1. GENERAL
1.1. This PWS defines the hybrid PSI Engineering and Technical Support (E&TS) effort required to support the F-16 Foreign Military Sales (FMS) Branch, Hill AFB, UT, weapon system acquisition and sustainment activities.
1.2. This Performance Work Statement (PWS) is supplemental to and must be used in conjunction with the Product Support Integrator (PSI) Basic PWS.
1.3. The purpose of this effort is to provide a means by which FMS Partner Nations may procure assets/supply, support, or resolution of F-16-related engineering and technical issues.
1.4. RFPs will be issued when E&TS requirements arise. Task/Delivery Orders (hereinafter referred to as Orders) will be issued after proposal receipt review and negotiation. Order period of performance with required completion dates will be stated in Order.
1.4.1. Contractor shall acknowledge receipt of RFP within five (5) business days.
Contractor shall respond to RFP within required timeline listed on the RFP.
1.4.2. When responding to the RFP, the contractor shall propose the number of hours needed to complete the requirement. The number of hours shall utilize the pre-negotiated labor rates established for the current ordering period.
1.5. Initial Transition/Phase-in: Contractor shall be prepared to receive RFPs for E&TS efforts no later than 30 calendar days after contract award.
2. SCOPE
2.1. The Contractor shall accomplish the necessary actions to satisfy the requirements of an E&TS Order awarded under the PSI contract. Orders may include, but are not limited to:
2.1.1. Engineering Services – Review, formalize and incorporate F-16 System Program Office (SPO) approved engineering and technical solutions. Efforts may include Sustaining Engineering efforts related to engineering efforts on systems, products, materials or materiels, required to resolve technical or supportability deficiencies revealed in operational service. Efforts could also include engineering studies, Contractor Field Teams, etc. not covered by other contracts.
2.1.2. Minor Modifications - Support in completing minor modification efforts such as:
development, testing, materiel/material purchasing and delivery, kit proofing, implementing Operational Deficiency Reports (DRs) as part of Minor Mods, Minor Operational Flight Profile (OFP) software updates and hardware mods to resolve DR, Diminishing Manufacturing Sources (DMS), Security and Safety related issues, and other requirements as needed may be acquired.
2.1.3. Replenishment Spares Procurement - Efforts may include purchase and delivery of replenishment spares not to exceed 10% of the total contract value. Systems and their subsystems may be ordered. Viper configuration Systems that can be purchased are:
Common Data Entry Electronics Unit (CDEEU) Modular Mission Computer (MMC-7000AH) Data Acquisition System (DAS) Advanced Data Transfer Cartridge (ADTC) Data Transfer Unit, Advanced (ADTU) Digital Video Recorder Nose Radome Center Pedestal Display (CPD) Improved Programmable Display Generator (iPDG) Gigabit Ethernet Switch (GES) CRIU (Common RIU – New) Interference Blanker, Advanced (AIBU) AESA Radar Advanced Identification Friend or Foe (AIFF) Secure Transfer and Recording Systems (StaRS)
2.1.4. Orders may require work to be performed CONUS (Continental United States) or OCONUS (Outside the Continental United States).
2.1.5. All associated efforts relating to the scope could be included in the order to include engineering, technical data, modeling, simulation, testing, designing, integrating, validating, installation, etc.
2.1.6. No Repair and Return shall be accomplished under this PWS.
3. TRAVEL
3.1. Travel may be required for Program Management Reviews (PMRs)/meetings at a mutually agreed upon location. Travel to support E&TS requirements for individual/cost sharing countries as required/requested shall be priced/funded on the applicable Order by those countries requesting/participating in those efforts. This could include such requirements like onsite engineering studies, kit proof support, etc. The USG and Contractor will make every effort to reduce the number of travel trips by combining reviews/meetings, and virtual/teleconferencing will be utilized to the maximum extent possible. The Contractor shall prepare the agenda, minutes, and action items from such meetings IAW CDRLs that are delineated in the applicable Orders.
3.2. Associated travel must be pre-approved by the F-16 FMS Program Office and priced as Cost Reimbursement No Fee (CRNF).
3.3. The Contractor shall submit a travel report at the completion of each trip (DI-MISC- 81943)
4. CONTRACT DATA REQUIREMENTS LIST (CDRL)
4.1. Standard CDRLs are identified on the Basic PSI PWS CDRL pick list. Any specific CDRLs shall be negotiated through individual PWS effort and all relevant CDRLs shall be attached to the order.
