Intelligence Analytical Writing and Support Project Version 1.0 – TOSOW
1.0 BACKGROUND
The FBI’s Counterintelligence Division has responsibility for processing and coordinating the
FBI’s finished counterintelligence production efforts. This project is an effort to enhance the division’s inherent capabilities given the increased emphasis placed on the FBI by the US Intelligence Community
(USIC), state and local law enforcement entities, and the FBI Director’s Strategic Execution Team
(SET) initiative to streamline and accelerate the production of raw and finished intelligence. The lack of a long-serving cadre of senior intelligence analysts with deep expertise in Southeast Asia reflects the growing but relatively inexperienced workforce the FBI currently possesses. The mandated emphasis on improving analytical tradecraft in finished FBI intelligence products requires the assignment of senior intelligence analysts from other Intelligence Community backgrounds who can coach and mentor younger analysts in analytic tradecraft elements through the review of their work while in draft form.
2.0 OBJECTIVES
The FBI seeks contractor support to enhance the analytical tradecraft capability resident in the
Counterintelligence Division, Global Section. This is to be accomplished by providing an experienced intelligence analyst who can review draft finished intelligence products from field offices and FBI headquarters sections, mentor analysts based upon their experience and provide informal training to senior intelligence analysts and managers with regard to developing and coordinating finished intelligence and properly utilizing and guiding their intelligence staffs. The analyst provided by the contractor shall be an experienced intelligence professional with the required level of security clearance and access and with subject matter expertise in the analytic tradecraft as outlined by the FBI.
3.0 SCOPE
The FBI is entering into this contract for the purpose of utilizing contractor’s services in the creation, editing and review of written finished intelligence products. These products include
Intelligence Assessments, Intelligence Bulletins, Intelligence Studies and other analytical products. The contractor will ensure the delivery of quality reviews of finished products to consumers along the timelines determined by the FBI’s Contract Technical Representative. The contractor will ensure analytical products that are reviewed reflect the clearest interpretation of the draft product’s message, appropriately integrating the elements of analytical tradecraft summarized in the Office of the Director of National Intelligence (ODNI) Analytical Integrity Standards (AIS), FBI Directorate of Intelligence policies and instructional doctrine established by the FBI Training Division Intelligence Branch at the
FBI Academy.
4.0 TASKS
The following list is representative of the types of activities anticipated to be performed by the contractor under three general tasks. These tasks and activities will be performed under the supervision and control of the FBI technical supervisor. The list is not intended to be all-inclusive, nor is it intended to limit the reasonable direction of work by the FBI technical supervisor.
