About this file
This is a Local Vendor Preference Certification form issued by the Collier County Procurement Services Division in Florida for the Tigertail Beach Concession Services contract opportunity (ITN No. 25-8577). The form allows vendors to certify their status as local businesses eligible for preference consideration under Collier County Procurement Ordinance Section Sixteen. The solicitation seeks proposals for concession services at Tigertail Beach, located at 490 Hernando Drive on Marco Island, with three bidding options: Option A for food and beverage sales only (360 square feet), Option B for beach rentals only (120 square feet), or Option C for combined services. The facility serves over 150,000 annual visitors and operates 365 days per year from 8:00 a.m. to sunset. A pre-proposal conference is scheduled for March 11, 2026, at 10:00 a.m., with proposals due by April 2, 2026, at 3:00 p.m. through the Collier County Procurement Services Division Online Bidding System. The contract term is three years with two one-year renewal options.
To qualify for local vendor preference status worth 10 evaluation points, vendors must maintain a physical business address within Collier County limits (not a post office box or temporary structure), contribute to the county's economic development in a verifiable manner, and hold a current Business Tax Receipt (Occupational License) from the Collier County Tax Collector prior to bid submission. The previous concessionaire paid approximately $3,800 monthly; however, proposers must submit annual fees on a flat fee basis per square foot, with fees increasing by five percent annually during renewal years. Vendors are responsible for providing kitchen equipment, refrigeration, and all beach rental equipment, and must comply with all Florida food safety and health regulations. Evaluation criteria include vendor experience and qualifications (30 points), MWBE certification (5 points), operational plans and menu variety (35 points), compliance with food safety regulations (20 points), and local vendor preference (10 points). All vendors must be enrolled in E-Verify, maintain comprehensive insurance coverage with Collier County named as additional insured, and submit a bid bond equal to 5 percent of the cost proposal.

Vendor affirms that it is a local business as defined by Section Sixteen of the Collier County Procurement Ordinance:
• A physical business address in Collier County with a County business address as listed with the Florida Department of State, Division of Corporations located within the limits of Collier County from which the vendor's staff operates and performs business in an area zoned for the conduct of such business. A post office box or a facility that receives mail, or a non-permanent structure such as a construction trailer, storage shed, or other non-permanent structure shall not be used to establish the physical address.
