About this file
This file is a Buy American Certificate form (FAR 52.225-2, October 2022 version) that requires offerors to certify the domestic or foreign origin of end products being supplied under federal contracts. The certificate mandates that offerors identify each end product as either domestic or foreign, list foreign end products with their country of origin, and indicate whether foreign products (excluding COTS items and those made wholly or predominantly of iron or steel) exceed 55 percent domestic content. Offerors must separately identify domestic end products containing critical components as defined in the Buy American-Supplies clause. The Government evaluates offers in accordance with FAR Part 25 policies and procedures.
This certificate applies to solicitation 36C25926Q0342, a Request for Quote from the Department of Veterans Affairs Veterans Health Administration for Generator Diesel Fuel and Diesel Exhaust Fluid to supply the Western Colorado Health Care System for a base year plus three option years. The RFQ is 100 percent set-aside for service-disabled veteran-owned small businesses (SDVOSB) and uses the commercial items acquisition process under FAR Part 12. The quote submission deadline is 4:00 PM MT on March 26, 2026, with quotes to be submitted via email only to joseph.wurmstein@va.gov. The Government anticipates awarding a firm-fixed price contract. The NAICS code is 324110 (Petroleum Refineries) with a 1,500-employee business size standard.
