RFP QUESTIONS/RESPONSES #4
7 Sep 10 (These questions and responses all pertain to the Sample Delivery Order, Attachment 6 to the above referenced Request for Proposal.)
1) INDUSTRY QUESTION: Section 3.2 (Phase II) specifies only Airspace Surveillance. Will the Eglin Gulf Range Surveillance and Eglin Land Range Surveillance be part of the detailed design stage?
GOVERNMENT RESPONSE: Yes.
2) INDUSTRY QUESTION: Section 6.0 (Labor Requirements). The text addresses only period of performance (POP). Are there any specific labor requirements?
GOVERNMENT RESPONSE: No.
3) INDUSTRY QUESTION: Section 3.1.2.1 states that “The contractor shall conduct preliminary and final design reviews.” Does the government intend for PDR and FDR to be conducted during Phase I and if so, is the stated 3 month POP a rigid requirement?
GOVERNMENT RESPONSE: Yes. Changes to the baseline schedule must be reported in the monthly report and in Government contractor discussions.
4) INDUSTRY QUESTION: Section 3.2 indicates “upon additional funding the contractor shall execute….” for Phase II. Does the Government desire cost data for Phase II? Costing Phase II under a firm fixed-price contract without data/knowledge from Phase I would have to include significant contingencies to offset the risk of committing to fabricate a design that currently does not exist.
GOVERNMENT RESPONSE: No.
5) INDUSTRY QUESTION: Section 3.1.2.1 (Airspace Surveillance and Reporting) states that “The contractor shall prepare a final design, fabrication and implementation plan.” Does the Government expect a final detailed design during phase I, or a more general design plan for implementing a detailed design during Phase II?
GOVERNMENT RESPONSE: Yes. See 3.1.2.1.
6) INDUSTRY QUESTION: Section 3.1.2.1 states that “The implementation plan shall incorporate current operations without detrimental Eglin Range operation affects, conduct regularly scheduled, relevant training events and current and changing range operation processes”. Does the Government intend for the contractor to conduct “relevant training events and current and changing range operation processes” during Phase I? This same wording is in Section 3.2.1.
GOVERNMENT RESPONSE: No. This is an implementation plan not an execution plan.
7) INDUSTRY QUESTION: Please provide description of G1R and G2R UAV and the type of information to be provided under Section 5.6 (Government-Furnished Equipment (GFE)/Government Furnished Information (GFI))
GOVERNMENT RESPONSE:
a. The G1R is a highly modified BATCAM. Changes include change to Procerus autopilot system and extended flight capability. Additional details will be supplied at contract award.
b. The G2R is a highly modified Pointer UAV, FQM-151. Changes include change to Procerus autopilot system, extended flight capability and new High Definition Sony Block cameras. Additional details will be supplied at contract award.
GFI would be provided at contract award.
8) INDUSTRY QUESTION: Should the contractor assign a higher priority to the positioning system over other components of the design as indicated in 5.8.1 and 5.8.2?
GOVERNMENT RESPONSE: It’s the offeror’s prerogative.
9) INDUSTRY QUESTION: Section 5.6 (Government Furnished Property/Base Support (GFP/Base Support) states that “Access to Government laboratory and Base facilities is required for system testing. The specific requirements for GFP shall be defined by the contractor within one month after contract award.” Is the one month time frame rigid? The analysis and design will be ongoing over a 3 month POP based on Section 6.0 and access to specific facilities for testing will be difficult to identify within the first month of the effort.
GOVERNMENT RESPONSE: Yes. Changes to the baseline schedule must be reported in the monthly report and in government contractor discussions.
10) INDUSTRY QUESTION: Section 4.0 (Data Deliverables) only requires Conference Agenda (4.2), Conference Minutes (4.3) and Presentation Material (4.2 – 4.4?). Are there requirements for a design package?
GOVERNMENT RESPONSE: See 4.0 (Data Deliverables)
11) INDUSTRY QUESTION: Section 4.0 (Data Deliverables) does not specify hardware or software. Does the Government intend for the contractor to produce hardware and/or software under this SOW?
GOVERNMENT RESPONSE: Yes, as necessary to meet SOW requirements.
12) INDUSTRY QUESTION: What are the geographic boundaries of the areas identified in Sections 3.1.1.1, 3.1.1.2 and 3.1.1.3?
GOVERNMENT RESPONSE: The Eglin land/airspace range and Eglin Gulf of Mexico water/airspace range. Download the Special US Airspace boundary layer in Google Earth for a good illustration of the airspace for the said paragraphs.
13) INDUSTRY QUESTION: In section 4.0 Data Deliverables, CDRL (A004) DI-MGMT-80368A, the specific directions for this deliverable state in paragraph 3.2.3 “Itemized man-hours and costs. Itemized man-hour and cost expenditure incurred for the reporting period by category and task, total contractual expenditures, and funds remaining as of the reporting date.” What is the rationale for including this CDRL in a Firm Fixed Price delivery order?
GOVERNMENT RESPONSE: This is for Government CSSR internal reporting. We will delete the paragraph from the DID and note it on the CDRL.
