One of the requirements was to have 100 people accommodated in the secured area. Could we consider splitting that up to allow the configuration to sit better on the site?
Reference Attachment 1A, the Office Space Area
#1 is to be sufficient for 100 personnel.
Understanding that we would need to meet frost line requirements, could an upgrade for the foundation be required to provide flexibility on blocking location on the building?
Reference Attachment 1C (para. 3.7.3), the frost line requirement will dictate the footing/foundation requirement.
Please provide specifications for the interior and exterior finishes.
Reference Attachment 1C, para. 4.1.2 for exterior finishes. Interior finishes shall be painted, pre‐ laminated, or coated wallboard, carpeted flooring, and hung‐ceiling (Ref SOW, para 3.2.6.)
with final color to be determined after contract award.
Is skirting required and if so, do you have a requirement for the material?
A breeze block or decorative‐face block shall be used as skirting around the exterior footings of the building (Ref. SOW, para. 3.2.5)
5 What is the classification of this building?

Will a TEMPEST rating be required? If so to what level is the equipment distance, set back etc.? No TEMPEST rating is required.
Have you been in contact with DIA yet to verify if they have any additional tempest requirements? No TEMPEST rating is required.
Does the building require any additional physical protection such as FEBR (Forced Entry/Ballistic Resistant)? No.
Please confirm the STC rating requirement for the building and rooms?
This requirement is defined in the Statement of
Work, para. 3.2.3, as Sound Group 4 ‐ STC 50 or better.
Has the government established a budget range for the project? If so, please provide.
The Government has a cost estimate, but it will not be provided with the RFP.
11 Does this job require Union labor? Prevailing wage?
This job does not require organized labor.
Prevailing wage rates for the Incidental construction and preparation for Temporary
Facility 2728 site and utilities, CLIN 0002, must be paid in accordance with the Construction Wage
Rate Requirements Statute, formerly known as the Davis Bacon Act.
Is it anticipated that Radio Frequency Shielding will be required? No.
Does Hill AFB have a SCIF expert and or resource person on base?
A successful offeror must be familiar with
Intelligence Community Directive (ICD) 705 –
Sensitive Compartmented Information Facilities and Intelligence Community Standard (ICS) 705‐1
– Physical and Technical Standards for Sensitive
Compartmented Information Facilities.
Government security personnel will participate in periodic reviews of the Contractor's work on an infrequent and unannounced basis, and at as part of the accreditation processes at the conclusion of the Contract. Government personnel will not serve as advisors to the
Contractor as part of the performance of this effort.
What type wall constructions are you looking for to comply with the ICD/ICS 705, Wall type A, B, or C?

16 Does this project require to have emergency power?
Reference Statement of Work para 3.2.9., only the alarm system will require emergency power.
Is the entire building to be a SCIF or is there a small section of the building to meet the SCIF requirements?
Construction standards for each room are defined in the Attachment 1A.
The instructions to offerors ask for a 60% design be included with the proposal, typically floor plans and elevations are included with modular building proposals. Please clarify what the intent for the 60% design is and what will be expected with the solicitation response. (I.E. MEP, Structural, etc.)

The Offeror shall provide a 60% interim design solution, which represents a complete package with all design disciplines for the entire project, as defined in UFGS Section 01 33 16.00 10. The interim design shall demonstrate the offeror’s ability to identify, understand, and integrate temporary facility manufacturing, security, and safety standards in accordance with the following attachments:

19 Recommend Specify Ceiling Height of 8’‐Standard Industry
Concur. Attachment 1A updated to state ceiling height shall not be less than 8' floor to ceiling.
Attachment A ‐ Hinged Floor Crawl Space‐Keep in mind there is only 30” from bottom of finished floor to the ground. This is understood by the Government.

The desk size and style for employee cubes shall be monolithic panel, 6'x6' staff cube (efficiency), w/ power to all panels. Supervisors office shall be a stackable panel, 8'x10' manager cube, with power on all panels, and with office height panels (76"‐81") with door. Each supervisors office shall be furnished with freestanding "U" shaped desk, with 24" wide storage tower with shelves. All chairs shall be black, swivel/tilt Mesh

22 Who is the Hill Air Force Base Access Control Provider?
This requirement is defined in Attachment 1C for
1) Intrusion Detection System (IDS) ‐ para. 14.12.
and 2) Access Control System (ACS) ‐ para.

23 Attachment D ‐ Specify who will install sensors
If you are talking about the IDS…the contractor installs the sensors. (Ref Attachment 1C, para
4.12 and 4.13.)
Attachment H ‐ Pg. 14‐1.15 Storage‐In our Industry Day meeting there was a concern on where to stage the buildings during installation. It appeared that the area that was designated was a dirt area that has the potential during a rainy season to become muddy. If possible, please specify a staging area that would be better suited.
Hill is unable to provide any property for staging or storage, outside of what is available on the
Temp Facility site and parking lot.
25 Does this entire structure needs to be built as a "SCIF"?
Room construction standards are defined in
Attachment 1A.
Does the Air Force indent to put dimensions on the sample drawing that was released a few months back?
No. The Government does not intend to provide dimensions. Any sample drawings previously provided are for informational purposes only.
Please ensure the space is allocated according to the specifications provided.
Are you able to give me the overall footprint of the modular of the property? Reference Attachments 1L and 1M.
