Subject Matter Expert Services for Crisis Negotiation Unit - Version 1.0 - TOSOW
FBI SAVA – TOSOW
1.0 BACKGROUND
The Crisis Negotiation Unit (CNU) seeks to enhance their foothold as the global leader in crisis negotiation operations, training, and research in global responses to complex international Hostage
Taking (HT) with a counterterrorism nexus. Demand for CNU guidance from the domestic and international hostage and kidnap response communities is at an all time high, as is CNU’s role in advising the intelligence and law enforcement community on FBI hostage negotiation policy and best practices. CNU has proposed a new CIRG based team be developed under CIRG/CNU leadership to:
(i) enable CNU to meet escalating mission demands and evolving priorities; (ii) break out a companion piece for the FBI Counterterrorism Division (CTD) newly formed Extraterritorial Kidnap
Unit (EKU); and (iii) serve as a center of global excellence for collection and utilization of research, expertise, and best practices in the operational response to complex international crisis negotiation.
This initiative requires comprehensive case-based operational analysis, including a systematic examination of all aspects of prior complex international HT matters with a counterterrorism nexus, and a retrospective study of the impact of family/public messaging on HT decision making in recent cases. This analysis is needed for the FBI to continue to serve as a global leader in providing guidance on these high priority counterterrorism matters, including identification and leveraging of nontraditional channels to establish communication and influence with the captor network.
2.0 OBJECTIVES
