Statement of Work
For
Eglin Range Complex Improvement
1.0 INTRODUCTION.
1.1 Purpose. The 46th Test Wing has a requirement to support Range tests of all manner of weapons. The Test Wing must continue to upgrade and enhance acquired systems and acquire new capabilities to ensure that new weapons can be fully tested in reliable, repeatable, and robust environments.
2.0 SCOPE. This delivery order encompasses the full range of allowable tests that may be conducted on the Eglin Range, in the Gulf of Mexico and in the Eglin-controlled airspace. This shall include efforts related to equipment, flight testing, research, development, and evaluation in support of contractor and Government-owned unmanned weapons, weapon systems, and support equipment.
3.0 TECHNICAL REQUIREMENTS.
The contractor shall accomplish the requirements of this delivery order through the performance of the following tasks:
3.1 Phase I – Eglin Range Complex (ERC) Capability/Gap Analysis. The contractor shall provide the necessary resources to conduct a thorough analysis of current ERC capabilities.
3.1.1 Surveillance Design.
3.1.1.1 Airspace Surveillance Upgrade. The contractor shall determine the current capability to search the Eglin airspace and develop an advance surveillance system design to detect and track low altitude airborne vehicles.
3.1.1.2 Eglin Gulf Range Surveillance Upgrade. The contractor shall determine the current capability to search the Eglin Gulf Range and airspace and develop an advance surveillance system design to detect and track low altitude airborne and surface vehicles. The contractor shall include Active Electrically Scanned Array (AESA) Radar technologies and other passive target acquisition techniques.
3.1.1.3 Eglin Land Range Surveillance Upgrade. The contractor shall determine the current capability to search the Eglin Land Range test area to include arenas, active and non-active airfields, and develop an advance surveillance system design to detect and track surface-borne vehicles. The contractor shall include state of the art active and passive radar, electro-optic, and sonar techniques.
3.1.2 Design Implementation.
3.1.2.1 Airspace Surveillance and Reporting. The contractor shall prepare a final design, fabrication, and implementation plan. The contractor shall conduct preliminary and final design reviews. The contractor shall incorporate relevant and agreed to changes to the design. The implementation plan shall incorporate current operations without detrimental Eglin Range operation affects, conduct regularly scheduled, relevant training events and current and changing range operation processes. 3.2 Phase II. Upon Government direction, and additional funding, the contractor shall execute the final fabrication and implementation plans developed in paragraph 3.1. The contractor shall support engineering change boards and consolidate the results in associated reports.
3.2.1 Airspace Surveillance. The contractor shall execute final design, fabrication, and implementation plans. The contractor shall conduct bi-annual status reviews. The contractor shall incorporate relevant and agreed to changes to the plans. The contractor shall conduct relevant training events and current and changing range operation processes as required to maintain subject matter expert involvement.
4.0 DATA DELIVERABLES. The following data shall be delivered in accordance with the basic CIMTIC III SOW, Exhibits A and B, DD Form 1423, CDRL. Distribution requirements for this delivery order are supplements, not deletions, unless specified by a modification to the basic contract.
4.1 CDRL A004: DI-MGMT-80368A
TITLE: Status Report
SCHEDULE: Deliver in accordance with Block 16, DD Form 1423. Contractor format is acceptable. Final 60 days after completion of delivery order.
DISTRIBUTION: One copy each to 46 TSSQ/TSSP, 46 TSSQ/TSRM, AAC/PKES, and ACO.

5.0 SPECIAL CONSIDERATIONS.
5.1 Program Management.
5.1.1 Project Management. The contractor shall designate a project manager who shall be responsible for the control and coordination of all work performed on this delivery order. The contractor shall provide the project manager’s name, in writing, to the PCO within 7 days after issuance of delivery order.
5.1.2 Government Project Manager. The Government Project Manager for this delivery order is Otto Martinez, phone number: (850) 882-3126, email: otto.martinez@eglin.af.mil.
5.2 Program Status. The contractor shall monitor performance and cost of this delivery order

5.3 Release of Information. The contractor shall not release any information to any person, Government agency, or contractor concerning the programs under this delivery order without the approval of the Government CIMTIC III Program Manager, and the Government Project
Manager.
5.4 Security Clearances. No security clearances are required by the contractor staff working on this project. Security clearances may be required for specific team members based on individual site requirements for access to facilities and documents.
5.5 Government-Furnished Equipment (GFE)/Government Furnished Information (GFI). No
GFE will be provided. GFI from the G1R and G2R UAV will be provided at delivery order award.
5.6 Government Furnished Property/Base Support (GFP/Base Support). Access to
Government laboratory and Base facilities is required for system testing. The specific requirements for GFP shall be defined by the contractor within one month after contract award.
5.7 Travel. Any travel for this delivery order will be subject to approval of the Government delivery order manager.
5.8 Reviews. The contractor shall conduct technical reviews in support of this task. All reviews shall be held at the contractor’s facility. When reasonable, reviews shall be combined to reduce the travel requirements. The contractor shall tailor all reviews for the unique aspects of this program.
5.8.1 Preliminary Design Review (PDR). The contractor shall conduct a PDR and shall address the detailed design of the positioning systems hardware and software. (CDRLs A012, A013, A014)
5.8.2 Final Design Review (FDR). The contractor shall conduct a FDR and shall address the detailed design of the positioning systems hardware and software. (CDRLs A012, A013, A014)
6.0 LABOR REQUIREMENTS. The period of performance for Phase I of this delivery order is not to exceed three months after contract award. The total period of performance is 36 months after contract award.
