About this file

Summary

Form 3: Immigration Certification is a compliance document required by Collier County's Procurement Services Division for the Tigertail Beach Concession Services solicitation (ITN No. 25-8577). The form establishes that all vendors must be enrolled in the E-Verify employment eligibility verification program at the time of proposal submission. Vendors must provide acceptable evidence of enrollment, consisting of either a copy of the completed E-Verify Company Profile page or a fully executed E-Verify Memorandum of Understanding. Proposals are due by April 2, 2026, at 3:00 p.m., with a pre-proposal conference scheduled for March 11, 2026, at 10:00 a.m. at the Procurement Services Division office in Naples, Florida. The concession contract term is three years with two optional one-year renewals. Vendors may bid on one of three options: food and beverage sales only, beach rentals only, or combined services at the 3,100-linear-foot Tigertail Beach facility located at 490 Hernando Drive on Marco Island.

The form requires vendors to attest under penalties of perjury that they are fully compliant with all applicable immigration laws, including the 1986 Immigration Act and its amendments, and with Florida Statutes 448.095. Collier County will not award contracts to vendors who knowingly employ unauthorized alien workers in violation of 8 U.S.C. Section 1324a(e), and any such violation constitutes grounds for unilateral contract termination. Failure to provide proof of E-Verify enrollment at the time of proposal submission renders the vendor's submission non-responsive. A duly authorized corporate representative must sign the certification form, which serves as a mandatory prerequisite for proposal consideration in this procurement.
