PHASE I –

NON-PRICE FACTORS

• PHASE I:

– Experience

– Past Performance

PHASE I, FACTOR 1 –

EXPERIENCE

• This criterion will measure the breadth, depth and relevance of an Offeror’s prior experience in performing projects similar in size, scope and complexity to the one described in this solicitation.

• The Contractor shall demonstrate experience on contracts currently being performed or performed within the past five (5) years or affirmatively state that it possesses no relevant experience.

• The Contractor shall submit up to a maximum of three (3) contracts for evaluation on the Experience / Past Project Form (Attachment 1).

PHASE I, FACTOR 1 –

EXPERIENCE

• Specifically, the government is seeking to evaluate the CMc’s previous experience in delivering services during the design phase and construction phase for projects with a GMP.

• Projects will be considered more similar if they exhibit some or all of the following characteristics:

– New construction

– Federal courthouse construction, or similar specialized construction

– Total contract value over $100MM

– Multiple subcontractors

– Projects performed in the Harrisburg vicinity utilizing local labor

(5) years or affirmatively state that it possesses no past performance.

• The government will utilize the information contained on the Experience / Past Project Form (Attachment 1), which shall be submitted under the Experience technical evaluation factor.

• Past Performance Questionnaires (Attachment 2) shall be submitted for each reference contract unless a Contract Performance Assessment Report (CPARS) for the most recently completed performance period is resident in the Past Performance Information Retrieval System (PPIRS) for the reference contract.

• At their discretion, offerors may supplement their PPIRS report by having a Past Performance Questionnaire completed and submitted.

• Past Performance Questionnaire

– The government will consider past performance questionnaires to be a more meaningful indicator of performance risk if they are completed by a party that is completely independent of the contractor that performed the work (ex. Contracting Officer, Project Manager, Contracting Officer’s Representative, Owner’s Representative, tenant, etc.)

• Prospective offerors shall refer to solicitation section V.I.F., Non- Price Factors, for specific information for the handling of the Past Performance Questionnaire

METHOD OF AWARD

• The Government will award a contract resulting from the Solicitation to the responsible Offeror whose offer conforming to the Solicitation will be the best value to the Government, Total Evaluated Price and other factors considered.

– In total, Non-Price Factors, when combined, are significantly more important than the Total Evaluated Price.
