Continuation of block 14. DESCRIPTION OF AMENDMENT/MODIFICATION
The purpose of this amendment is as follows:
1) Attachment 2, PSI R&R PWS dated 1 Mar 23 is hereby replaced with Attachment 2, PSI R&R PWS, dated 24 Jul 23. Changes are in blue text.
2) Attachment 5, PSI Section L dated 13 Jun 23 is hereby replaced with Attachment 5, PSI Section L dated 24 Jul 23. Changes are in blue text.
3) Attachment 6, PSI Section M dated 13 Jun 23 is hereby replaced with Attachment 6, PSI Section M dated 24 Jul 23. Changes are in blue text.

PART I - THE SCHEDULE
SECTION B
SUPPLIES OR SERVICES AND PRICES/COSTS
1. This document serves as written request for a complete proposal for a ten (10) year Indefinite Delivery/Indefinite Quantity (IDIQ) Product Support Integrator (PSI) contract that will consist of Repair and Return (R&R), Engineering and Technical Support Resolution (E&TS), and Diminishing Manufacturing Sources and Material Shortages (DMSMS) in accordance with (IAW) attached Performance Work Statements (PWS). Pricing being requested is outlined in the Section L Instructions, Conditions, and Notices to Offerors attachment.
2. Overall period of performance (PoP) shall not exceed one year after the last ordering period ends. Proposed labor rates shall be applicable to all Requests for Proposal (RFP) issued under the awarded PSI IDIQ. The Government will issue RFPs when requirements for E&TS and DMSMS arise. Orders for E&TS and DMSMS will be issued after proposal receipt, review, and negotiation on an as needed basis. Orders for R&R will be issued as requirements arise.
3. The contractor and any first-tier subcontractors shall provide a proposal validity date through 180 calendar days from the date for receipt of offers.
The estimated minimum quantity for this IDIQ contract is $1M.
The estimated maximum quantity for this IDIQ contract is $987M.

PART II - CONTRACT CLAUSES
SECTION I
CONTRACT CLAUSES
52.219-9 SMALL BUSINESS SUBCONTRACTING PLAN -- ALTERNATE I (NOV 2016)
(IAW FAR 19.708(b)(1))
As prescribed in 19.708(b)(1)(i), substitute the following paragraph (c)(1) for paragraph (c)(1) of the basic clause:
(c) (1) The apparent low bidder, upon request by the Contracting Officer, shall submit a subcontracting plan, where applicable, that separately addresses subcontracting with small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns. If the bidder is submitting an individual subcontracting plan, the plan must separately address subcontracting with small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns, with a separate part for the basic contract and separate parts for each option (if any). The plan shall be included in and made a part of the resultant contract. The subcontracting plan shall be submitted within the time specified by the Contracting Officer. Failure to submit the subcontracting plan shall make the bidder ineligible for the award of a contract.
