Abatement Procedures, is deleted in

Amendment 2. Based on ACM survey undertaken prior to this contract, it is believed that no ACMs will be impacted by the current scope of work below the Ninth Floor. Survey at impacted areas of the Ninth and Tenth

Floors has indicated presence of ACMs at the

Tenth Floor only. Should any additional ACM be encountered in any work area, the

Contractor is to abate in accordance with

Section 02080.

See responses to Questions 29, 30, and 31 for other hazardous materials.

Note 4 on drawing ENV 10 01 and ENV 10 02 states

"Fluorescent light bulbs and ballasts in the project area are considered regulated materials". Does this note apply to only the tenth floor or does it pertain to the other floors within this project scope as well?

See response to Question 29.

Note 5 on drawing ENV 10 01 and ENV 10 02 states

"Thermostats in the project area are considered regulated material". Does this note apply to only the tenth floor or does it pertain to the other floors within this project scope as well?

See response to Question 30.

Terrazzo cannot be installed over nights. Will the floors be able to be shut down over entire weekends to install in sections? Confirm work can occur days and nights on weekends. Also how do we deal wit the USMS area that says open 24/7.

There will need to be rerouting of traffic or weekend shut down.

Work is able to be performed during days and nights during the weekends with proper coordination and advanced notice with the

CM. Access must be guaranteed to the courtrooms/chambers and ends of the cooridors. Rerouting will be necessary, and stairwells can be utilized for this. Complete shut downs are not possible.

Options say up to 120 days for approval. This is very hard to get subcontractors to hold price this long. Can this be shortened?

GSA is unable to guarantee that options will be approved in less than 120 days. This is not able to be shortened.

Can phase 8 start earlier than listed for the 10th floor? Does the building have any restrictions to

65 Is this part of the base or an option? (Option 3)

Base and options have been revised in

Amendment 1 (reference Specifications

Section 01260, Base and Options.)

Are these required with bid? Is GSA providing a form to do so? Please keep in mind having nine options and 25 unit prices along with a base bid is highly unusual and almost unrealistic on a lump sum competitive bid. Bids are received up to minutes before it is due to GSA.

The revised SF1442 is provided in this amendment to be used as a unit pricing form.

Unit prices are required given the nature of the existing building.

Drwgs A-1-30 and A-2-01 There is new GWB on either side of corridor 106a. Drwgs seem to suggest

GWB on existing frame. Drwg A-1-10 shows no demo of existing GWB wrapping the corner. Please clarify.

GWB in Corridor is existing to remain, with limited areas of patching at removal of existing partitions and fire hose cabinet, per Note D37

Sheet A.1.10 and General Note 3 Sheet A.1.30.

Drwg A-2-02 Detail 10 for South El. does not show new GWB at line 4.5 and it does show the new

GWB at lines 7 and 5.7 on existing frame in line with existing wall behind current GWB to be removed. Please clarify.

New GWB is required at Column Line 4.5.

Detail has been revised in Amendment 2.

Are the ballasts and/or lamps from demo being recycled?

Abatament, in Amendment 2. Submittal requirements at time of bid are identified in

1.4.B of that section. [GSA confirm].

Can the AWI certification requirement for the

Architectural casework be waived for this project?

No, the AWI certification requirements will not be waived for this project.

Solicitation Questions and Responses in amendment #1 stated that the SF1442 has been revised. Where can we get this revised form? The one on the website, there is no place on the bid form to provide the 20 plus unit prices. Are we to include the unit price cost with our submission?

The revised SF1442 is provided in this

Amendment (#2). Yes, the unit price costs are to be included in your submissions.

Are we to carry the quantities indicated in section

01270 unit prices in our bid? The quantities indicated for the Asbestos contained items do not match the quantities indicated in specification section 02080 Asbestos Abatement. Also, are these quantities beyond what are shown on the demolition drawings or does these quantities included what is shown on the drawings?

Yes. Specifications Section 01270, Unit Prices, has been reissued in Amendment 2. Refer to revised Unit Prices No. 2, 3, 7, and 11. These quantities reflect work shown on the Drawings.

The Schedule of Base Bids and Options, pages 2 and 4 of Standard Form 1442, are different than what is called out in Section 01260 Options. Please advise.

See response to Question 65. Please see the revised SF1442 as included in this amendment.

Please verify that the statement within the double lines and bolded block on many Electrical drawings is correct (ie: NOT ALL KEY NOTES USED ON THIS

SHEET). All drawings containing this Note have several demolition and/or new work notes described but that are not shown on the demolition or new work plans. We understand the statement within the block to mean that if any particular note is not located on the demolition and/or new work plans on any given drawing that the work in NOT require don that particular drawing. Please confirm.

Correct, keynotes actually shown on each

Drawing define the scope of work on that

Drawing. General Notes on each Drawing, however, apply in full.

Please clarify that the New Work Notes describing the requirement for 120V power wiring to flush valve transformers is also a requirement for 120V power wiring to automatic faucet transformers

(this work is depicted but not described in the new work notes).

The 120v circuit provides power to the low voltage transformers used at the faucets and flush valves in the public toilet rooms.

Please clarify that the new work notes describing the low voltage power wiring to each flush valve is also a requirement for low voltage power wiring to each automatic faucet (this work is depicted but now described in the new work notes).

The drawings require a single low voltage control transformer to be installed and used to power the lavatory faucets and flush valves for the toilets and urinals. All low voltage wiring shall be installed between the transformer and the fixtures served. This condition is required for all public toilet room work on the 1st, 2nd, 3rd, 5th, and 10th floor.

Solicitation Questions and Responses in amendment #1 make several references to

Addendum #2. When and where is this addendum going to be available?

Addendum #2 refers to the information provided by Shalom Baraned Associates in

Amendment #1 issued by GSA and has been available. Additional information is being issued with this Amendment.

Confirmed. Note Specifications Section 01270, Unit Prices, is reissued in Amendment 2.

Reference Drawings M-10-20 and M-10-20:

Drawing M-10-20 states new housekeeping concrete pads to be installed for new AHU-10E and

AHU-10D. However, there does not appear to be a detail provided for housekeeping concrete pads to be installed for the new AHU to be installed for

Options 2 & 4. Please confirm if there are to be no housekeeping pads installed for the AHU’s in

Option 2 & 4.

Refer to Note 8 on Sheet M.10.15 (the air handler unit configuration drawing) for the requirement of a new concrete housekeeping pad under all new and replacement air handlers.

Reference Drawing A-1-50: Drawing A-1-50 does not indicate the need for access to every floor for the flue shaft work. Please clarify if we will be able to access the 2nd, 4th and 8th flue shaft areas for clean up and installing the Syphonic Piping.

Drwgs clearly state where access to flue is to be attained. Contractor can work in flue above and below for work thru floors 4 and 8.

Reference Drawing A-1-50: Please verify that there is floor and decking at each floor location of the flue shaft area.

There is no existing floor decking inside the vertical shaft at each floor. Where the existing flue changes direction, there are floors following the horizontal transition. Work to install and support the new drain must be done from the existing floors outside the shaft, through the new or existing openings, or on temporary platforms/scaffolding provided by the Contractor.
