QUESTION ANSWER
1 PSI RFP Questions & Answers #2, FA823223R3000 Amendment 02, Page 2, #6
In the Government’s response to #6 in the Amendment 02 Q&A, the Government indicated that for the F-16 Security Classification Guide (SCG), “Offerors do not have sufficient need to know and access will not impact the ability to respond to the RFP with a compliant proposal.”
Our concern is that without the SCG and indication of how many / which parts on the Repair Table are classified, non-incumbent Offerors do not understand the levels and quantities required to appropriately price in security personnel and facilities to manage classified work. We respectfully request the Government provide a redacted SCG and add a column to the Repair Table that indicates classification level for each part assigned to this contract. Need to understand the extent of classified requirements to bid appropriately.
After consideration and discussion with Security specialists, the government’s response to Q&A #2 question 6 was incorrect.
The SCG is available to any offeror with access to Defense Technical Information Center
(DTIC).

Offerors are advised that they are to restrict access to the SCG that they receive only to those working the proposal and the SCG shall not be posted to a company website or shared with any personnel not working the project.

Please provide the Quality Assurance Surveillance Plan (Basic PWS 10.2) so that non-incumbent Offerors can understand and bid appropriately to address requirements for quality surveillance.
The Quality Assurance Surveillance Plan (QASP) is an internal government document not provided to offerors. Offerors shall follow the services summary for each PWS to know how they will address requirements for quality surveillance.
PSI Basic PWS paragraph 10.2 has been revised.

Since the Government has mandated 3% escalation for years 6-10 of the Fully Burdened Labor Rates, will the Government consider updated labor rates in year 6 to account for current market conditions?
The 2017-2033 IHS Global Insight wages haven’t historically fluctuated outside of 3% escalation yearly. The Government does not intend to update labor rates at year 6.

We respectfully request that the Government incorporate the clause FAR 52.216-4, Economic Price Adjustment – Labor and Material, into the IDIQ contract.
The USG is not amending the solicitation to incorporate this clause due to the mandated 3% escalation yearly as outlined in the solicitation.

Would the Government please confirm that all technical data required for performance of R&R, DMSMS and E&TS on this contract will be available to the awardee during contract execution? Will Offerors be required to obtain technical data from the platform OEM Lockheed Martin, or will the data be provided by the Government?
contract. If the data is not owned or maintained by the USG the awardee may need to request the data from the OEM/source.
If awardee is unable to obtain technical data needed from OEM/source that effort will not be completed under this contract.

Respectfully request the Government please provide the information as to who holds Material Review Board authority for any technical data / drawings / technical order changes that may be required as part of the execution of repairs or performance of DMSMS and Engineering task orders?
The Government holds authority to approve/disapprove technical data/drawings/technical order changes that may be required as part of execution of the PSI contract.

In the Q&A following release of the final RFP, the Government responded “DMSMS and E&TS efforts are expected to require their respective CLINs (6X00/7X00) depending on the requirement with the addition of the Material CLIN (3000) only when required to purchase material.”
Offerors are concerned the supplier portion of Viper Replenishment Spares orders will be considered as CLIN 3000 Material, impacting industry business case for pursuing this PSI effort. Can the Government confirm that Viper Replenishment Spares orders will be classified as FFP under CLIN 7000, including all supplier costs as fee-bearing?
The contract is meant to have the flexibility to execute the mission in a fair and reasonable manner. In order to benefit country, USG, and the contractor/awardee.
If it is a known effort with a known cost, it will potentially be FFP. If it is unknown then it will potentially be CRNF. With either of these options the CLIN 3000 Material line could be used in conjunction to fulfill the requirement.

Since the Government indicated that “the Administrative fee may be invoiced prior to repair completion”, would the Government consider adding FAR 52.232-32 Performance- Based Payments to the IDIQ contract?
The USG acquisition strategy never included any type of contract financing for the repairs, therefore FAR 52.232-32 will not be included in this solicitation.

To allow Offerors time to adjust proposals to account for Q&A responses, we respectfully request the Government provide a 2-week
USG concurs to allow a two week extension to Tuesday, 5 September.

10 Attachment 5 PSI Section L_24JUL23.PDF Section 1.2 For Volume II only and specifically for tables, can Offerors use the point size requirements stated for charts, graphs, diagrams, spreadsheets, etc?
USG concurs to allow tables to be 9 point font.
Section L has been amended to include Tables.
