Universal Fuel Control Test Stand

Reference Performance Specification paragraph 3.6 facility – Please provide the facility amperage available for the chilled water system and approximate distance to connection from the existing pad location.
The process chiller is approximately 8 ft. from the building connection. 480 Vac, 100 A is available for the new process chiller. The existing process chiller is connected to a 30 A switch box.
Is the existing room classified as a hazardous area requiring compliance NEC explosion proof electrical construction? If so, what is the room classification?; what is the requirement for the equipment?
The existing room is not classified as a hazardous area requiring National Electrical Code (NEC) explosion proof electrical construction; however, the test fluid is MIL-PRF-7024 Type II which is flammable with a low flashpoint. Many manufacturers of MIL-PRF-7024 Type II recommend the use of explosion proof electrical/ventilating/and lighting equipment where contact with MIL-PRF-7024 Type II is possible to occur. Ultimately the Contractor shall evaluate the hazards of MIL-PRF-7024 Type II and ensure compliance with NEC requirements. The area of most concern will be the test chamber where nozzles/atomizers will be tested, as this will produce high levels of mist/vapor.
Because the safety of USAF personnel is of upmost importance, the Contractor's proposed approach to safety has been included in the evaluation criteria of Sections L&M of this contract.
Reference Performance Specification paragraph 5.11 –What additional flow will the relief valve be required to support? Paragraph 5.4 states the chiller should be sized for 150% of the max load of the three new test stands. Will the 3 new UFCATS’s be the only machines connected to the chiller system?
Please clarify.
During "Validation/Verification of first Test Stand and Central Workstation" and "Reliability testing of first Test Stand and Central Workstation" referenced in Table 9-1, the chiller will be connected to (3) of the existing Fuel Control test stands and (1) existing atomizer test stand along with the (1) new Universal Fuel Control Accessory Test Stand (in order to minimize impact to current production requirements).
This is what paragraph 5.11 refers to when it mentions "five (5) loads". Once this period of testing is complete and the rest of the old stands are removed and replaced with the second and third new test stands, they will be the only test stands connected to the chiller. However future use of the chiller may be needed, hence the 150% requirement of the max load of the three new stands.
The relief/bypass valve shall maintain acceptable operating pressure regardless of how many of the test stands are running.
Reference CDRL A003 and A009; Please clarify why there are two CDRLs for the same deliverable?
CDRL A003 states operation & maintenance manual requirements while CDRL A009 states Calibration manual requirements. These CDRLs can be met by providing two separate manuals, or by providing 1 manual that fulfils the requirements of both CDRL's.
Please confirm if equipment to perform dielectric strength and insulation resistance tests are required to be included in the test stand core capabilities or as loose instruments?
The contractor is NOT responsible for providing dielectric strength and insulation resistance test capability as the AF already conducts these tests with standard tools and equipment.
F-15 Pump Break-In/Capacity Test - Test Adapters 291824-1 and 102187-53-6 are identified as GFI in appendix B of the PS. As other UUT adapters are not identified as GFI, please confirm this particular adapter is included as GFI?
P/N 102187-53-6 is an alternative adapter to P/N 291824-1. The Government will provide either 102187-53-6 or 291824-1 to the contractor as GFI.
Reference C-17 Fuel control Test Instruction - Assumption is adjusting tool TE0000246 in table 3.1 of the test instructions (not listed in appendix B GFI) is to be provided as GFI as it is not required to interface to the test stand.
The contractor will be provided pre-adjusted units under test. The intention is not to provide adjustment tools as GFI, nor have the contractor perform adjustments to the units under test. If a special circumstance arises, the AF may consider loaning an adjustment tool on a short term basis.
There are a number of items called out in the test instruction such as adjusting tools, ultrasonic cleaners, multi meters for resistance measurements that are not called out in appendix B. Will the government require these types of loose items needed for test that are not integrated into the test stand?
The Contractor is not responsible for providing common shop tools/equipment such as multimeter, resistance testers, ultrasonic cleaners. See answer to #7 regarding adjustment tools.
Can you please provide a 2 week extension on the due date of the solicitation? As this is a multi-quantity procurement we have asked for pricing on all items and we are still waiting for those prices to come in so that we can provide the best possible price to the government.
Extension was given. The required response date/time has changed from 02-Aug-2015 04:00 PM to 14- Aug-2015 04:00 PM.
Submission requirements state both paper and electronic requirements. Are bid submissions acceptable via email only?
The government is no longer requiring paper copies. Electronic copies received by the response date are acceptable.
