Just a little confused on some of the information posted. Is there two different soliciattion numbers? In the Amendment 1 the plans have a solicitation number of FA8601-15-D-0007, are those correct? If you can please let me know.The amendment drawings for the sample project are correct.

The solicitation # you’re seeing is from the 100% design effort the government purchased and has provided to assist potential MACC awardees in proposing towards the sample project.

As mentioned in the summary of package changes 19 Sept 2019, the attachment file is provided to allow for 34x22 printing of the design drawings, which was found to be not possible after posting. These drawings are correct, and the attachment in the amendment contains pages 19-94 from the first package titled: Atch_08_Sample_Project_18_September_2019_1-250.pdf.

0003SolicitationN/AGeneralHow many task orders do you anticipate being solicited annually under this MACC?The current MACC program at WPAFB received an average of 13 solicitations for projects annually. The current MACC was established to cover projects from $1M-$5M.

The new MACC is expanding that intended range from $1M - $10M and at the time of the issuance of this solicitation, the Government is anticipating the amount and number of MACC task orders to grow over the next five years.

0004SolicitationN/AGeneralWhat is the minimum size for a task order under the MACC?In accordance with the clause 52.216-19 Ordering Limitations in the solicitation. The minimum order that will be placed under the MACC will be $2,500. This is to cover the guaranteed minimum for the establishment of the contract. The Government intends to utilize the MACC for requirements from $1 Million to $10 Million. However, the Government retains the right to issue solicitations to MACC awardees for requirements under $1 Million when the Government determines the use of the MACC to be in its best interest.24-Sep-191-Oct-19

0010Attachment 08N/ASample Project PlansNote 15 on drawing H-100 calls for treatment of ALL windows and door frame caulking as asbestos (unless testing proves it to be not asbestos). The plan shows the entire building while the sample project is concentrated on Areas A and B only. Shall we work on the entire building to remove and replace caulking for the windows and door frames or within work areas A & B exclusively?

- Can you please provide your intentions for this project.

Doors are only to be abated in the New Work Area, as defined in Sheets A-101 and A-102. Windows there is a requirement to abate all in the New Work Area as defined on sheets A-101 and A-102 and a provide a bid option to abate at windows throughout. See sheet A-601 for requirement and definition of new work areas and for base bid and option.

0011GeneralN/AN/AI have looked through attachments 01-10 along with the Solicitation and I’m still not finding what to bid on exactly? Or how we can be a chosen contractor. I’m not sure what exactly we should be bidding on? Or who would be making the decision for choosing the contractor.Instructions to Offerors and Evaluation factors are provided in Section L (attachment 01,) and Section M (attachment 02,) of the solicitation. This acquisition will utilize the Lowest Price Technically Acceptable (LPTA) source selection procedures in accordance with FAR 15.101-2 and 15.3 as supplemented by the DoD Source Selection Procedures referenced in DFARS 215.300 and the AFFARS Mandatory Procedures 5315.3 to make an integrated assessment for a best value award decision. The Government will select proposals with the lowest evaluated price from among those meeting the acceptability standards for non-price factors. Contract(s) may be awarded to Offerors who are deemed responsible in accordance with FAR 9.1, as supplemented, whose proposal conforms to the solicitation requirements (to include all stated terms, conditions, representations, certifications, and all other information required by Section L of this solicitation) and is judged based on the evaluation factors and subfactors to represent the lowest-priced technically-acceptable.

The Government intends to award up to 12 contracts; four (4) reserved for 8(a) and up to eight (8) small businesses as a result of this solicitation. The Government reserves the right to award fewer ID/IQ contracts than indicated in the range above, or to award no contracts at all, if the Source Selection Authority (SSA) determines it is in the Government’s best interest.

ThanksNothing has changed – Typically a wage determination is incorporated in the contract. We recognized it had not been included and so posted the wage determination that would be utilized, and that an SF 30 would be forthcoming to officially incorporate it into the contract. Many trade subcontractors will choose not to bid on task orders (especially smaller SOWs) because of the excessive effort required to bid, and the proprietary cost information this detail will reveal.

Trade subcontractor’s proposals are often received very close to the bid due date/time, and the will typically be insufficient time to verify and consolidate this information into a single Attachment 07 and 08a.

If some trade subcontractor detail is needed for evaluation, please consider requiring that it be submitted only by the “apparent low bidder” as “pre-award information”, after initial proposals have been evaluated by the government.

0024Attachment 01, Section L4.2.3.3SubFactor 3: Technical Execution of Sample Project (Requirements for Design Validation Report, List of Drawings and Bill of Quantities)Please confirm that a Design Validation Report, List of Drawings & Bill of Quantities are required for a Design/Build project only. If so, and since the Sample Project does not require design services, these items would not be required for the execution of the Sample Project and therefore are not required for this proposal.

If this is not the case, please clarify, and the following questions apply:

Re: the Bill of Quantities required in the task order proposal:

o Please confirm that a Bill of Quantities will only be required for a Design-Build task order.

o Will the Contractor be responsible for delivering only the proposed quantities in their Bill of Quantities?

o For Bid-Build projects, this requirement would significantly increase the cost of proposal preparation for and would significantly increase risk for the Prime Contractors by adding this extra “scope” document to each trade subcontractor’s proposal.

Bid-Bonds have been waived for the entirety of the contract IAW FAR 28.101-1(c), and will not be required for the contract duration. b. What is meant by “Offeror shall provide all required solicitation information for all parties…”? Please clarify what information is required for Teaming Partners other than the Teaming Agreement. There are no instructions in Section L regarding this information.

b. Paragraph 4.2.3.3 also instructs the Offeror to include a list of Drawings and Bill of Quantities identifying the paragraph and page numbers where they exist.
