Attachment 20, TACLAN TEP Matrix, Tab B

The maximum Order Qty for the Initial Production Suite in the TEP Matrix is 16 ea.

a) Is it the Government’s intent to order less than the maximum quantity?

b) If yes, will the Government adjust the unit price of the IPS to allow the Offeror to recover its full cost of all non-recurring tasks and startup for the IPS identified in SOW section 3.1?

c) If not, how does the Government intend for the Offeror to recover these costs?

A) It is the Government’s intent to order as many suites in the IPS that funding will allow, based on price.

B), C) All references to include startup costs in the IPS have been removed.

Offerors should address startup costs in accordance with their normal business practice.

SOW, Paragraph 15

Exhibit A

SOW paragraph 15 references the Sustainment Plan and training material and identifies CDRL A0028. Exhibit A CDRL List, CDRL A0028 references training material but doesn not specifically call out a Sustainment Training Plan. Can the Government please specify what CRDRL A0028 is comprised of?

CDRL A0028 addresses training plans and training materials. This includes plans and materials for both NET and Sustainment training.

Bidder’s Library In the posted TACLAN Configuration Management Plan (dated Sep 09), Section 2.3 (CM Tools) indicates Microsoft Dynamics is used as an interface between the Configuration Management Data Base (CMDB) and the As-Built Configuration Database (ABCD). What tool is the incumbent contractor using to host the ABCD and to host the CMDB? Is the winning contractor expected to port this data from the incumbent contractor’s tool to Remedy?

The system used by the current contractor is a stand alone system.

The successful offeror will be responsible for populating the Remedy data base.

Will the Customer provide the licensed Remedy seats or will the winning offeror need to provide those?

The offeror will provide the Remedy license.

* UPDATE *

The Remedy Software will be provided by the Government.

SLA Attachment Page 4 Page 4 indicates that CLINs 0001, 0002, 0003, and 0004 apply to SLA G-3.1. In the final RFP, CLIN 0004 is Travel/CONUS Shipping. Does the Government feel that Customer Satisfaction (SLA G-3.1) applicable to Travel/CONUS Shipping?

No This will be corrected in the next amendment.

Yes This could apply to OCONUS Shipping in regards to areas other than delivering on time.

SOW, Section 10.8, Pg.

The contractor is to maintain an As-Built Configuration database. No CDRL is specified for this database. Is the contractor to maintain the database in a government-provided tool, or is this tool left to the contractor to select? Please clarify.

The database will be Remedy which will be contractor provided.

169 SOW para 4.5; RFP Attach 18, GFE

Issue: SOW para 4.5, IT Service Management, Requires that the contractor “…utilize the hardware and software provided by USSOCOM in carrying out IT Service Management services…” Attachment 18 provides a list of GFE to be provided; however, no software is included in the GFE list.

Question: Please provide a list of all software and any associated licenses and warranties that will be provided as GFI under the contract.

a. Technical approach focused on government provided vs contractor provided management software, impacts processes, procedures and pricing.

Remedy will be the software utilized for IT Service Management. Offerors will be responsible for maintaining their own licensed copy.

The Government furnished software is listed in the VDD (Attachment 2).

SOW 3.2 and 3.3 (page 6 and 7), ELIN for

FMV

The SOW section 3.2 and 3.3 make no reference to the inclusion of software within the scope of this program. The RFP requires bidders to propose on the approved BOM. The ELIN referencing the FMV system includes software. Please clarify if the offeror is expected to price the Software on the BOM.

The FMV is the only place where offerors will provide pricing for software.

181 RFP/L-1.1/page 75

Building the v10.1 baseline includes, but is not limited to, integration of all software and hardware; taking the integrated design through a structured Contractor-managed test process to verify and document it meets all v10.1 requirements;… The description for each of these systems is set forth in the Technical System Specification (TSS).

Attachment 12/SOW/page 6/Para 3.1 - The Contractor shall provide TACLAN full suites in accordance with SOW and attachments.

Attachment 12/SOW/page 6/Para 3.2 - The Contractor shall provide TACLAN FoS equipment in accordance with the SOW and attachments.

Discussion: During the Q&A there were multiple answers not to use the TSS as the baseline reference document. Since the TSS is still an “attachment” there is some ambiguity in whether this document should be used as a reference document to provide pricing for the IPS and Production systems.

Question: Is the intent of these statements to require that each of these deliverables meet all applicable sections of the TSS?

Additionally, I cannot find where the RFP addresses the contract type in regards to status of services v. supplies as regarding FAR 52.219-14 Limitations On Subcontracting.

No

This will be treated as a service in regards to

FAR 52.219-14.
