narrative to the requirements stated in the PWS.

11) Factor 2 Past Performance Page 55 of 66 Q: Will the government consider equally the relevant past performance of subcontractors?

Government Response: Reference Para. M.2.6.2 “For proposed subcontractors/teaming partners, relevancy is defined by that which reflects performance in the area(s) of expertise the subcontractor is proposed to actually perform under this contract (i.e. specific functional areas in the PWS).

12) Section M

M.1 Volume I – Technical Factor (Factor 1) pg. 63

Q: Please provide further clarification and definition of, “consideration of risk in conjunction with strengths, weaknesses, significant weaknesses, uncertainties, and deficiencies”. It would be helpful to clarify specific examples of the following:

• Strengths

• Weaknesses

• Significant weaknesses

• Uncertainties

• Deficiencies

Government Response: Draft RFP Section M is revised to reflect the following definitions:

Strength is an aspect of an offeror's proposal that has merit or exceeds specified performance or capability requirements in a way that will be advantageous to the Government during contract performance.

Weakness means a flaw in the proposal that increases the risk of unsuccessful contract performance.

Significant Weakness in the proposal is a flaw that appreciably increases the risk of unsuccessful contract performance.

Uncertainty is any aspect of a non-cost/price factor proposal for which the intent of the offer is unclear (e.g. more than one way to interpret the offer or inconsistencies in the proposal indicating that there may have been an error, omission, or mistake).

Deficiency is a material failure of a proposal to meet a Government requirement or a combination of significant weaknesses in a proposal that increases the risk of unsuccessful contract performance to an unacceptable level.

Subjective Tradeoff is a source selection process used when it may be in the best interest of the Government to consider award to other than the lowest priced Offeror or other than the highest technically rated Offeror but it is not possible to place a quantifiable value on proposed performance or capabilities above threshold (minimum) requirements.
