About this file
This is a Reference Questionnaire form issued by Collier County's Procurement Services Division for the Tigertail Beach Concession Services solicitation (ITN No. 25-8577). The form is designed to collect performance evaluation data on proposing firms and their key personnel through references provided by bidders. Prospective vendors must submit one completed form for each required reference as part of their proposal package. The pre-proposal conference is scheduled for March 11, 2026, at 10:00 a.m. at the Procurement Services Division office in Naples, with proposals due by April 2, 2026, at 3:00 p.m. through the Collier County Procurement Services Division Online Bidding System. The contract term is three years with two one-year renewal options for concession services at Tigertail Beach, a 3,100-linear-foot facility on Marco Island that serves over 150,000 annual visitors and operates 365 days per year from 8:00 a.m. to sunset.
The Reference Questionnaire requires evaluators to rate the referenced firm or individual on a scale of 1 to 10 across ten criteria: cost management and change order minimization, schedule adherence, work quality, quality of consultative advice, professionalism and personnel management, project administration, communication and documentation clarity, risk management, compliance with contract documents and regulations, and overall customer satisfaction. References must provide project description, completion date, project budget, and number of days to complete, with blank items scored as zero in the evaluation process. This form is a critical component of the vendor selection process, as reference information directly influences the evaluation outcome and vendor selection for concession services operations that will include food and beverage sales, beach rentals, or both combined options.
