1.0 BACKGROUND
The Federal Bureau of Investigation, Weapons of Mass Destruction, Chemical Countermeasures
Unit mission is to prevent and deter the acquisition and use of Toxic Industrial Chemicals (TICs) and Explosive Precursor Chemicals (EPCs) by unidentified actors for nefarious purposes through intelligence driven, threat based outreach and preparedness strategies creating initiatives that aim to enhance and coordinate the Nation’s capability to anticipate, prevent, protect, respond to, and recover from the use of improvised chemical and improvised explosive devices.
Terrorism is continually evolving. Terrorists will rely on new and innovative tactics as quickly as putting to use tried and tested methods of attack. Chemicals play critical roles for industry, academia, commerce, and medicine. Unfortunately, many of these same chemicals are increasingly exploited for acts of terrorism. As it becomes more challenging to acquire certain chemicals, terrorists will change their tradecraft to find new avenues to acquiring WMD precursors.
