RFP QUESTIONS/RESPONSES #3

1. INDUSTRY QUESTION: Is the total number of Past Performance submittals (10) inclusive of the prime offeror and subcontractors (of which no more than five (5), are relevant contracts or delivery orders from subcontractor or teaming partners) allowed for submission in the RFP?
GOVERNMENT RESPONSE: No, the total number is not inclusive of the prime offeror and subcontractors. The offeror may submit from 2-15 submittals.
2. INDUSTRY QUESTION: I checked the referenced solicitation page at FedBizOpps.Gov on 17 August 2010, and a Change dated for 17 August 2010 at 12:07 p.m. in the left hand corner of the page. However, after clicking on the link for Change dated 17 August 2010, no attachments are provided with the notification.
AND
3. INDUSTRY QUESTION: The last “changed” information concerning the CIMTIC III RFP in FED BISOPS does not appear to have any attachments to it. Can you please indicate if there was a significant change to the requirements as it doesn’t appear as if anything was attached?
GOVERNMENT RESPONSE: There were no actual changes to the RFP itself. On 17 August 2010 the Government discovered that the CIMTIC III RFP had been automatically archived in the FedBizOpps system. The change you reference was an action to un-archive the RFP. No action is required on the part of Industry.
4. INDUSTRY QUESTION: Can the graduate degree required by many of the labor categories from the RFP be supplemented by years of experience (i.e. 5 years of technical experience equals graduate degree)?
Example:
RFP Skill Level Explanation – BS + Graduate Degrees+ 15 years experience
Can we supplement to look like – BS+20 years experience = same as above?
GOVERNMENT RESPONSE: No, graduate degrees cannot be supplemented by years of experience.
5. INDUSTRY QUESTION Will the Government allow respondents to submit the information required from Attachment L-2 in a table format?
GOVERNMENT RESPONSE: Yes. Respondents can submit information required in Attachment L-2 in a table format.
6. INDUSTRY QUESTION: Do you really want Form 33 information, along with reps and certs from Sections I and K, included in the cost volume? This is based on instructions 7.4 b and d.
GOVERNMENT RESPONSE: Yes, the Government’s intent if for the offeror to provide the information outlined in 7.4 in the Cost/Price volume.
7. INDUSTRY QUESTION: I understand from the latest extension that there may be clarification of the RFP with regard to the Volume II - Past Performance Information. With the extension, Volume II is due next Thursday (2nd) which means the volume needs to be finalized on Wednesday (1st). Can you publish a schedule for the release of the modified RFP so we can plan for the delivery of the Volume II?
GOVERNMENT RESPONSE: Offerors may submit past performance information no later than the date for receipt of proposals. (See attached schedule of changes, item #1)
