RFPL.10.2.162Please define what "facility code" refers to in the 2nd bullet under L.10.2.1See revised/amended section.L.10.2.1 amended
RFPC.4 & H.38 & 22In Section C.4 Subject Matter Expert Labor Categories under the Education description for each labor category, it states in regard to security clearances, "Have or be able to attain a security clearance at the TS/SCI level." However, in Section H.3 Security Requirements / Clearances, it states, "Performance under the master contract and task orders requires each SME to have a Top Secret Clearance with SCI eligibility, unless otherwise specified in the task order requests." Will the Government accept interim TS level security clearances at time of award as long as the candidate is able to attain a TS/SCI level security clearance? The government will NOT accept interim TS level security clearances at time of award.C.4 amended
RFPL.10.2.365In Section L.10.2.3 under Section D it states, "In response to each task order request, the Offeror shall submit resumes for qualified SMEs to meet the task order requirements as noted in Section J." Since Task Orders will not be issued until after the IDIQ is awarded and are not being evaluated for award, would the FBI consider removing the requirement for resumes to be submitted for all SMEs proposed? No. Task Orders will be issued IMMEDIATELY following contract award. In addition, as per Section M.2.3/Technical (noted below), the government will evaluate resumes for technical adequacy.

"In addition to the above technical assessment at the master contract level, the government will consider the Offeror’s technical response at the task order level by determining the adequacy of proposed candidates to fill the required SME positions. Adequacy is defined as meeting the minimum task order requirements by submitting resumes of candidates that are qualified to meet the task order requirements."

RFPL.958Would the government consider a 30-day extension for the proposal submission due date to allow Offerors more time to provide the FBI the largest cadre of qualified SMEs?No. (Please note section C.5 where the government requires the performing contractor to staff task orders within 30 days.)
TOWMDD/D23-12&71&2Section 2 Scope describes the objective of this Task Order as "to acquire one SME to support the WMD Chemical Countermeasures Unit (CCU) and one SME to support the Nuclear and Radiological Countermeasures Unit..." However, Section 7 detailing the SME Labor Category and Hours lists one SME position. Can we assume that providing one SME that possesses both sets of skills and fulfills the requirements in this TO will be sufficient?Yes. One SME supports CCU and NRCU.Attachment J-12 amended
TODI/D19-114.16Section 14.1 Educational Requirements details that a Masters Degree and Doctoral degree from an accredited college/university with specialization in behavioral psychology are required. Can we to assume that a Master's degree or a Doctoral degree is required?Masters degree OR Doctoral degreeAttachment J-8 amended
TOCD/D5-2A42In Section 4 Tasks, it states, "The following list is representative of the types of activities anticipated to be performed by the contractor under three general tasks." However, only "Task 1: Assist the production of analytic products" is listed. Are there two additional general tasks for this section? If so, what are those tasks and the activities within those tasks? No additional tasks/activities.Attachment J-5 amended
RFPPlease confirm the prime contractor must have a DCAA approved accounting system. The government does NOT have a requirement for the prime contractor to have a DCAA approved accounting system. If the RFP conflicts with this response, please note the RFP section to the government and notify accordingly.
RFPPlease confirm the 8(a) prime must perform 51% of the work across the entire IDIQ and that the 51% is reflected in the Pricing Volume of the proposal.Yes. The prime must perform 51% of the work. The government can confirm the percentage using the pricing volume and current task orders unless the percentage is reflected/stated elsewhere in Offeror's response.

However, also refer to H48 below.

RFP and TOJ-1186In the List of Attachments for J-11, NSB/HIG-1 it states there are 11 SME Level V positions yet in Attach. J-11 Sect. 8.0 SME LABOR CATEGORY AND HOURS states: "Task Order modifications may require SMEs at Levels III or IV as determined by the requirements of day-to-day tasks as required by the HIG. The majority of the SMEs will be Level V." Section 12.2 Experience Requirements has requirements listed for SME V, IV and III. Are we to submit 11 Level Vs for this or a mix? If a mix how many of each?11 (eleven) Level V SMEs
RFPC.512RFP States: If this notification occurs via telephone, within confirmation is required within 24 hours of the initial phone notification. Should this be "written" confirmation?Yes. Thank you.C.5 amended
RFPF.417Will the Government consider making the CMP outside of the page count for Volume III - Technical, Staffing, and Management?Yes.L.10.1.4 amended
RFPH.423Will the government provide a DD254?The government will provide a DD-254 following contract award.
RFPH.525In paragraph 2, H.5 states "All answers are to be reflective of the parent and subsidiary levels of an organization." Do Acquisition Risk questions and KMPLs need to be provided for the Parent company in addition to the subsidiary?Yes.L.10.2.2 Volume II - Security amended
RFPPart II, Section I38Will the Government please consider adding the following standard FAR clauses to this contract: FARS 52.228-3 Workman's Compensation Insurance and FARS 52.228-5 Insurance on Government Installations?Yes. Thank you.Section I amended
RFPL.10.1.459This section references "hardcopies required." Please confirm the proposal is a total electronic submission - no hardcopies are required.Electronic submission only.L.10.1.4 Proposal Contents and Organization amended
RFPL10.1.459Due to the file size limit of 7 MB, will the government accept multiple email submissions noting email 1 of x, email 2 of x, etc.?Yes.
RFPL.10.1.1061Please confirm all references to price such as cost savings, lower indirect rates, etc. are permissible outside of Vol V - Price.Correct. Generic commentaries which do not reference pricing data or numbers is acceptable outside of Vol V - Price.
RFPL.10.2.263Given the Personal Identifying Information (PII) contained in the Key Management Personnel Listing (KMPL), will the government accept password protected files for Volume II - Security?Yes.
RFPL.10.2.263Will the government accept submissions of the ARQ and the KMPL directly from proposed subcontractors? Can these files be submitted as password protected files?Yes. Yes.

Submission directly from proposed contractors should be clearly marked in subject heading to be affiliated with prime offeror.

RFPL.10.2.364Will LOIs be accepted for non-contingent hires?Yes.
RFPL.10.2.364What specific information must be included in the Letter of Intent/Acceptance to demonstrate that the Offeror has made a contingent offer? Must the Offeror have a signed contingent offer available that supports the Letter of Intent/Acceptance?Minimum information on LOI should include solicitation number, currently not employed by bidding contractor, intent to leave current employment if bidding contractor wins award, intent is through contract award date (anticipated as Sept 2015), signed and dated.L.10.2.3 amended
RFPL.10.2.5.168Will the government accept submission of Pricing information directly from proposed subcontractors? The government prefers one submission of pricing information by the prime. To protect the subcontractor/teaming member, the sub can submit a password protected file to the prime for inclusion with the pricing volume. The prime can label and submit as described in H26 below. The sub can email the password information directly to the government.
RFPL.10.2.5.268Can the Government elaborate on what is meant by "subcontract and interdivisional proposal"? Is this an acknowledgement that a subcontract exists between the prime and subcontractor/interdivision?An interdivision is within the same business/corporation but a different business unit. The interdivision is operating under different accouting practices and disclosure statements. Example -Company X and Company X Technology Unit. The interdivision is not a sub or teaming agreement - it is within the same corporation.

It is not an acknowledgement that a subcontract exists between the prime and subcontractor. An interdivision is within the same company and not subcontracted.

RFPL.10.2.5.769Given that the file size is limited to 7MB and inserting copies of the spreadsheets will result in a large file greater than 7MB, will the government accept Sections B and C as separate (from the Price Volume document) in electronic (Excel) format only (i.e. not included within the Price Volume ?Multiple email submissions are accepted. If a volume cannot be emailed in one submission, the offeror can lable it as such "Vol X_Part X". All submissions must be labled according to L.10.1.4 but adding the "Part X" is permissible due to electronic submission limitations.
RFPL.10.2.5.769Based on the format, provided for the Price Volume, there does not appear to be a requirement for a Price Narrative. Is this correct? Can the Offeror provide supporting rationale for our price methodology? The offeror can provide supporting rationale for price methodology.L.10.2.5.7 Price Volume Format amended
RFPM.2.271Please identify the processes that must be described to meet the Pass evaluation for the security volume. According to Section L.10.2.2 the only elements required in the Security Volume include the KMPL, ARQ, answer (Yes/No) to questions in L.10.2.2 and, if applicable, an Industrial Security Facility Database print. There is no mention to describing security processes. The responses to the Security questions in L.10.2.2 and M.2.3 and complete submissions of KMPL and ARQ are used for pass/fail basis. The responses to KMPL and ARQ are not used for pass/fail basis.
L.10.2.2 Volume II - Security63,64The RFP section L.10.2.2 Volume II - Security, states that the offeror is required to submit the KMPL, ARQ and "additional security questions" for the prime and all subs. Given, that the KMPL holds the most sensitive information about the principals in each firm and the ARQ requires similar sensitive information regarding corporate relationships, this information should not be provided to the offerors directly. Does the Government desire this information directly via email from our partners or does it desire sealed hardcopy submissions directly from partners? How does it desire the submissions to be marked?"Offeror is required to provide completed Acquisition Risk Questionnaire and Key Management Personnel listing for offeror and all subcontracts/teaming members." "If a subcontractor/teaming member is proposed, subcontractor/teaming member independently certifies affirmatively to all responses in #3 above."Reference H20, H21. Electronic submissions only.Review L.10.2.2 Volume II - Security amended
RFPM.2.3, Technical Section, Para2/ M.2.3, Staffing, note75, 76In the Technical Section the government states it will consider resume submission as the technical response to task orders. However in the staffing section of the evaluation criteria it is noted that source selection will not evaluate staffing at the task level. Can the government confirm that staffing will not be part of the contract evaluation criteria? The Government will use resume submission to evaluate technical response at the task order level. The Staffing section of the evaluation criteria is for the Master contract, not the task order level. The Staffing evaluation is based on the Offeror's overall capability to recruit and retain SME personnel within the general scope of the contract, not just the task order level. The Government expects that the Offeror will be able to meet any task order criteria in the future and not just those that are submitted with the RFP. Therefore, the government needs to assess the Offeror's staffing capabilities overall.
RFPL.10.2.3, Section D, bullet 265If the bidder proposed a staffing plan that includes incumbent capture, but did not bid all resumes, would the government consider this bid compliant and would it be further evaluated? The bidder must submit a resume (incumbent or new) for each position required for each task order. If the bidder does not submit all resumes required for a task order, the task order can not be evaluated for technical adequacy. Therefore, the bid would not be compliant and cannot be further evaluated.
RFPL.10.2.3, Section D65, 66The resume format is dictated as not to exceed two pages and that it should include specific information as listed. This information does not count toward the page limit. What information beyond the required data does the government expect to see with resume submission?Section D is to include resumes in response to the task orders. No other information is required. The resumes should provide sufficient information to respond to the SME labor category qualifications/experience for the SME positions on each task order.
RFPL-3There are CLINs associated with OCONUS work, however there is no comprehensive list of locations where services may be required. Will all OCONUS travel be to permissive environments, therefore not requiring hazard and hardship compensation?Assume permissive environments. Offeror may add this as a contingency in pricing. Should the government provide a task order with OCONUS travel requirements not within permissive environments, pricing for those labor categories can be revisited at that time due to the circumstances.
RFPL-3Should OCONUS labor rates be inclusive of any potential hazard or hardship pay, or should these allowances be considered an ODC?Reference H33.
RFPL-4Travel pricing is based on a set policy governing the cost of travel (Federal Travel Regulations). Will the government consider providing an estimate that vendors are required to use in their pricing volumes to ensure an accurate proposal comparison across multiple vendors?Yes. The government has included a default $20K estimate for travel on L-4L.10.2.5.7 and Attachment L-4 amended
RFPL-4Will the government provide a list of expected ODC's so vendors can ensure the pricing submissions are comparable and accurately reflect the government required services? With the exception of CID/D6-1 which requires cell phones, the government does not anticpate ODC's driven by the government. Historically, ODC's have been associated with travel costs. Considering the government has amended travel to include a $20K estimate across all task orders, if there are ODC's associated with travel, offerors can estimate ODC's based on travel estimate. ODC assumptions or notations can be made on the task order pricing spreadsheet.
RFPM.2.3, Price, note77Will the government use the provided task order pricing as a basis for task order award after the evaluation of the master contract?Yes
RFPIs there a incumbent contractor?Yes. Reference RFP C.1
RFPIs the current contract, if any, an 8(a) set-aside contract? And if yes; what is the size standard? The current contract was awarded as an 8(a) set aside. It appears the size standard for that contract award was $25 M.
RFPIs the incumbent contractor performing all of the Task Orders? If not, please identify the new Task Orders?Yes
RFPPlease identify all vacant and new positions for each Task Order?Reference Matrix in Section J and Attachment J-5 and J-8RFP Section J amended and Attachment J-5 and J-8 amended
RFPWhat is the expiration date of the contract held by the incumbent contractor?5/4/15
RFPI41, 43, 44, 45Please confirm that an 8(a) Prime contractor must certify at the time of the submission of the original proposal that it is a small business under the NAICS Code 541611 -- Administrative Management and General Management Consulting Services and Size Standard of $15.0 Million.Yes/correct/confirmed.
RFPI41, 43, 44, 45Please confirm that the selected contractor will not have to certify that it is a small business at the time of the Government's exercise of option years.Yes/correct/confirmed.
RFPI41, 43, 44, 45Please confirm that all of the option periods can be performed by the selected 8(a) Prime contractor even if the contractor graduates from the 8(a) program.Yes/correct/confirmed.
RFPL.10.1.4; L.10.2.3.D59, 60, 65, 66Please confirm that a Small Business Contractor is expected to include the resume for each SME for each Task Order, a total of 54 resumes by May 28, 2015. This is especially concerning when the Management factor is the least important non-price evaluation criterion. If all 54 resumes are required, we request that the Government, please consider extending due date to July 1. 2015.Yes. Reference H5 above. In addition, while the Management factor is the least important price evaluaton criterion, the SME resumes are used for evaluation under the Technical criterion. Reference M.2.3/Technical.

The government will not extend the due date to July 1st.

RFPL.10.2.4.166 and 67Would the government please consider allowing contracts that are completed with less than one year performance, if the contractor is performing this work as a follow-on contract within the past 5 years and with identical scope?Yes. See amended section for more info.L.10.2.4.1 amended
RFPI40, 41, 43The Solicitation does not appear to include FAR 52.219-14, Limitations on Subcontracting, which we believe is required by law for set-aside procurements. Please clarify whether the Limitations on Subcontracting is applicable to this requirement. Assuming the Limitations on Subcontracting restriction is applicable, please note the implementing provisions of the Small Business Act, 15 USCA Chapter 14A, §§ 631–657s were amended to change the subcontracting limitations. See Pub. L. No. 112-239, § 1651 (Jan. 2, 2013). This change permits the small business prime contractor and other “similarly situated” small business subcontractors together to perform at least 50% of the contract price for purposes of meeting the Limitations on Subcontracting requirement. The current FAR clause reflects the earlier version of the statute which requires the small business prime to self-perform at least 50% of the cost of personnel, not including “similarly situated” subcontractors. The current FAR clause is inconsistent with the current statute. Therefore, for purposes of meeting self-performance requirements under this small business set-aside contract, would the Government please clarify whether contractors are required to adhere to the subcontracting limitations of the current FAR clause (compliance based on > 50% labor cost self performed by prime) or subcontracting limitations included in the Small Business Act as amended (compliance > 50% contract price paid to prime and all “similarly situated” subcontractors)?Thank you. The government stands corrected and the referenced clause has been included. (Gov't is pending response on adherence to FAR or Small Buisness ActSection I amended.
RFPL.958We request that that the government allow one additional week for the submission of the RFP and Task Order Questions and make the due date for questions be May 13, 2015.The government is not extending any deadlines.
RFPPart III54Will the FBI identify which positions are currently filled or vacant? This information would help identify which positions need immediate recruitment and which may be provisioned under a transition plan for a period to allow for the optimization of the FBI workforce.Reference H41 above.
RFPL.10.2.366Will the FBI consider a transition plan, which includes knowledge transfer, post contract award that maximizes the use of the incumbent workforce by adjusting the response requirements to allow for such a plan with representative resumes in lieu of candidate letters of intent? In order to provide the best possible candidates and reduce turnover friction we feel the FBI would be better served through a procedural approach to the transition of the contract as the incumbent vendor is not the only offeror.
RFPM.2.3 Evaluation Factors: Technical75Are resumes and letters of intent required for all 54 Task Order positions in order to be considered compliant or is the evaluation gradient based on the number of letters of intent provided at the time of proposal submission?Due to the volume of positions required and a desire to utilize the best possible intelligence community candidates a gradient evaluated approach to the number of letters of intent will allow for a stronger recruitment that utilizes sources that may require longer to obtain letters of intent from than the RFP period allows.Resumes are required for all SME positions across the task orders in order to be considered compliant.
RFPL.10.2.4.1 Relevant Contracts; M.2.3 Evaluation Factors: Past Performance66, 67, 76Is past performance allowable for subcontractors that may perform less than 25% of the contract value? The RFP states that any subcontractor that is expected to perform more than 25% of the contract value must submit past performance but it does not clarify if past performance will be accepted from subcontractors that may have less than a 25% work share.No. The government is requesting PP for subcontractors performing over 25% of work.L.10.2.4.1 amended
RFPL.10.2.4.1 Relevant Contracts; M.2.3 Evaluation Factors: Past Performance66, 67, 76May prime contractors reference the adoption of and conformity to a significant teaming partners quality certification such as CMMI 3 or ISO 9001 standards? While the use of a subcontractors certification is not directly related to the past performance section it is believed 8(a) firms that have formed a strong teaming relationship with a larger business as a subcontractor would best serve the FBI by referencing and complying with the quality certifications of such a partner. The government is not evaluating teaming arrangements. Prime contractors can reference the adoption of and conformity to a significant teaming partner but there is no guarantee that such reference will impact the evaluation of the offeror's proposal.
RFP/TOTask Orders: CD/D5-4, CID/D6-1, CID/D6-2, CTD/D13-1, OTD/D18-1J3, J5, J6, J7, J10C.4 SUBJECT MATTER EXPERT LABOR CATEGORIESRFP: 8-11 TO: Security SectionsAre the clearance requirements for submitted personnel guided by Task Order requirements or the RFP language? The RFP SME descriptions call for an ability to obtain a TS/SCI which alludes to the fact that a lower clearance professional could be submitted for consideration contingent on their ability to obtain a TS/SCI clearance. However, some Task Orders require a currently cleared individual at TS and TS/SCI levels. The FBI would benefit from a larger pool of possible candidates within the current Task Orders and future requirements with the allowance of candidates that hold a lower clearance level but have the ability to obtain a higher required clearance.

Reference H3 above.

Task Order Requirements.

TODI/D19-1, NSB/HIG-1J8, J115With the extensive requirement to travel to unidentified locations would the FBI consider adjusting Task Order DI/D19-1 and NSB/HIG-1 to Time and Material contract types? In the case of potentially extensive other direct costs such as travel, we believe the FBI is better served by our contract personnel to fall under the cost guidance and reimbursement policy of government travel. This ensures both accurate costing and pricing. The task orders remain FFP. Travel is NOT included in FFP and will be reimbursed accordingly.Attachment J-8 and J-11 amended for clarification.
RFP AttachmentL4H.1 Travel22Is it expected that offertory provide an estimated travel cost for all Time and Material Task Orders as these are described as reimbursable in RFP Section H.1 Travel?Reference H35 and H36 above.
RFPL.10.2.2 Volume II - Security, 459 and 64Page 59, Page Count Table 2, exempts the KMPL, the ARQ and the ISFD image from the Security Volume II (3 page count), but implicitly includes the 5 security questions required on page 64 in L.10.2.2. However, Question 4 explicitly requires those 5 answers from all subcontractor/teaming members. Are the 5 answers for the offeror and subs excluded from the 3 pages allowed for the volume?Section 4 states "If a subcontractor/teaming member is proposed, subcontractor/teaming member independently certifies affirmatively to all responses in #3 above."KMPL/ARQ/ISFD is required for each teaming subcontractor/teaming member. Q4 on page 64 states "Offeror understands that all security clauses flow down to subcontractors/teaming members. If a subcontractor/teaming member is proposed, subcontractor/teaming member independently certifies affirmatively to all responses in #3 above." As such, the prime offeror certifies for the subcontractor/team members. Therefore, there will only be one set of responses to the security questions on pages 63-64. The security volume then remains with the 3 page limit. If there are discrepancies in responses between prime and sub/team, those discrepancies must be noted collectively in that one response.L.10.2.2 Volume II - Security was amended to reflect this answer
RFPM.2.3 Evaluation Factors, SECURITY74Does a single NO response by a subcontractor result in a "Fail" for the proposal or does that NO preclude a subcontract to the impacted partner until the issue is resolved? As noted in section M.2.3 for Security, the offeror is ineligible for award. Therefore, if the prime cannot certify for the subcontractor where required, the offeror is ineligible for award. AFTER contract award, a prime can bring on an additional sub or team member but the same security clauses and affirmations will apply. If a sub or team member cannot meet the security clauses/requirements by contract award, that sub or team member will result in the proposal as a whole not eligible for award.
RFPL.10.2.4.166Relevant Contracts - Section states "The Offeror shall submit information on three (3) most relevant, recent contracts completed by the offeror during the past three (3) years." However, the second paragraph states “The contracts listing (both completed and current) shall be provided in descending order of relevancy…”. Please confirm the Government will accept work currently being performed? Additionally, will the Government consider accepting contracts awarded within FY2014?Yes, the Government will accept work currently being performed. The government will not accept past performance for less than one year. Any contract awarded within FY2014 need to have one year of performance by the time of proposal submission.
RFPL.10.2.5.769SECTION A: General Information states, "Provide the following information on the first page(s) of your price volume: Solicitation number…". Please confirm the Government intends for offeror to use "FBISME" as the solicitation number?Yes, the solicitation "number" is "FBISME"
RFPM.2.3Evaluation Factors: Staffing - Section states "The ability to continue to provide and manage cleared and qualified contractor support throughout the lifecycle of the contract, to include the ability to fulfill task order requests within 30 days." Can the Government please clarify if the expectation is 30 business days?30 Calendar days as noted in Section C.5.Section M.2.3 has been amended accordingly.
RFPL.10.2.365Volume III Technical/Staffing/Management: SECTION D states "In response to each task order request, the Offeror shall submit resumes for qualified SMEs to meet the task order requirements as noted in Section J." Will the Government please confirm the request is for only one resume per task order that is illustrative of offerors ability to provide qualified staff? The request is one resume per position required on each task order. If a task order has 3 SMEs/position required, there should be 3 resumes. The resumes should be illustrative of the personnel that is qualified to fulfill the SME position required.
RFPL.10.2.366Volume III Technical/Staffing/Management: SECTION D states "Corresponding resumes of SME candidates: Each resume shall be no longer than two pages and shall include the following information (not included in page count limitation): Individual is a key person on another contract: (If so, indicate level of commitment) and if Current employee or contingent hire (If contingent hire, must attach acceptance letter)..." Does the Government anticipate a need for incumbent staff capture? If so, will the Government require the incumbent contractor to release incumbent SMEs from exclusive, non-compete agreements?Incumbent staff capture is not a stated RFP requirement. The government is not involving itself with non-compete agreements.
RFPL.10.2.2 Volume II - Security, 422-36, 63, 64The RFP L.10.2.2 states in part: "This volume shall contain the Offeror's ability to comply with the security clause requirements detailed in Section H,". The Section H requirements (H-3 thru H-12) run 14 pages. The RFP allocates 3 pages for the offeror to respond to this requirement and address the nearly 2 pages of additional security questions on pages 63 and 64. Does the Government desire simple yes/no acceptance for the 14 pages of section H and additional security questions in section L or will the Government allocate more pages so that the requirements can be addressed substantively? The 3 page response for the Security volume is based on the responses to the security questions noted in L.10.2.2 and M.2.3. The government desires Yes/No responses as indicated by those questions in Section L and M.
RFPL-3Master Contract Pricing Spreadsheet - Labor Rate FieldsRFP Section F.2 Place of Performance States: "The place of performance varies and is specified in task order requests. The majority of task order requests will take place within the United States at or near FBI Headquarters in Washington, DC or any of its field offices across the U.S. Occasionally, task orders may require performance outside of the United States." Attachment L-3 requests a single labor rate rather than both onsite and offsite rates. Can we assume that all work will be considered government site?Yes.
RFPL.10.2.5.1 General Instructions68The Government states - "Subcontract and interdivisional proposals shall be included for each subcontract and interdivisional agreement and indicate the type of contract, tier level, and assumptions in the subcontract or interdivisional agreement." Will the Government please confirm that a copy of the teaming agreement in the Appendix will satisfy this requirement? No. Teaming agreements do not apply to "interdivisional agreements".

Reference H25 above.
