FASPP – QUESTIONS & ANSWERS #6
QUESTION: Can you please confirm that the Government will use the “Expected Production (kWh/year)” (Column 4) provided by each offeror in the file “Price_Schedule_-_Amendment_13.xlsx” as the basis for calculating the Weighted Average Price to Beat for that offeror?
ANSWER: The Government will use the “Warranted Minimum PV Energy Delivered” in the Price Schedule. The Price to Beat constitutes the baseline for calculating the net present value.
QUESTION: Will it be acceptable to trim the trees to the height of the building at the Shea site? Because of shading, we are struggling to meet even the revised Minimum Warranted Production requirement for this site using industry leading solar PV equipment without placing panels in highly shaded areas. Placing panels in shaded areas significantly drives up the cost per kilowatt-hour of energy produced by the panels (and thus drives up the price we can offer to the Government) because shaded panels are underutilized.
The Shea Building itself, which is to the South and East of the parking lot, shades the parking lot, so we have found through our shading analysis that the parking lot location is not suitable for solar PV. If tree trimming to the height of the building is not allowed at this site, we ask that you reduce the Warranted Minimum PV Energy Delivered requirement for this site to 22,000 kWh per year.
ANSWER: Trees may not be trimmed at the Shea FB. We will not reduce the production requirement further.
