Criminal Investigative Division – SOW
1.0 BACKGROUND
The FBI Criminal Investigative Division (CID) coordinates, manages and directs investigative programs focused on financial crime, violent crime, organized crime, public corruption, international corruption, violation of individual civil rights, drug related crime, and informant matters associated with these investigative areas. Through centralized control, CID guides the investigative efforts of field offices against criminal enterprises and individual federal crimes in the continental and territorial United States, as well as internationally. CID is responsible for devising policy matters and techniques to be used in complicated investigations, as well as for making a continuous review of investigative procedures and programs. In addition, CID maintains top-level liaison with officials in the Department of
Justice, as well as other Government agencies and foreign law enforcement officials, on matters under the jurisdiction of the FBI for the purpose of coordinating and resolving major policy matters concerning both criminal cases and civil litigations.
The Federal Bureau of Investigation (FBI), Criminal Investigative Division (CID), created the
National Gang Task Force (NGTF) to combat the threat of transnational gangs on a national level. Soon after, the FBI determined that Central American gangs, were working as criminal enterprises operating at a transnational level in both the United States (US) and the Central
American region. In 2007, the FBI established the Transnational Anti Gang (TAG) Task Force in El Salvador. The TAG was developed to increase support and resources dedicated to combating Central American street gangs. In 2008, the FBI and State Department (DOS) developed a strategic partnership to further develop anti gang initiatives in Central America.
In 2013, the specialized NGTF unit was merged into the Safe Streets and Gang Unit (SSGU) which now continues to provide support to the field and to the TAG units in Central America.
The Criminal History Information Exchange (CHIP) program is a joint initiative between the
Department of Justice (DOJ), FBI, DOS and Homeland Security and Investigations (HSI). The
CHIP is funded by the DOS, through Central American Regional Security Initiative (CARSI) and managed by the FBI, through the SSGU. The CHIP utilizes the TAG as a platform to provide Central American law enforcement agencies with US criminal history information regarding suspected gang members being repatriated to their home country. To ensure the
CHIP continues to function efficiently Subject Matter Experts (SME), in the form of a
Language Analysts (LA) is needed to assist with the support and operation of the CHIP program. In order to assist the FBI, this Task Order shall provide SME support to the CHIP.
