The contract is intended to meet customer test requirements that cannot be timely met by a separate procurement action. The capabilities for rapid response, surge capacity and flexibility to unforeseen events are critical requirements to meet the short lead-time and dynamic test requirements inherent in the testing of modern weapon systems and rapidly changing defensive technologies and tactics. In support of this objective a high level of technical expertise is required in system analysis, system engineering, and in particular, continuous participation in the technological evolution of C4I, munitions, directed energy (DE), and other T&E systems, facilities, and infrastructures necessary to keep pace with corresponding technological advances in advanced state-of-the-art C4I, smart munitions, surveillance, reconnaissance, and Electronic Combat (EC) systems as required to satisfy future AAC customer needs and requirements. In addition, this contract will provide AAC with T&E systems, facilities, and infrastructure which support the implementation and realization of the C4I Test Process (AF Manual 99-111), Munitions Test Process (AF Manual 99-104), and EC Test Process (AF Manual 99-112). Thus, this contract will support development/ modification/upgrades to digital simulation models (DSMs), hardware in-the-loop (HITL) test facilities, measurement facilities, installed system test facilities (ISTFs), open-air range (OAR) facilities, and networked test facilities. Other areas requiring a high level of technical expertise include test engineering and analysis; test support hardware and software design, development, modification, fabrication, calibration, and integration and test transition support for sub-systems/systems/test facilities/infrastructure/networks, and supportability planning, installation, and training.

This acquisition is to provide cost-effective C4I and Munitions test support for the 46th Test Wing's Range Group Eglin Air Force Base, Florida.
This contract acquires specialized hardware and software and/or prototype systems to develop/modify the facilities and infrastructure urgently required for test/training and evaluation of C4I and Munitions systems. C4I testing includes tests of the hardware and software systems used for C4I including "System of Systems" and hardware and software systems used on aircraft platforms involved with the C2 test process. Munitions' testing includes tests of ground based, airborne, and space borne ordnance/armament systems and supporting guidance and control, seeker/sensor, navigation systems. Munitions' testing also includes high energy lasers, and high power microwave systems. The general areas of work include design, development, test, modification, installation, training, and/or transition to production support, all as related to the Air Armament Center (AAC) Range Complex, test hardware and software systems, facilities, and infrastructure improvements. Specific tasking will be provided on an as required basis by delivery order. A secondary requirement for this acquisition is to develop/modify the systems, facilities and infrastructure required to provide electronic combat test, training, and evaluation support for the Air Force Special Operations Command (AFSOC) and Air Combat Command (ACC). A tertiary requirement may involve providing these enhancements in testing capability at other facilities in the C4I and Munitions test community.
