MEMORANDUM FOR ALL PROSPECTIVE OFFERORS

SUBJECT: Executive Summary Letter, Request for Proposal (RFP) FA9201-10-R-0001, Command, Control, Communications, Computers and Intelligence (C4I) and Munitions Test Improvement Contract III (CIMTIC III).
1. The Air Armament Center (AAC) invites your organization to submit a proposal for the CIMTIC III acquisition as set forth in the attached RFP. We are seeking the most effective, productive, and efficient approach to fulfill
AAC’s mission requirements. We’ve invited and appreciated your ideas and comments since the inception of this acquisition. A number of changes have been made in the RFP as a result of questions and comments from potential offerors as well as internal Government review of all documents. This final RFP supersedes all questions/comments and answers/responses. Potential offerors are advised to read the final RFP carefully.
2. Award of multiple contracts on the basis of full and open competition is contemplated. It is the intent of the
Government to make award without discussions. Therefore, offerors should not anticipate an opportunity to better their proposal through discussions. Notwithstanding the above award intentions, the Government, however, hereby reserves the right to conduct discussions if deemed in its best interests.
3. An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or
Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the
Ombudsman but rather to the Contracting Officer. For any other serious concerns, interested parties may call the
AAC Ombudsman, Colonel Charles S. Greenwald, at (850) 882-5422.
4. Communications between the Government and industry regarding this solicitation should be addressed through the Procuring Contracting Officer, Lorna Hendrix, at 850-882-0171 or email lorna.hendrix@eglin.af.mil. Please place the following address in the “Cc:” section of e-mail correspondence: robin.gibson@eglin.af.mil.
5. Every effort has been made to enhance competition. We welcome all interested competitors and will give fair consideration to all proposals. We expect substantial competition for this acquisition and, ultimately, very strong performance from the successful offeror(s). Proposals are due not later than 23 August 2010, 1400 local time.
