CTD Compliance Program - TOSOW
1.0 BACKGROUND
The FBIs Counterterrorism Division (CTD) leads law enforcement and domestic intelligence efforts to prevent and defeat acts of terrorism. In 2005, the FBI Director delegated authority to the FBI Executive Assistant Director for the National Security Branch (EAD-NSB) and the FBI
Assistant Director of the CTD to establish FBI policies and procedures for conducting counterterrorism (CT) investigations to detect, penetrate, disrupt, and dismantle threats posed by domestic and international terrorists to the national security of the U.S. homeland and interests abroad. CT must accomplish this mission while ensuring investigations are conducted in compliance with all laws, rules, and regulations governing FBI investigations, operations, programs, and activities. In recognition of this responsibility, CTD has established an internal compliance program designed to identify and mitigate compliance risks.
2.0 OBJECTIVES
The objective of this Task Order (TO) Statement of Work (SOW) is to acquire three (3) Subject
Matter Experts (SMEs) to support CTD through a full range of compliance support, including the ability to identify potential risk areas and perform detailed audits measuring Division performance. CTD reserves the right to increase or decrease the level of SME support at any time to appropriately meet the needs of the Division.
3.0 SCOPE

The Government shall not be responsible for training in the required SME areas.

Personnel shall serve as Compliance Analysts in support of the CTD Compliance
