1.0 BACKGROUND

The FBI Criminal Investigative Division (CID) coordinates, manages and directs investigative programs focused on financial crime, violent crime, organized crime, public corruption, international corruption, violation of individual civil rights, drug related crime, and informant matters associated with these investigative areas. Through centralized control, CID guides the investigative efforts of field offices against criminal enterprises and individual federal crimes in the continental and territorial

United States, as well as internationally. CID is responsible for devising policy matters and techniques to be used in complicated investigations, as well as for making a continuous review of investigative procedures and programs. In addition, CID maintains top-level liaison with officials in the Department of Justice, as well as other Government agencies and foreign law enforcement officials, on matters under the jurisdiction of the FBI for the purpose of coordinating and resolving major policy matters concerning both criminal cases and civil litigations.

The success of the Correctional Intelligence Task Force (CITF)(formerly CGII) is dependent on the contributions of its contractually-hired Gang Specialists (GS). The contractors serve as subject matter experts (SMEs) and are strategically integrated with CITF partners, California Department of

Corrections and Rehabilitation (CDCR) investigative and intelligence units as well as the Federal

Bureau of Prison (BOP). This unique partnership gives the FBI unprecedented direct access to CDCR and BOP investigative, intelligence and confidential files. Additionally, the CITF collaboration provides a significant, previously underutilized, area of case coordination and intelligence sharing regarding top gang threats operating both inside and outside of the correctional facilities.

2.0 OBJECTIVES

The objective of this Statement of Work (SOW) is to contract subject matter experts and professional services for various positions within CID.

3.0 SCOPE/TASKS

SMEs shall have a strong working knowledge of the Area of Responsibility (AOR) in which they are being assigned, to include the task force partners of the CDCR, FBI, and BOP, as well as the greater intelligence community (IC). Each SME will adapt to the continually changing intelligence needs and priorities of the

FBI and its partners and the law enforcement community. The hired SME will bring and utilize their LEO contacts and is a demonstrated expert regarding prison gangs, corrections, intelligence collection, and/or law enforcement investigations.
