If rubble, foundations, unsuitable soils are encountered and determined to be removed and replaced, are we responsible?

Unsuitable materials in whatever form will need to be removed as determined by proofrolling the subgrade during construction. The extent of removal will be subject to the type of excavation (trench vs.

bulk) and the loading condition above the soils. Trench excavations will typically require 1 - 2 feet overexcavation whereas bulk excavation below the building or parking area may require greater overexcavation to meet loading conditions. Assume that 500 CY of unsuitable materials will be removed and replaced. Field determinations will be required where unsuitable materials are found

Top of spread footing elevations are provided, but notes and details require spread footings to bear directly on bedrock. If bedrock is deeper than indicated T.O.F/B.O.F, are we responsible to go deeper?

The elevations of the spread footings shall be adjusted as needed so they bear on the bedrock. The footing elevations shown on the plans are approximate based on the information obtained from the geotechnical borings and interpolation between the boring locations.

Variations in the bedrock elevation may require raising/lowering some footings. Assume that an additional 10% CY of concrete is required for deeper footings beyond elevations indicated on design documents.

Geotech report states 6” 2A Modular be placed beneath all slabs AND footings.

Structural plans do not indicate this. Please confirm if this is required under footings.

Offerors shall assume that all footings shall be placed on 6" 2A Modified aggregate for a consistent and uniform bearing condition.

Excavations for footings shall be to competent rock and the rock shall be excavated as necessary to provide a flat bearing surface the specified 6" of aggregate.

62 Can you provide the weight given to a PLA?

No, the government will not provide the weight to the Project Labor Agreement (PLA) technical evaluation factor.

Has a preliminary design schedule been developed, and if so, can it be provided?

This schedule should provide anticipated NTP date along with any major design deliverables.

Preliminary design schedule will be issued on 10/18/17 via UPS.

Schedule includes early dates, and does not include all activities.

Offerors shall refer to CMc contractual dates to be coordinated.

Section III.C.7.B of the CMc Statement of Work calls for a full-scale mock-up of the proposed façade including GFRC details to be produced during the design phase. The section also requires laboratory testing to be performed based on the specifications. Section 08 40 00.1.7.H requires both a visual mock-up and a performance mock-up. Please confirm that both mockups will be done as part of the pre-construction effort during the design phase.

Design-phase mockup will be a full-scale module of GFRC-1 and adjacent CW-2 systems. The total size will be approximately 12'-0" wide x 27'-0" high. This mockup will be for both visual (VMU) and performance (PMU) purposes.

Section 08 44 00 indicates that the extent and number of mock-ups to be confirmed by Architect. Section 08 40 00 indicates that the Contractor shall perform mock-up construction and testing for each specific exterior wall system utilized on the project. For the purposes of pricing the Design Phase Services, please confirm that only the Visual and Performance mockups as specified in Section 08 40 00 (Paragraph 1.7.H) should be included. It is assumed that any additional mock-ups would be added as part of the Construction Phase Services.

See response to question 64 for description of Design Phase mockup. Mock-ups indicated in Section 08 40 00 are part of Construction Phase Services; refer to Question 66 for additional information related to Construction Phase Mock-up scope.

In accordance with Section 08 44 00, please confirm the extent and number of mock-ups to be completed for the exterior wall systems.

The Visual Mock-up (VMU) will include composite mock-ups of portions of systems SCR-1, CW-1A, CW-1B at an approximate size of 15'-0" wide x 20'-0" high x 6'-0" deep and MP-1A, GFRC-2 with soffit return, and WN-2 at an approximate size of 10'-0" x 20'-0" x 6'- 0" deep. The Performance Mock-up (PMU) will be a single composite mock-up, approximately 2-stories high, and consist of a typical bay of GFRC-1, CW-2, CW-3, and SCR-1, CW-1A, CW-1B;

approximate size of PMU will be 30'-0" wide x 27'-0" high.

Please confirm that the CMc is responsible for providing the approved testing agency for the mock-up (in addition to the Owner’s Testing Agency).

CMc is responsible for providing the approved testing agency for the PMU; testing agency will be recommended by the CMc and approved by the GSA.

Please confirm that the required visual and performance mock-ups can be constructed off-site.

Section 014000.1.1.E indicates that mock-ups are to be constructed onsite unless otherwise directed by GSA; Section 08 40 00.3.5.C indicates that mock-up construction and testing will be done off-site. Section 03 45 00.1.6.F and Section 03 49 00.1.6.D indicate that mock-ups will be fabricated at a location designated by the GSA.

The PMU will be done at the testing facility and thus off-site.

The VMU may be located on-site if schedule and space permits.

Can the slides presented by the Design Team at the pre-bid meeting be provided? It seems that only the GSA slides were included in Amendment 008.

No. Offerors shall refer to the Final Concept, issued on 09/18/2017, for additional information.

Please confirm that the round-about and all associated work at the intersection of Reily Street and 7th Street will be completed by the City of Harrisburg. Other than utility relocations as specified, It is assumed that the work of the CMc would end at the curb/public sidewalk.

Yes. All work associated with the traffic circle at the intersection of 7th and Reilly Streets will be performed by others, with the exception of utility relocations.

Referencing Section 084000.1.8.C, the documents require a warranty period of 20 years for the exterior envelope system. Because of the various trades working on the exterior envelope and the maintenance that will be required to be completed by the GSA, this warranty may not be achievable or may add considerable cost to the project. We would recommend including the special warranties as noted in the specifications for the individual components of the exterior envelope system, but would recommend reducing or eliminating the warranty of the exterior envelope system. If we are required to provide the 20-year warranty as stated in the documents, please provide information about the GSA exterior envelope maintenance program.

Provide price per documents. Information on GSA exterior envelopme maintenance program is not available at this time.

Please confirm all Options identified in the documents but not listed on the Proposal Form, are to be addressed at a later date (during design phase).

No. A price for all options is required at the submission of Phase II proposals.

74 INTENTIONALLY LEFT BLANK

Page 113 of the Solicitation indicates that CMc deliverables are due within 14 days of receipt of the design deliverable. Given the size and complexity of the project, and the anticipated level of detail that will be required, please consider extending the period for the CMc to produce their deliverables. On previous projects of similar size and scale, we have seen durations of 4-6 weeks depending on level of design.

The solicitation shall remain unchanged. Each written deliverable from the CMc is due to the Contracting Officer within fourteen (14) days from the CMc’s receipt of the A/E’s design-related submission.

Please confirm that the Design Contingency is being carried by the Government and that we should not include costs for design development and revisions in the CMc's

ECW.

Reference the proposal form issued in amendment 7. On the last page of the proposal form, there is a "TOTAL CONTRACT PRICE" which is to be the sum of CLINS0001-0005. We assume that CLINs 0002-0005 should not be full project values. Per the pre-bid meeting held on 9/22/17, it appears that the intention is for Option 3 to be considered "the base bid", incorporating the reduction of steel by 25 tons per the Option Narrative. Please clarify:

A.) Is CLIN0003 - Option 2 - to be a deductive item from Option 3?

B.) Is CLIN0005 - Option 4 to be an add to Option 3?

CLINs 0002, 0004 and 0005 should not be full project values. The price for the building shall only be included in CLIN 0003, Option 2.
