Compiled Questions and Answers (Round 2)

Questions/Comments
1) Technical Exhibit 5 "Related Experience, and Certification" and RFP 4.4.1.2.
"4.4.1.2. DoD Recovery Care Coordinator New-Hire Training. All contractor personnel at point of hire, performing Recovery Care Coordination and Operations Case Coordination support in accordance with TE-4, shall attend the DoD mandated one-week, DoD RCC New-Hire Course in Washington, DC within 90-days of hire."
4.4.1.2 Q: Under Tech Exhibit 5 for
"Related Experience, and Certification" for all RCC positions, a DoD RCC Certification is required. Please clarify if this is required or if newly hired staff who meet the other skills and qualification criteria can attend the specified RCC New Hire Course per RFP section 4.4.1.2 to obtain DoD RCC Certification. Otherwise, the only source of RCC experienced individuals for all of the RCC positions will be to pilfer staff from other DoD RCC programs. The government should consider the impact reality of this requirement and allow contractors to hire similarly qualified individuals (for instance from medical or soldier care programs) and send them to the specified RCC New Hire Course per RFP section 4.4.1.2.
Government Response: Please reference revised PWS, Section 4.1.1.2 provided with this amendment. TE-5 provides both qualifications for “RCC experience” and qualifications for “SOF/Other”. For personnel meeting the minimum qualification under “RCC” experience”, a DoD RCC Certification and experience with a specific DoD RCC program are required. However, personnel meeting the minimum qualification under “SOF/Other” shall attend the required training IAW PWS 4.1.1.2.
2) Price Factor L.3.2.1, L.3.4 Q: Will subcontractor compensation plans be submitted independently to the government?
Government Response: No, Reference Section L.3.7, “The (prime offeror’s) price proposal shall include (1) Price Summary; (2) completed Schedule B, (3) Completed Atch 6 – Price Matrix, and (4) proposed Compensation Plan(s) for the offeror and proposed subcontractor(s)” and Section L.3.8, “The offeror shall submit a compensation plan for proposed prime and subcontractor personnel.
3) Tech Exhibit 4 vs. Price Matrix. RCC27 For RCC27 in the price matrix a location of Bethesda MD is shown while in the Tech Exhibit 4 a location of Fort Belvoir VA is shown. Same basic geography but we wanted to bring this to your attention in case you want to make them align.
Government Response: Reference revised Atch 6-Price Matrix provided with this amendment, location of RCC27 corrected to ‘Fort Belvoir VA’.
4) Tech Exhibit 4 vs. Tech Exhibit 5. Regional Leads RCC labor category. In Tech Exhibit 5 it shows the Regional Leads as Senior LCAT at Mid-Level Tier and we understand there are to be 4 Regional Leads. However, in Tech Exhibit 4 this only shows quantity 1 of Senior RCCs at Mid-Level Tier.
Government Response: The tiers listed for each position are the minimum required. For the 4 regional leads, the Government has not identified/specified a specific position within each respective region (North, South, East, and West) as the “regional lead. The Government expects the offeror to identify, propose, and place each mid-level Senior (or higher) regional lead within each region.
Please also reference the Government response to Q4 provided in Amendment 0001.
5) TechEx-4 Performance Locations TechEx-5 Skills & Qualifications
N/A Q: TechEx-5 specifies that the RCC-Regional Lead must be a Mid-Level Senior.
TechEx-4 says, “* Regional Leads are critical positions and shall be identified for a Senior, RCC in each WCP North, WCP South, and WCP West Region”.
Outside of the RCC-TM, RCC-QCS, and RCC-TC, TechEx-4shows that the Only other Mid-Level Senior RCC is located at Fort Bragg supporting WCP East.
Therefore, on TechEx-4, at the current moment there are no listed “Mid-level Senior RCC’s” allocated to meet the Regional Lead qualifications for WCP North, South, and West.
Can the government please clarify if they are expecting the contractor to provide “Mid- Level Senior RCC’s” as Regional Leads for WCP North, South, and West?
Government Response: Yes. Reference Government response to above question #4 provided with this amendment.
