HUMINT Operations Section –Validation Operational Testing Unit/ INTERFACE

1.0 BACKGROUND

The Intelligence Operations Branch (IOB) provides program management, policy and outreach to ensure all FBI’s corporate intelligence business practices are standardized. It also manages intelligence –related information technology applications in support of the FBI’s Intelligence

Program and ensures the integration of intelligence across the FBI and U.S. Intelligence

Community through strategic direction, oversight, validation and support for FBI’s HUMINT

Program. It also serves as the primary focal point for addressing the Intelligence, Counterterrorism, Counterintelligence, Cyber and Criminal mission of the FBI as well as the validity and reliability of intelligence derived from Confidential Human Sources (CHSs) supporting the mission. The Intelligence and information provided by CHSs is used to direct and support the FBI intelligence and counterterrorism operations, distributed to other intelligence community (IC) agencies and to inform the U.S. Government’s policy makers in their decision.

The FBI has been mandated by Attorney General Guidelines, signed December 13, 2006, to validate all FBI CHS. Additionally, on January 18, 2008, the Office of the Director of National

Since the attacks of September 11 th

, the FBI has dramatically increased the amount of resources dedicated to investigating terrorists residing within the United States. As a result of the aforementioned mandate, the Directorate of Intelligence established the CHS Validation program to vet/validate FBI human sources and the intelligence they provide.
