Carport(s) and Roof Mounted System(s)

1. About the USFS Mare Island Facility

Facility Address: Mare Island, 1323 Club Drive, Vallejo, California 94592 Name of Township: Vallejo, CA Original Purpose of Building: Naval Communications Center Utility: Island Energy (subsidiary of Pittsburg [California] Power Company) Area available for PV Installation:

Main Building Parking Lot

Annex Building Parking Lot

Main Building Roof

Annex Building Roof

Overflow Parking Area (near Annex Building)

2. Project Overview

2.1 Project Background: At the request of the Forest Service Regional Office

Engineering department, a conceptual design/study for a Photovoltaic System and Resurfacing of the Parking Lot was procured in 2013. The design incorporated several key issues such as consideration for water quality, storm water management, minimizing asphalted areas and increasing biodiversity of the surrounding areas with an overall effect to improve the Lot’s environment and safety (such as creating better traffic flow). The Regional Office may request additional funds for improving the Parking Lot from the Washington Office. And, any information from this 2013 Study relevant to this requirement should be in the Forest Service’s 100% Schematic Design, prepared by a local Architecture firm, Siegel and Strain. Please refer to Site Plan in schematic design documents either enclosed here or provided separately in the Forest Service CloudVault.

2.2 The United States Forest Service (USFS or FS) desires a photovoltaic system(s) with potential roof and/or carport solar arrays under a Power Purchase Agreement at the Pacific Southwest Region Office Site located on Mare Island, in Vallejo, California. The site is presently served by two existing electric meters on two separate utility accounts. Solar arrays shall be installed to offset one-hundred percent (100%) of the projected electrical use of both existing accounts. One existing meter serves the Main Building and the second existing meter serves a metal storage building commonly referred to as the “Annex.”

2.3 Main Office Building and Main Parking Area: The solar array shall be designed to produce one-hundred percent (100%) of projected kilowatt-hours (kWh) consumption for this site, as detailed below in Section 5.

2.4 Storage Building (Annex) Roof and Adjacent Parking Area: The Offeror may propose a rooftop system to go on to the standing seam metal roof and/or a covered parking structure located in the small parking lot of this building. If a parking structure PV system is proposed, it shall have clearance for larger fire trucks. (See Section 3.1.8, below). USFS shall approve any proposed clearance heights. The 2013 annual usage (kWh) of approximately 38,000 kWh per year will be used as a baseline. The Forest Service desires to have this utility integrated into the Main Building’s feed and have the bill and meter for this site removed as an option. Please refer to Section 6.7, below.

2.5 The schematic design and specifications provided by the Forest Service’s contracted Architecture firm (Siegel and Strain) are meant as a proof of concept to showcase the ideal solution to the Forest Service, only. (Please refer to the Forest Service CloudVault for these documents). Contractor’s engineers are to generate a complete set of stamped drawings based on the schematic set provided by the contractor. If the Architecture firm’s proof of concept design is not followed, then to the extent the contractor installs parking lot Photovoltaic (PV) canopies, the placement and design of such canopies shall be consistent with future parking lot traffic and striping plan, parking lot maintenance requirements and minimum canopy heights. The portions of the Architecture firm’s concept design that are outside the scope of this project include but are not limited to: additional paving, bio-retention, permeable paving demonstration area, additional landscaping design, recreational additions, solar system products and efficiencies and system locations.
