Question Answer
1 In accordance with Solicitation
FA823223R3000_22JUN23.pdf, Section B, CLIN 3000 “Material”, reads, “Cost
Reimbursement – No Fee” and “Material will be approved and negotiated as needed based on individual delivery/task order requirements”.
Can the Government please clarify that the
Material CLIN 3000 only applies to the Repair
& Return PWS requirements (CLIN 5000) and not to material provided in connection with the
DMSMS and E&TS PWS requirements (CLIN
6X00 and CLIN 7X00).
If the Government intends on procuring all material on a cost reimbursement basis with no
Fee (CLIN 3000) on all program delivery/task order requirements including DMSMS and
E&TS (CLINs 6X00 and CLIN 7X00), we believe this will significantly impact the economic viability of this program for contractors and severely limit the competitive field.
We recommend CLIN 3000 be edited to specify applicability to only the Repair & Return PWS.
The Material CLIN 3000 only applies to the
DMSMS and E&TS PWS requirements (CLIN
6X00 and CLIN 7X00). All material purchase for Repair and Return will be included in the
R&R CLIN 3000.
DMSMS and E&TS efforts are expected to require their respective CLINs (6X00/7X00) depending on the requirement with the addition of the Material CLIN (3000) only when required to purchase material.
The Government does not see this as restricting the competitive field. All requirements would be covered under their respective and applicable
CLINs.
The Government welcomes more discussion on the concerns. How does industry see this as restricting competition?
2 Can the Government please provide additional details regarding the ~52% of contracting ceiling (as clarified by Q&A response #2 under PSI Draft RFP Q&A # 3, Clarifying Information)? In particular, what is the expected split between Material cost and
Labor hours on the anticipated material procurement values ($) associated with the
DMSMS (CLIN 6X00) and E&TS (CLIN
7X00) efforts so industry can better understand the anticipated requirements. Per
Section L, Section 2, Total Evaluated Price
(TE), Section L, Attachment 6, the
Government is only requesting FFP fully burdened labor rates for DMSMS and no submission of labor rates on E&TS.
Additionally, the Government has not provided any additional details on how the
Government intends to execute the nearly
52% (DMSMS and E&TS) requirements.
It would benefit industry if the government would provide additional details/information as this accounts for over half of the contract and if not clarified may impact competition.
52% of contract & additional details - As stated in the PSI Draft RFP Q&A #3 response
#2 the 52% is split between DMSMS 42% and
E&TS 10%. These percents are not split to indicate material cost on purpose as the specific requirements vary and are not known. The split would depend on the items being procured and their associated costs.
The specific anticipated work under DMSMS and E&TS are not defined as they vary and are dependent on country needs. Scope and anticipated requirements that can be included are outlined in the DMSMS and E&TS PWSs.
As stated in the PWSs each effort would have its own PWS and negotiated with the Labor
Rates established in the TEP.
Fully Burdened Labor Rates/TEP - The FFP fully burdened labor rates requested in the TEP are applicable to DMSMS AND E&TS.
The TEP workbook (Section L attachment 6, TEP tab) states Labor Rates are for CLINs
6000-7999. This includes all of DMSMS and
E&TS CLINS.
We recommend additional details be provided to clarify the DMSMS (CLIN 6X00) and
E&TS (CLIN 7X00) in the form of what the split of Material and Labor is across the ~52% contract value under the subject solicitation.
Section L, paragraph I.E.2 nor the entirety of the cost paragraph (I.E.) states its applicability to DMSMS or E&TS.
