Leo J. Ryan Federal Memorial Building, San Bruno CA (GSA building)

Scope of Work for On-Site Solar PV Ground & Roof-Mounted Systems

1. About the Leo J. Ryan Federal Memorial Building

Facility Address: 1000 Commodore Drive, San Bruno CA 94066-235 Serving Utility: PG&E Original Purpose of Building: Document Storage, Public Reading Room & Administrative Offices Areas available: Roof and ground areas. Areas available are expected to greatly exceed the need to meet the minimum and maximum system requirements, so Contractor has discretion of what areas to use. Selection of areas must be compact and efficient to allow GSA to efficiently expand systems in the future if circumstances warrant.

2. Project Overview

2.1 GSA anticipates this facility being classified as a “net zero” facility, considering both this contract and planned conservation work.

2.2 Through a preliminary site assessment done by DOE─FEMP, it is estimated that the site can accommodate a system larger than what would be needed to achieve 100% of electrical requirements.

3. Specific Requirements

3.1 Maximize annual kWh production from the areas (sqft) made available for the NARA site in order to keep array footprint size small.

3.2 If ground site is utilized for a solar array then the area used must be covered with crushed rock and native vegetation used between rows and around the edges.

3.3 In general eucalyptus trees may be removed as necessary and replaced by shorter native trees.

3.4 Contractor to locate all existing underground utilities prior to any digging or grading.

Existing underground utilities potentially traversing this site include but are not limited to, site drainage, irrigation (supply lines and control wiring), natural gas, electrical, communications, hydrant, sewer and potable water.

3.5 No component of solar system installation or operation to damage or interfere with maintenance of site utilities traversing through solar arrays.

3.6 If ground area is used, Contractor to locate and cap-off sprinklers feeding proposed array area including perimeters of array as delineated on site drawing (Figure 1). Only same material as irrigation pipe can be used to cap off lines; e.g. PVC caps on PVC lines, CPVC Caps on CPVC lines. No temporary caps to be used e.g. rubber caps installed with band clamps.

3.7 If ground area is used, any existing site drainage systems and landscape features designed to keep water out of building; drain pipes, berms, swales, slopes must function fully after installation of solar arrays. Any new drainage volumes or spot concentrations of water created as part of this array installation must be managed by connection to existing system or alternatively, new drainage systems must be installed in array area to manage water runoff. Contractor must maintain positive slopes that drain water away from building.

3.8 If ground area is used, Contractor to prepare ground under arrays in a manner that minimizes weed growth and or facilitates maintenance of unwanted plant growth.

3.9 Array shall be illuminated at night for security purposes with high efficiency (FEMP Designated) solid-state LED security fixtures with full cut-off to eliminate annoyance glare to neighboring properties and to comply with IESNA Dark Sky standards.

3.10 Requirements for Roof Arrays on Main Building

3.10.1 Background Information – Roof integrity is paramount for the National Archives as the facility houses highly valued documents.

3.10.2 Roof to be replaced prior to installation of solar PV system. Contractor to coordinate with GSA and any water proofing consultant and roofing contractor retained by GSA to make sure solar arrays are compatible with new roofing system. Contractor to install walkway material to those routes used to access solar system components from roof penthouse door.

3.10.3 Contractor to coordinate with GSA-NARA and its lightning protection contractor to find best route for any replacement lightning protection system components.

3.10.4 Walkways to roof mechanical equipment requiring regular maintenance must be maintained with minimum 36” clearance on all sides.

3.10.5 Existing lightning protection systems, consisting of rods, conductors and couplings are routed around on roof. Contractor shall leave lightning system intact. If a component of the existing lightning protection system must be relocated, contractor must contract with lighting protection sub-contractor to perform modifications. These changes must be shown on final as-built drawings submitted to GSA.

3.11 Comply with PG&E Rule 21 requirements.

3.12 Exterior conduit over roof structures or on sides of building may be used except around public entrance, and so long as conduit is painted to match the building and made as inconspicuous as feasible.

4. Available Areas

Figure 1 Revised to show additional areas allowed for PV development

4.2 Estimated Available Areas

The estimated size, W/sqft, and total estimated kW are given in the table below for the areas available for solar arrays. These are merely estimates and should not be construed as a limitation for any area. These estimated areas do not include additional areas added to permissible areas by amendment.

Facility Address: 705 North Plaza, Carson City NV

Year Built: 1970 Original Building Use: US Post Office Areas Available: Roof and Parking Lot Serving Utility: NV Energy - https://www.nvenergy.com/ Utility Rate: GS-2

2. Project Overview

Site has a small rooftop area and small parking lot.

GSA intends for this contract to result in a “net zero” status for the building. Minimum system size has been defined accordingly.

3. Specific requirements

3.1 If the roof (see diagram shaded area) is used (not required if parking canopy systems can achieve the capacity requirements) then a silicone roof coating compatible with the existing hypalon membrane and with 20-year warranty must be applied by the Contractor to stabilize that roof for the life of the system, as the existing roof is fairly old. Array access walkways must also be coated in order to reduce wear from maintenance personnel. As an alternative to the 20 year warranty, the Contractor may apply a silicone coating and assume responsibility for maintaining the coating for the duration of the contract.

3.2 Carson City receives snowfall. Systems must be designed to accommodate local snowfall conditions.

3.3 Contractor may move and/or electrically integrate existing system provided the production from these arrays is not included in the billing to GSA (e.g., submeter the existing system and back out of invoices to GSA). Such electrical integration is permitted, but not required.

3.4 Comply with NVEnergy design and interconnection standards and processes.

All parking lot areas are available for PV canopy systems. The drawing does not correctly show all areas as shaded.
