STATEMENT OF WORK (SOW)

FOR

GROUND BASED STRATEGIC DETERRENT (GBSD)

TEMPORARY FACILITY

1. SCOPE:

This Statement of Work (SOW) defines the requirements to procure a single story, pre-fabricated temporary office facility, not to exceed 24,530 square feet, for 204 personnel;

perform all required site preparation (earthwork, foundations, exterior utilities, sidewalks, facility area lighting, parking lots, parking lot lighting, access roads, etc.); to assemble and install the portable facilities at Hill Air Force Base, Utah; procure and install all system furniture, chairs and cubicles.

1.1. BACKGROUND:

The temporary facility will provide sufficient office space on Hill Air Force Base (AFB), Utah for 204 GBSD employees until a permanent facility becomes available in 2022.

The Government seeks to purchase a moveable, salvageable, relocatable building with the intent to redistribute, sell, or dispose-of the temporary facility at the conclusion of its intended purpose.

3. REQUIREMENTS:

3.1. GENERAL:

3.1.1. The Contractor shall be held solely responsible for requirements defined in this SOW.

3.1.2. When work is being performed on Hill AFB, a sole point of contact shall be identified for the entire duration of the contract.

3.1.3. The contractor shall construct the building in accordance with the Americans Disability

Act (ADA) Section 35.151(a), to be readily accessible to and usable by individuals with disabilities.

3.1.4. The Contractor shall ensure that insulation and structural support requirements are maintained across any facility module joints, and to provide smooth uninterrupted subsurface flooring to prevent a tripping hazard.

3.1.5. The Contractor shall incorporate the following design criteria in order of precedence as applicable when producing the drawing and specifications:

3.1.5.1. Base Civil Engineering Requirements (Attachment 1C)

3.1.5.2. DoDM 5200.01-V3, DoD Information Security Manual: Protection of Classified

Information

3.1.5.3. 2018 International Building Code (IBC), International Plumbing Code (IPC), International Mechanical Code (IMC)

3.1.5.4. 2017 National Electric Code (NEC)

3.1.5.5. The Contractor is responsible for providing all personnel, supplies, and logistics for the completion of this project. The Contractor shall perform the required work in accordance with all industry standards and regulations.

3.1.5.5.1. Intentionally left blank.

3.1.5.6. All required site preparation, which includes but not limited to earthwork, foundations, exterior utilities, sidewalks, facility area lighting, parking lots, parking lot lighting, access roads, etc., shall be performed by the Contractor.

3.1.5.7. An old antenna is currently buried directly under the site for the temporary facility and parking lot. This antenna is no longer in use, and is not intended to be reused. The contractor may (at their discretion) remove it, work around it, or cut through it, as necessary to support this project. Reference Attachment 1M for location and description of the antenna.

3.1.5.8. The Contractor shall be responsible to procure and install system furniture and chairs for the entire facility under the scope of this contract, to include: breakroom, conference rooms, video teleconference room, computer lab, and work areas.

3.1.5.9. The contract shall use the established Air Force furniture program for the purchase of all Systems and Modular Furniture products, Filing and Storage products, Office

Seating products, Executive Office & Conference Room Furniture products, as well as the associated services. Under this AF program, the contractor should obtain a competitive quote to the maximum extent practicable. Point of contact information for both the vendors, as well as the AF furniture program office, is listed in

Attachment 1F.

3.2. MODULAR FACILITY REQUIREMENTS:

3.2.1. Detailed facility and office work area requirements are defined in Attachment 1A.

3.2.2. The Contractor shall deliver the 100% final design solution, which represents a complete package with all design disciplines. All submissions shall follow USACE A/E/C CAD

Standard, Release 6.0. The final design package shall include the final furniture design and lay-out within 45 days after contract award (Design CDRL A028).

3.2.2.1. The contractor shall support a final design review with the program team at Hill Air

Force Base, not later than 15 days after submission of the final design package.

3.2.3. The pre-fabricated modular office facility shall be factory-manufactured off-site and delivered to the specified location identified in the Attachment 1L, site map. Once assembled/complete, the main entrance of the facility shall face south.

3.2.4. Modular facility shall be constructed to ICD/ICS 705 standards as defined in Attachment

1E. All appropriate walls shall be constructed with “Wall A” Standard Acoustic wall construction and meet Sound Group 4 – Sound Transmission Class (STC) 50 or better

(Ref ICD/ICS 705, Ch. 9.B).

3.2.5. The skirting around the exterior of the building shall be constructed of breeze-block or decorative-face block, to provide ICD/ICS 705 protection to the crawl space under the building.

3.2.6. The contractor shall install a ramp from the sidewalk to the main entrance landing, in accordance with the ADA requirements.

3.2.7. The contractor shall install an awning to provide cover from the elements over the main entrance and ADA access ramp.

3.2.8. All emergency exits shall conform to OSHA Standards 29 CFR, 1910.36 and ADA requirements.

3.2.9. Interior finishes:

3.2.9.1. All wall assemblies shall be finished and painted, pre-laminated, or coated from true floor to true ceiling to include common area walls. Wall colors shall be neutral, such as egg shell with mat finish.

3.2.9.2. Floor finishing shall be carpeted IAW Attachment 1C, para 4.3.1.

3.2.9.3. Ceiling height shall not be less than 8’ (true floor to true ceiling). The contractor shall install a hung-ceiling (or drop-ceiling) to hide utilities, HVAC, wiring etc. However, the contractor shall ensure the integrity of walls and ceilings do not compromise

ICD/ICS 705 construction standards as described in Attachment 1E, Chapter 3, Section D.

3.2.9.4. Wall construction shall be able to withstand the excessive weight of the required

ICD/ICS 705 standards for exterior/interior doors, and shall install panic bars to meet base standards (Ref. Attachment 1C, para. 14.13.2).

3.2.9.5. Several work areas will accommodate multiple security containers (i.e., 5 drawer safes, 18” x 28” base, and weigh up to 1,000 lbs. per safe when loaded). Therefore, floors in these areas shall be constructed for high floor loading capacity, where appropriate. See Attachment 1A for planned safe locations.

3.2.9.6. The desk size and style for employee cubes shall be monolithic panel, 6'x6' staff cube

(efficiency), w/ power to all panels. Supervisor’s office shall be a stackable panel, 8'x10' manager cube, with power on all panels, and with office height panels (76"-

81") with door. Each supervisor’s office shall be furnished with freestanding "U" shaped desk, with 24" wide storage tower with shelves. All chairs shall be black, swivel/tilt Mesh Mid-Back Task Chair, with Fixed Cantilevered Arms.

3.2.10. All exteriors shall be painted using Federal Paint number 30099, Dakota Brown; or

23617, Greystone, as required in Federal Standard 595B, Colors Used in government

Procurement. No building shall have more than one color trim unless allowed by the

Architectural Compatibility Officer. Factory pre-finished siding and roofing can match the manufacturer’s standard, available color selection as longs as the color matches the above colors as closely as possible. All selections are subject to the approval of the Base

Architectural Compatibility Officer. (Reference Attachment 1C, para. 4.1.2)

3.2.11. Facility shall have water management mitigations that satisfy National Pollution

Discharge Elimination System (NPDES) permitting requirements at Hill AFB.

3.2.12. Secured interior or exterior access to the mechanical room shall be provided to allow 24-hour access. Locking door knobs shall be utilized with ASSA V-80600IC-626 Key:

V10595 to match the 75 CE Master Key System.

3.2.13. Each Data cable shall be dedicated to one device or outlet only, per specifications in

Attachment 1D.

3.2.14. The Contractor shall use Yale Hardware Large IC Format hardware (NO

SUBSTITUTIONS), ASSA V-80600IC-626, Key: V10595. Cores are to be supplied to the Government Program Manager when available. Hardware shall also meet the requirements of ICD/ICS 705 Door Criteria. CDX-10 locks are only for interior use where required, these shall not be used for exterior doors.

3.2.15. The Intrusion Detection System (IDS) shall include sufficient levels of protections as per

Regulations noted in Attachment 1C - Base Civil Engineering Requirements, para. 14.12.

The alarm system must be compatible with the existing base alarm system. The alarm system shall have an emergency power source and sensors installed by the contractor.

The authorized IDS system for Hill AFB is a Honeywell/Vindicator V5 w/TDEA. All connections must be completed by a Honeywell/Vindicator certified installer prior to the final survey per Attachment 1C, para 14.12.3.

3.2.16. The Contractor shall include at least one (1) ceiling mounted blue light, with “line of sight” to all cubicles and work areas. Lights shall be tied to switches at the “inside” entrance to each ICD/ICS 705 defined work area, as defined in Attachment 1A. These are necessary to indicate a visitor is in the work area.

3.2.17. Intentionally left blank.

3.2.18. SITE REQUIREMENTS:

3.2.18.1. The Contractor shall supply site preparation requirements (Site Prep CDRL A112) which conform to the Attachment 1C - Base Civil Engineering Requirements.

3.2.18.2. The Contractor shall perform all site preparation activities necessary to install the temporary facility including earthwork, grading, foundation, footing placement, utility connections, facility area lighting, parking lot, parking lot lighting, and access road construction.

3.2.18.3. The Contractor shall include an access road around the perimeter of the building for access by Fire Department vehicles and emergency personnel,

3.2.18.4. The Contractor shall install sufficient parking for up to 200 vehicles, while providing sufficient access for ADA and Handicap personnel. All parking shall be constructed with an asphalt surface. Refer to Attachment 1C - Base Civil Engineering

Requirements, for additional requirements/considerations for installation of a new parking lot on Hill Air Force Base.

3.2.18.5. The contractor shall install poured concrete sidewalks to provide access to the main facility entrance, as well as from all emergency exit doors to the parking area.

Sidewalks shall conform to ADA standards. All stairs and ramp shall be placed on a solid concrete pad not masonry pavers.

3.2.18.6. The Contractor shall be responsible for scheduling and coordination of water, sewer, and electrical/power utility design, construction, outages and hook-up with the appropriate private utility companies.

3.2.18.7. The contractor shall meet the facility communication fiber interconnect requirements defined in Attachment 1N – AFNWC Comm Reqs (CSOIM).

3.2.18.8. The Contractor shall supply any temporary equipment or work needed to keep operations functioning with respect to utility interruptions. Roads and parking area must be kept operational except for short durations and then only one lane closure is acceptable during normal business hours. Any damage to Government property is the responsibility of the Contractor to repair including the grounds, roadways, curbs, and sidewalks. Contractor must comply with base safety and construction policies and with all state and federal safety requirements, laws, and regulations.

3.2.19. STORAGE:

3.2.19.1. The Contractor shall confine all operations (including storage of materials) on

Government premises to areas authorized or approved by the Government Program

Team. The Contractor shall hold and save the Government, its officers and agents, free and harmless from liability of any nature occasioned by the Contractor’s performance.

3.2.19.2. Temporary buildings (e.g., trailers, storage, sheds, shops, offices, etc.) are not permitted unless approved in advance by the Government Program Team and shall be built with labor and materials furnished by the Contractor without expense to the

Government. The temporary buildings and utilities shall remain the property of the

Contractor and shall be removed by the Contractor at its expense upon completion of the work.

3.2.19.3. The Contractor shall, approved by the CO, use only established roadways. When materials are transported in prosecuting the work, vehicles shall not be loaded beyond the loading capacity recommended by the manufacturer of the vehicle or prescribed by any Federal, State, or local law or regulation. When it is necessary to cross curbs or sidewalks, the Contractor shall protect them from damage. The Contractor shall repair or pay for the repair of any damaged curbs, sidewalks, or roads.

3.2.19.4. The Contractor shall store materials so as to avoid hindering the work of other

Contractors and to avoid damage or soiling of materials. All materials and equipment shall be stored and handled to preclude the inclusion of foreign matter and damage by water or breakage. Store packaged materials in original containers until ready for use.

Materials showing evidence of water or other damage shall be rejected and removed from the Base. All materials shall be stored as recommended by the manufacturer, unless specifically noted otherwise in the contract documents.

3.2.20. INSTALLATION REQUIREMENTS:

3.2.20.1. Ensure that all Contractor and subcontractor personnel proposed to work on the premises of Hill AFB under this contract are U.S. Citizens or Naturalized Citizens and must be eligible to work on the premises.

3.2.20.2. Intentionally left blank.

3.2.20.3. Once on-site activity begins, the Contractor shall plan for a weekly progress and scheduling meetings with Program Engineer and Contracting Officer.

3.2.20.4. The Contractor will be allowed the use of electrical and water utilities at no cost to the Contractor while performing work under this contract. Connection to utilities will be the responsibility of the Contractor, subject to review and approval by the

Government.

3.2.20.5. The Contractor shall be responsible for providing onsite toilet facilities for use by

Contractor personnel.

3.2.21. SAFETY REQUIREMENTS:

3.2.21.1. The Contractor shall provide protection to Government property to prevent damage during the period of time the property is under the control or in possession of the

Contractor.

3.2.21.2. The Contractor shall record and report promptly (within one hour) to the Contracting

Officer (CO), all available facts relating to each instance of damage to Government property or injury to either Contractor or Government personnel.

3.2.21.3. In the event of an accident/mishap, the Contractor shall take reasonable and prudent action to establish control of the accident/mishap scene, prevent further damage to persons or property, and preserve evidence until released by the accident/mishap investigation authority through the CO. If directed by the CO, the contractor shall submit an accident safety mishap report within 3 business days. (Accident-Safety-

Mishap Report CDRL A071).

3.2.21.4. If the Government elects to conduct an investigation of the accident/mishap, the

Contractor shall cooperate fully and assist Government personnel in the conduct of investigation until the investigation is completed.

3.2.21.5. The Contractor shall provide and maintain work environments and procedures which:

3.2.21.5.1. Safeguard the public and Government personnel, property, materials, supplies, and equipment exposed to Contractor operations and activities.

3.2.21.5.2. Avoid interruptions of Government operations and delays in project completion dates.

3.2.21.5.3. Comply with all pertinent provisions of the latest version of the U.S. Army Corps of

Engineers Safety and Health Requirements Manual, EM 385-1-1, in effect on the date of the solicitation.

3.2.21.5.4. Comply with standards issued by the Secretary of Labor at 29 CFR Part 1926 and 29

CFR Part 1910.

3.2.21.6. If the CO becomes aware of any noncompliance with these requirements, or any condition which poses a serious or imminent danger to the health or safety of

Contractor personnel, public, or Government personnel, the CO shall notify the

Contractor orally, with written confirmation, and request immediate initiation of corrective action. This notice, when delivered to the Contractor or the Contractor’s representative at the work site, shall be deemed sufficient notice of the noncompliance and that corrective action is required. After receiving the notice, the

Contractor shall immediately take corrective action. If the Contractor fails or refuses to promptly take corrective action, the CO may issue an order stopping all or part of the work until satisfactory corrective action has been taken. The Contractor shall not be entitled to any equitable adjustment of the contract price or extension of the performance schedule on any stop work order so issued on this basis.

3.2.21.7. When combustible materials stored on the site shall be stored in OSHA approved combustible materials locker at least 50 feet (15 meters) from all buildings unless otherwise specifically indicated by the Government Program Team.

3.2.22. WEATHER PRECAUTIONS: The Contractor shall ensure weather sensitive materials are placed within the conditions recommended by the material supplier.

3.2.23. PROTECTION OF EXISTING GOVERNMENT PROPERTY AND EXISTING

WORK:

3.2.23.1. The Contractor shall conduct all operations in such a manner as to prevent injury or damage to Government property and any portions of the existing work which are to remain. This requirement is not limited to just the project site but includes landscaping, curbs, pavements, and utilities adjacent to the site as well as along the routes to and from the site. The Contractor shall request clarification from the CO before beginning work where ambiguity exists.

3.2.23.2. The Contractor shall make repairs to or replace portions of existing facilities and environment damaged or unduly altered during construction operations to match existing or adjoining facilities and environment, as approved by the Government

Program Team. At the completion of operations, existing facilities and environment shall be in a condition equal to or better than that which existed before new work started.

3.2.23.3. In the event the Contractor fails or refuses to make satisfactory repairs or replacements to property damaged by the Contractor under this contract the

Government will have the repairs made at the expense of the Contractor.

3.2.24. PERMITS:

3.2.24.1. Utility Outage Requests. The Contractor shall notify the Government Program Team in advance of anticipated utility outages, closures of parking lots and pedestrian walkways. Work shall be scheduled to hold outages to a minimum. Utility outages and connections required during the prosecution of work affecting existing systems shall be arranged at the convenience of the Government and shall be scheduled on weekends unless otherwise approved by the Government Program Team. The

Contractor shall not be entitled to additional payment for utility outages and connections required to be performed outside regular work hours. All utility outages shall be of as short of duration as possible and schedule as far in advance as possible but in no case less than 24 calendar days prior to the outage or closure. Schedule with the Government Program Team. The Contractor shall obtain in writing from the

Government Program Team a statement or schedule giving the permissible times for the outage or closure for particular installations and the maximum time allowed for such outage or closure. Permits shall be posted at a conspicuous location in the construction area.

3.2.24.2. Utility Connection Requests. Utility connections required during the prosecution of work affecting existing systems regardless of necessity for a utility outage shall be arranged at the convenience of the Government and shall be scheduled on weekends unless otherwise approved by the CO. All newly installed underground utilities shall include tracer wire and marking strip and be surveyed by HAFB before the utilities are buried. The Contractor will provide at least a seven (7) day advance notice of utility connections when an outage is not required.

3.2.24.3. Burn Permits. OPEN BURNING OF ANY SORT IS STRICTLY PROHIBITED.

3.2.24.4. Welding, Cutting, and Brazing Permits. An Air Force Form 592 is required daily for all welding, cutting, brazing, soldering and similar hot work. The form shall be properly filled out and displayed while all hot work is underway. The Contractor will be required to attend a welding, cutting, and brazing certification class prior to construction startup; contact the Base Fire Department for details.

3.2.24.5. The Contractor should expect and accommodate the inspections of modular units at the manufacturing location by Government officials prior to shipment.

3.2.25. CONTRACTOR BASE CREDENTIALS:

3.2.25.1. The Contractor shall complete and submit, to the Government, the necessary forms to be issued base access through the Defense Biometric Identification System (DBIDS) for each employee requiring access to Hill AFB through the Period of Performance.

3.2.25.2. During performance of the contract and at the termination or completion of the contract, the Contractor shall be responsible for prompt return of credentials for any employee who no longer requires access to the work site. Lost badges shall be reported to the Contracting Officer within one working day of loss.

3.2.25.3. The Government, at the sole discretion of a Government authority, may immediately remove from or deny access of any Contractor employee to any Government property, facility, and installation if that authority determines such action is necessary to protect or preserve Government property, safety and security, or to maintain good order and discipline.

3.2.26. GOVERNMENT FURNISHED EQUIPMENT / PROPERTY / MATERIAL

(GFE/GFP/GFM):

3.2.26.1. The Government will provide an appropriately sized plot of land on Hill AFB to support installation of the temporary facility, and construction of parking and access road(s).

3.2.27. MISSION ESSENTIAL STATEMENT:

3.2.27.1. In accordance with DoDI 3020.37, Continuation of Essential DoD Services During

Crisis, the Functional Direction determined that this effort is not considered mission critical and will not continue in the event of a crisis.
