Bomber Armament Tester Contract Data Requirements List (CDRL)
General Notes Dated March 3, 2016
1. These instructions apply to all CDRLs for the Bomber Armament Tester Program.
2. Refer to DoD 5010.12-M, Procedures for the Acquisition and Management of Technical Data (latest revision) for an explanation of DD Form 1423 (CDRL) Blocks.
3. A data item identified by a "/T" in CDRL Block 4 has been tailored by instructions in Block 16. If the data preparation instructions contained in CDRL Block 16 conflict with the instructions contained in DD Form 1664 (Data Item Description) Block 10, the DD Form 1664 instructions shall govern.
4. CDRL Block 9 (Dist Statement Required). Distribution Statements. When CDRL Block 16 (Remarks) does not fully elaborate Block 9 entries with a detailed Distribution Statement, the Contractor shall place one of the following Distribution Statements on the cover page of the document or data.
(1) For CDRLs with Block 9 entries of “D” the Contractor shall place the following on the data cover:
“DISTRIBUTION STATEMENT D. Distribution authorized to the Department of Defense and U.S. DoD Contractors only (fill in reason) (date of determination). Other requests shall be referred to (insert controlling DoD office).”
(2) The Contractor shall replace "(fill in reason)" with the reason listed on the CDRL. When the
CDRL does not list a reason, the Contractor shall replace "(fill in reason)" with "Administrative or Operational Use".
(3) The Contractor shall replace "(date of determination)" with the date shown on CDRL Block H
(date of CDRL preparation).
(4) The Contractor shall replace "(insert controlling DoD office)" with the full mailing address of the requiring office as identified by first entry in Block 14a. Should the first entry not contain a full address, contact the Procuring Contract Officer for the proper address.
(5) For CDRLs with Block 9 entries of “E” the Contractor shall place the following on the data cover:
“DISTRIBUTION STATEMENT E. Distribution authorized to DoD components only (fill in reason) (date of determination). Other requests shall be referred to (insert controlling DoD office).”
(6) The Contractor shall replace "(fill in reason)" with the reason listed on the CDRL. When the
CDRL does not list a reason, the Contractor shall replace "(fill in reason)" with "Administrative or Operational Use".
(7) The Contractor shall replace "(date of determination)" with the date shown on CDRL Block H
(date of CDRL preparation).
General Notes
(8) The Contractor shall replace "(insert controlling DoD office)" with the full mailing address of the requiring office as identified by first entry in Block 14a. Should the first entry not contain a full address, contact the Procuring Contract Officer for the proper address.
5. Additional Notices.
a. Unless otherwise specified, documents shall be written using the Microsoft Office product suite and /or Microsoft Project Tools.
b. In addition to the Distribution Statement, the Contractor shall add the following Export Control warning to the data cover when the Distribution Statement includes "Export Controlled" as a reason.
“WARNING - This document contains technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C., Sec 2751, et seq.) or the Export Administration Act of 1979 (Title 50, U.S.C., App. 2401 et seq.), as amended. Violations of these export laws are subject to severe criminal penalties. Disseminate in accordance with provisions of DoD Directive 5230.25.”
c. In addition to the Distribution Statement and Export Control warning (if applicable), the
Contractor shall add one of the following Destruction Notices to the data cover when Distribution Statements D or E is used.
{use the following Destruction Notice for unclassified data} "Destruction Notice: Destroy by any method that will prevent disclosure of contents or reconstruction of the document."
{use the following Destruction Notice for classified data} "Destruction Notice: Follow the procedures in DoD 5220.22-M, National Industrial Security Program Operating Manual, section II-19 or DoD 5200.1-R, Information Security Program Regulation, chapter IX."
6. The Contractor is not authorized to provide copies of data to activities that are not specifically identified in CDRL Block 6 (Requiring Office) or Block 14 (Distribution) without the approval of the Procuring Contracting Officer.
7. CDRL Block 14 (Distribution).
a. The Contractor shall provide E-Mail notification to the Procuring Contracting Officer and
Program Manager for all CDRL distributions.

b. Unless otherwise specified by the CDRL item, the Contractor shall deliver "Reg" copies via MS Office Suite product suite or Microsoft Project Tools. Two versions shall be submitted; one version shall be locked and signed and the second version shall be identical to the first but shall be unlocked and editable. Delivery shall be via CD-ROM or DVD, to the physical addresses identified in Block 14 of the CDRL.
c. Unless otherwise specified by the CDRL item, the Contractor shall deliver "Draft" copies via MS Office Suite product suite or Microsoft Project Tools. Two versions shall be submitted; one version shall be locked and signed and the second version shall be identical to the first but shall be unlocked and editable. Delivery shall be via CD-ROM or DVD, to the physical addresses identified in Block 14 of the CDRL.
d. All WN offices in Blokk 14 share the same share the same physical mailing address which is:

e. For classified CDRLs use only carriers authorized to ship documents at the applicable classification level. Inner envelope/box shall be marked with appropriate classification level.
