| 0002 | Attachment 08 | N/A | Sample Project Plans | I want to double check that the correct plans are posted for the 2020-2025 Multiple Award Construction Contract # FA860119RA043. Just a little confused on some of the information posted. Is there two different soliciattion numbers? In the Amendment 1 the plans have a solicitation number of FA8601-15-D-0007, are those correct? If you can please let me know. | The amendment drawings for the sample project are correct. |
The solicitation # you’re seeing is from the 100% design effort the government purchased and has provided to assist potential MACC awardees in proposing towards the sample project.
As mentioned in the summary of package changes 19 Sept 2019, the attachment file is provided to allow for 34x22 printing of the design drawings, which was found to be not possible after posting. These drawings are correct, and the attachment in the amendment contains pages 19-94 from the first package titled: Atch_08_Sample_Project_18_September_2019_1-250.pdf.

| 0011 | General | N/A | N/A | I have looked through attachments 01-10 along with the Solicitation and I’m still not finding what to bid on exactly? Or how we can be a chosen contractor. | 0023 | Attachment 07 & 08a | Multiple | Cost Estimate Breakdown | Attachments 07 and 08a appear to require Contractors to submit significant detail as a cost breakdown for each bid. |
o Please clarify that the detail of hours, units, unit costs, etc., is required only for the Prime Contractors labor categories and direct-purchased materials, and NOT for trade subcontractors’ work, since:
Many trade subcontractors will choose not to bid on task orders (especially smaller SOWs) because of the excessive effort required to bid, and the proprietary cost information this detail will reveal.
Trade subcontractor’s proposals are often received very close to the bid due date/time, and the will typically be insufficient time to verify and consolidate this information into a single Attachment 07 and 08a.
If some trade subcontractor detail is needed for evaluation, please consider requiring that it be submitted only by the “apparent low bidder” as “pre-award information”, after initial proposals have been evaluated by the government.
| Please see attached revised Attachments 07, 08a, along with example. | 25-Sep-19 | 10-Oct-19 | ||
| 0024 | Attachment 01, Section L | 4.2.3.3 | SubFactor 3: Technical Execution of Sample Project (Requirements for Design Validation Report, List of Drawings and Bill of Quantities) | Please confirm that a Design Validation Report, List of Drawings & Bill of Quantities are required for a Design/Build project only. If so, and since the Sample Project does not require design services, these items would not be required for the execution of the Sample Project and therefore are not required for this proposal. |
If this is not the case, please clarify, and the following questions apply:
Re: the Bill of Quantities required in the task order proposal:
o Please confirm that a Bill of Quantities will only be required for a Design-Build task order.
o Will the Contractor be responsible for delivering only the proposed quantities in their Bill of Quantities?
o For Bid-Build projects, this requirement would significantly increase the cost of proposal preparation for and would significantly increase risk for the Prime Contractors by adding this extra “scope” document to each trade subcontractor’s proposal.

Most all items to be included in Volume I have numerous pages that cannot be reduced do to the nature of the documentation required. | Per Section L para 2.2, Table 1, Page limit for Volume 1 refers to a page limit only for the executive summary, referring to Section L para 3.1.2. The rest of the referenced Section L paragraphs are unlimited. | 28-Sep-19 | 10-Oct-19 | |
| 0046 | Attachment 01, Section L | 2.2.4 | Sec L 2.2.4 PAGE SIZE AND FORMAT: please confirm that size/formatting of documents in Volume 1 paragraphs 3.1.1, 3.1.3, 3.2.1, 3.2.2, 3.2.3, 3.2.4, 3.2.5, 3.2.6, and 3.2.7 are exempt from the requirements of Section L paragraph 2.2.4? Most all items to be included in Volume 1 contain formatting that is not in compliance and that is incompatible with the requirements of para. 2.2.4. (1442, SF30's, JV agreements, etc.). The only document in Volume 1 that can comply with the formatting requirements of para 2.2.4 is the Narrative Summary para 3.1.2. | This refers to contractor submissions. Any documentation that is prepared by the Offeror must comply with the page size and formatting requirements laid out in Section L, Paragraph 2.2.4. Forms that are to be filled out by the Contractor that may not meet this provision are exempt by their nature. Therefore, the SF 1442 and SF 30 are exempt, as the Contractor is not preparing the form, but filling it out. Anything provided by the Contractor that is not a fill in form that the Government requests the contractor complete must meet the requirements in Section L paragraph 2.2.4. | 28-Sep-19 | 10-Oct-19 | |
| 0047 | Attachment 01, Section L | 2.1.9 | Sec L para 2.1.9 instructs joint venture offerors to include a copy of their JV agreements with the proposal. Please confirm that those agreements are to be copied into Volume 1 at 3.2.7? | Yes, they may be copied into Volume 1 | 28-Sep-19 | 10-Oct-19 | |
| 0048 | Attachment 01, Section L | 2.1.9 | Sec L para 2.1.9 states that SBA must approve any JV agreements before contract award, but also states that no corrections or changes to the JV agreement is permitted after proposals are submitted for the MACC program. Please clarify - if a JV agreement is submitted to SBA prior to the MACC program due date, if after the bid is submitted (and before the MACC program is awarded), should SBA require changes to a JV agreement, that it is permissible to make necessary changes for successful acceptance by the SBA of the offeror's JV agreement for award of a MACC contract to the JV? | The intent of Section L para 2.1.9 is to have Joint Venture agreements prior to submission. Changes may risk elgibility of the offeror for award and are highly discouraged. | 28-Sep-19 | 10-Oct-19 | |
| 0049 | Attachment 01, Section L | 4.2 | Sec L para 4.2 outlines Volume II as if subfactor 1, 2, 3 and 4 is to be packaged in Volume 2. Sec L para 2.2 Table 1 indicates that each subfactor is a separate Paper Submission Binder and Electronic File. Is each subfactor of 4.2 to be a separate Paper Submission Binder and Electronic File, or, should all of Volume II be included in one consolidated Paper Submission Binder and one Electronic File? If Volume II is to be combined/consolidated so that all subfactors are included, please identify how to the offeror is to treat/submit subfactor 1, management approach, in regards to the required sanitized and non-sanitized version (see also RFI 001)? | Volume II should be included in one consolidated Paper Submission Binder and one Electronic File. | 28-Sep-19 | 10-Oct-19 | |
| 0050 | Attachmen t01, Section L | 4.2 | Sec L para 4.2 outlines Volume II as if subfactor 1, 2, 3 and 4 is to be packaged in Volume 2 with a total 35 page limit. Sec L para 2.2 Table 1 indicates that each subfactor is a separate Paper Submission Binder and Electronic File with varrying page limits (35pg for subfactor 1, 10pg for subfactor 2, no limit for subfactor 3, 4 and 5.) Please clarify the page limitation for the entire Volume II and then for each subfactor? | Sec L para 2.2 Table 1 states that each technical subfactor is included in Volume II. The page limitation for each technical subfactor is indicated for Volume II by each individual sub-factor that encompasses it, per Sec L para 2.2 Table 1 and Sec L para 4.2. As some sub-factors have varying page limitations, to include unlimited pages for Technical Execution of Sample Project, it would be impossible to define an overall Volume II page limitation. | 28-Sep-19 | 10-Oct-19 | |
| 0051 | Attachmen t01, Section L | 4.2.3.2 | Sec L para 4.2.3.2 requires 3 to 5 projects for prior experience, and requires the offeror to provide an Experience Overview Sheet, IAW Section J, Attachment 04 summarizing all example projects, and an Experience Information Sheet, IAW Section J, Attachment 05, for each project. The Experience Overview template is 1 page and the Experience Information Sheet template is 2 pages. If 5 projects are offered and all required templates are provided the section will be 11 pages in length. Sec L para 2.2 Table 1 places a 10 page limit on this section. Please advise, may the 10 page limit be increased to 11 pages to allow 5 projects? | The Experience Overview sheet, Section J Attachment 04 is a summary of each of the projects to be submitted. The Experience Information Sheet, Section J Attachment 05 details each of the projects listed on Attachment 04. The Page limitation as mentioned in Sec L para 2.2 Table 1 and Sec L 4.2 for SubFactor 2 will be updated to allow for an 11 page limitation. | 28-Sep-19 | 10-Oct-19 | |
| 0052 | Attachment 01, Section L And Attachment 02, Section M | Section L: 5.2.4 |
Section M: 2.1.3.5 Cost Estimate Breakdown Sec L para 5.2.4 states "if an Offeror places a zero amount in any cell, the Offeror must affirmatively state that fact and provide a rationale in the price volume". Section J Attachment 07 is a blank 3052. I infer from the statement in para 5.2.4 that there may have been an intent for the 3052 to be pre-populated with line items that require the offeror to input quantity and price values into cells. Even if pre-populated line item take-offs were input by the government, many cells would have zero values.
Q1 - Please comment on the governments expectations regarding cells and zero values?
Additionally, Section M Para 2.1.3.5.a and b indicates that a detailed line item estimate is required:
Q2 - is it required that each division (as indexed on page 100 and page 101 of "Atch_08_Sample_Project_18_September_2019_1-250.pdf") on the AF3052 be provided with an muli-line itemized estimate identifying all materials and labor that make up the proposal for each division (could be 100's of lines per division), or that simply one estimate line is to be provided for each division with lump sum material, labor and equipment identified? In other words, please clarify that an R.S. Means type estimate for the project is not requested and confirm that a single line per specification section is sufficient on the AF3052 to fulfill both the Volume 2 Section L Para 2.1.3.5 (redacted costs) and Volume 3 Section L Para 5.2.4 (non-redacted) proposal deliverable requirements?
| The attachment/3052 has been updated. Please see attachment 07, 08a, and example. | 28-Sep-19 | 10-Oct-19 | |||||
| 0053 | Attachment 01, Section L | Proposal Organization and Page Limits | Table 1: Proposal Organization and Page Limits states that Technical SubFactor 2: Prior Experience is limited to 10 pages. This SubFactor requires us to submit both Attachment 04 and Attachment 05 (for five projects). Since we are submitting five projects and Attachment 05 is two pages, that puts us at the 10-page limit. Would the government consider increasing the page limits for SubFactor 2: Prior Experience to 15 pages? | See RFI 0050 | 2-Oct-19 | 10-Oct-19 | |
| 0054 | Attachment 01, Section L | 2.1.2 | RFIs | Will you answer more questions after 27 September 2019 since the site visit is not until 2 October 2019 and we are sure to have questions after a site visit? | See Section 2.1.2. | 27-Sep-19 | 10-Oct-19 |
| 00055 | Attachment 05 | N/A | Experience Information Sheet | The definition of Prime Contractor states “A contractor that performed at least 20% of the work, and managed all other work for the project. “ Is it possible that you can modify the percentage to “at least 15%” for small businesses? | Yes, amended. | 27-Sep-19 | 10-Oct-19 |
| 0056 | Attachment 01, Section L and Attachment 06 | 3.2.4 and 4.2.3.4 | Bonding | Bonding – Under Volume 1 3.2.4 Bid Bond – It state we shall “submit a bond electronically”. Is this a separate document? Where do we submit it electronically, email? or just on the CD? Then on Volume II 4.2.3.4 Subfactor 4: Bonding – Use Section J, Attachment 6 which states we have to send to bonding company and then they send back to you (Michael) so this will be electronic. Do you want a paper copy of Attachment 6 to inserted in this section to show we sent it to our bonding company? | Section L 3.2.4 was modified, Bid bonds are not required for the sample project nor the duration of the MACC effort. Section L 4.2.3.4 instructs offerors to complete Section J Attachment 6. The offeror is required to complete the highlighted portions on Page 1 & 2, and send to the surety, who will return the Responsibility Questionairre to Ms. Jessica Shively as stated on Page 1. | 27-Sep-19 | 10-Oct-19 |
| 0057 | Attachment 01, Section L | 3.2.5 | Under Volume I 3.2.5 Financial Resources – submit income statement and balance sheet for previous 5 years. Our report from our accounting firm is a good 30 pages long. Will this be used against the 5 pages maximum for this section? The information asked for in Volume I exceeds 5 pages. (3.1.1 = 1 page; 3.1.2 = 1 page; 3.2.1 = 2 pages; 3.2.4 (electronic? See question 3); 3.2.5 letter from financial institution and bonding company = 2 pages [not including income statement and balance sheet]. That is 6 pages already. | See RFI 005. | 27-Sep-19 | 10-Oct-19 | |

You have only officially issued Amendment 1 dated 9/25/19 and 2 dated 10/1/19, correct? | All amendments have been officially issued. An SF 30 was only created on 25 September 2019 and 1 October 2019. The 25 September 2019 SF 30 encompasses amendments from 19 September 2019 and 25 September 2019. | 0059 | Attachment 01, Section L | 5.5 | Pricing | Please clarify what “additional cost information” is referring to in Section L 5.5. Is Section L 5.5 referring to Attachment 07-Construction Estimate Breakdown? | If necessary, additional cost information (certified cost or pricing data, or other than certified cost or pricing data) will be identified at the time it is requested. Attachment 07 is required for this solicitation and may be required for subsequent task orders. | 4-Oct-19 | 10-Oct-19 |

| 0075 | Attch 01 Sec L: 4.2.3.3 | SubFactor 3 Technical Execution of the SEED | Previous Government RFI 0009 response to the "safety plan" reference in Atch 01 Sec L Para 4.2.3.3.2 (now 4.2.3.3.1 per Sec L Amend 3) is not clear, both in the question and government answer. The reference to "safety plan" in 4.2.3.3 is specifically in regard and inclusive of the "schedule plan" deliverable description. We believe that the reference to "safety plan" is erroneous, and that the RFP author of Sec L Para 4.2.3.3 and Sec M para 2.1.3 intended for the "safety plan" verbiage to be "safety references within the project schedule as they relate to project construction activities", not as a requirement for a specific safety plan. | ||
| Q1: Please confirm that a safety plan IS NOT required and confirm that the narrative above is accurate? | Safety Plan is not required as part of the sample proposal, however effort to produce/submit should be included in cost estimate. | 4-Oct-19 | 10-Oct-19 | ||
| 0076 | Attch 01 Sec L: 4.2.3.1 | SubFactor 1 Management Approach | Previous Government RFI 0026 response regarding staffing resumes/qualifications for the SEED TO DIV 09 90 00 indicates that the information is not to be included in the MACC proposal, but will be required upon award. To note - the question WAS SPECIFIC to a painting specification requirement. In regards to the MACC program proposal - the only location where name and qualifications are identified as a deliverable requirement is at Atach 1 Sec L Para 4.2.3.1.1.a, where the QC plan requests names, qualifications and duties of each person assigned. |
Q1: What are the governments expectations for MACC offerors' proposals in regard to MACC Program Staffing?
Q2: Does the QC plan deliverable need to provide names and qualifications for the SEED, as a deliverable now, to fulfill Atach 1 Sec L Para 4.2.3.1.1.a?
Q3: If names and qualifications are required, are resumes also required?
| Q4: Do other MACC program positions need to be idenfied by name, qualification and resume (such as the CM, SSHO, Superintendents, etc.), as part of the MACC program proposal, or does that info only need to be provided after award of the MACC program contract? | Q1: Requirement is to provide a sample of a QC plan, not to provide a completely developed plan with names assigned to roles. The intent is to provide a organizational chart with lines of authority, not to have names assigned to those roles. Q2: Names are not required but qualifications are. Q3: Since names are not required, resumes are not required for the sample project. Q4: the positions need to be defined not the names. | 4-Oct-19 | 10-Oct-19 | |||||
| 0077 | Attch 01 Sec L: 2.1.10 | Teaming/Partnering | Previous Amend 3 RFI 029 question and answer was focused on design partner teaming agreements. We believe that both the question and answer was to clarify a circumstance encountered in the last MACC program that prevented contractors from proposing on task orders where their (the prime MACC contractor) had a teaming agreement in place with the RFP preparer, and that the question's reference back to Atch 01 Sec L 2.1.10 was misconstrued. From our overview of the previous MACC in comparrison to the new 2020-2025 program, teaming agreements at a tier subcontractor level is no longer desired. Teaming Agreements as it relates to Atch 01 Sec L Para 2.1.10 and to FAR 52.207-6 (referenced in government answer to RFI 0029) are in regard to prime contract offerors who intend to use qualifications of two or more firms to meet MACC program requirements. | |||||
| Q1: Please confirm that the government DOES NOT desire or require that MACC prime contract offerors enter into or provide teaming agreements to the government (for the MACC proposal) with subcontractors (including designers), unless the offeror intends to use specific subcontractors' resources to qualify for MACC program requirements (bonding, past performance, personnel, etc.). | Previous MACC and this MACC are two separate programs.
