CIMTIC III SCOPE
– Intended to meet urgent needs which cannot be accomplished through the normal 6-18 month acquisition cycle
– Provides
• Design, development, and fabrication of hardware and software to improve T&E resources in the area of C4I and munitions testing or training
• Prototype hardware and software to meet urgent requirements in testing capability
• Installation, acceptance testing, and O&M training for developed hardware/software
– Does Not Provide A&AS Type Support
• No Services / No Manpower Support

• Contract Type
– Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) Contract
– Firm Fixed Price (FFP) with a Cost Reimbursable (CR) CLIN
– Period of Performance: Five (5) Year Ordering Period
– Delivery Orders will be competed among Prime Contractors
• Contract Line Items (CLINs)
– Hardware (FFP)
– Software (FFP)
– Design (FFP)
– Travel (CR)
– Data (NSP)

• How it works
– The Task Initiator will prepare a Delivery Order package – including:
• Description of technical requirements (SOW)
• Funding documents and cost estimates
• Administrative instructions and contractual requirements
• 46 TSSQ/TSRM (AMO) can assist as needed
• 4% Admin Fee for non-46 Range Group work (OG, MN, Other
Svcs)
– Each contractor submits a proposal that includes technical approach and cost.
– Simple 2-page evaluation form for the User
– Proposals evaluated and contractor selected – within 45 days from task initiation.

Before RFP issue
• Exchanging information before receipt of proposals is encouraged
– Improves understanding of Government requirements and industry capabilities

• Before RFP release is the best time to comment on the Draft RFP; tell your contracting personnel and proposal preparation experts

– Management Plan
– Organizational Conflict of Interest Plan

• The Government technical evaluation team will evaluate the technical proposals on a pass/fail basis assigning ratings of Acceptable, Reasonably
Susceptible of Being Made Acceptable, or Unacceptable.

• Substantial Confidence – Based on the offeror’s performance record, the Government has a high expectation that the offeror will successfully perform the required effort.
• Satisfactory Confidence – Based on the offeror’s performance record, the Government has an expectation that the offeror will successfully perform the required effort.
• Limited Confidence – Based on the offeror’s performance record, the Government has a low expectation that the offeror will successfully perform the required effort.

Security
Considerations
• The contractor shall possess or complete the DD Form 254 to obtain a facility security clearance at the classification level of Top Secret prior to commencing work
• The contractor shall comply with DODM 5220-22, National Industrial
Security Program, to prevent loss or compromise of all classified material
• The contractor shall institute, and establish procedures to comply with, AFI 31-209, The Air Force Resources Protection Program, as supplemented and/or amended
