Bldg. 401 Attachment 1: Additional Requirements-Revision 2 (All changes highlighted)

Attachment 1: “Additional Requirements” is to be used in conjunction with the Requirements Document, photos, electrical drawings and the open discussion from site visit.

GENERAL PROJECT SCOPE

The government’s intent is to award a single contract to install UPS equipment at Schriever AFB, CO Bldg. 401. The units to be replaced are Eaton 9315 model UPS SN: ER225ZXX02 (A1), ER115ZXX02 (A2), ER115ZXX04 (B1), ER121ZXX01 (B2) . The new system/equipment shall be configured to an “A” and “B” configuration with automatic tie between the “A” and “B” Side. True N+1 UPS redundancy required on both the “A” and “B” side. (Inherent redundancy not accepted)

All equipment shall be new and installed as per manufacture recommended guidelines and specifications for the intended use and application. Existing wiring may be utilized if deemed by the vendor’s electrical engineer and/or electrician as salvageable and are appropriate for the application.

All work performed and materials provided shall conform to NFPA 70, National Electric Code (NEC), Uniform Building Code (UBC), and applicable federal, state, and local codes, latest editions.

Unless a written agreement is arranged prior to start of a project, these rules apply. UPS startup shall commence no more than eight hours after installation. In a multiple building project, UPS installation shall be completed (installed, started up, and supporting critical load) in one building before moving to another. In a multi system within a building, one system shall be completed before commencing any work on another system.

UPS Installs: Provide PCCIE with a detailed UPS OEM start-up report identifying the UPS Serial Number and start-up date

Base Civil Engineering Requirements

• Coordination of work, scope of work and dates for Schriever AFB Fire Department notification and fire alarm/suppression disable request submitted to site POC.

• Vendor shall provide and submit to Schriever AFB Civil Engineering the Method of Procedure (MOP) for submittal to the Outage Utility Board for CE notification and permission of power outage.

• Schriever AFB Civil Engineering Hot work Permit and/or Digging Permit shall be needed (if applicable—coordinate directly with site POC.

• *NOTE: No work shall be started prior to receiving confirmation of a 505 SW Form 21 utility outage request. Method of Procedure (MOP) of winning vendor shall be submitted to Shriever AFB 505 SW in conjunction with Form 21 submittal. (Vendors shall work entire duration of power outage. Multiple shifts of workers may be necessary. Power outages and power transfers shall be scheduled and completed during the evening or weekend.)

High lift crane Requirements.

• There are no steps or freight elevator at this site with entry into the basement and UPS room.

Vendor shall hoist equipment through removal grated access area on South side of the building.

Infrastructure or landscape damage caused by hoist shall be repaired by the vendor.

• A step up (Lip) was identified at building entry point into building from hoist area.

• Approximately a 20 foot depth to basement floor from ground level.

• 53” spacing from “H” Beams at grated access area.

High Lift Crane logistics, Rigging Plan and Safety Plan

• Coordinate logistics and crane placement with site POC.

• Vendor shall provide a Rigging Plan for this effort

• Vendor shall provide a Safety Plan for this effort.

• Vendor shall avoid damage to infrastructure and will be liable for damages.

Seismic:

• Vendor to consult the United States Geological Survey (USGS) to determine the seismic requirements for applicable UPS location. Calculation assistance can be found @ (https://earthquake.usgs.gov/hazards/designmaps/)

• Vendor to consult the Federal Emergency Management Agency (FEMA) for guidance on earthquake hazards and its potential effects @ (https://www.fema.gov/earthquake-hazard-maps) FEMA categories are listed as A, B, C, D0, D1, D2, and E.

FEMA Earthquake Hazard Category: C UPS equipment shall be designed/secured to meet Seismic requirements.

Hard Copy Manuals Yes / Qty: 1

Electronic Copy Manuals Yes / Qty: 1

HVAC Modification needed: No, HVAC is sufficient

New runs/whips/conduit/Cable trays/panels etc:

• By vendor design.

• Any splices must be executed by means of a bolted connection, mechanical splice or crimp and meet current NEC Code.

• Existing feeds from legacy system are available for use by vendors to re-utilize so long as the previously mentioned criteria are followed. Reused legacy cables/cabling shall be meg-ohmed and results recorded with report sent to PCCIE/Site personnel.

• All wires shall be in conduit or cable trays. Exception: RMP and EPO wires located above ceiling tiles.

Battery Configuration and Cabinets: In compliance with AFSPCH 32-10004; Section 12.3.2.2. (Handbook reference removed. Below requirements remain)

• UPS’s battery configuration o Two strings in parallel configuration, disconnects for each string and primary lead to

UPS.

o The capacity of the total battery strings shall be sized to support the full rated load for

15 min (Per each UPS).

• Should vendor provide a UPS with internal batteries and an external battery cabinet, the batteries in the UPS and the battery cabinet shall be the same make, series, and model.

o Battery Cabinets shall have slide out/pull out trays.

Battery Environment Sensor:

• Battery Cabinets shall have an environment sensor which is connected and provides temperature data to the UPS and RMP.

UPS Input and Output Panels:

• Per vendor design.

• Existing UPS input and output panels and breakers may be re-utilized if deemed by the vendor’s electrical engineer and electrician as salvageable and are appropriate for the application.

Transformers:

• Transformers identified as TT-1A, TT-2A, TT-1B and TT-2B shall be replaced.

• Transformers shall be sized accordingly based on UPS size and load supported

• Transformers shall be new.

External Maintenance Bypass (Each system “A” and “B”:

• Shall be new, re-use of existing MBP is not acceptable.

• Maintenance Bypass shall be wrap around design.

• Shall be either wall mounted or stand alone.

• Standalone bypass MBP shall not be connected (screwed) to the UPS. It shall remain stand alone.

• Vendors shall provide instructions to transfer UPS to maintenance bypass and back on line on a placard posted near the MBP or on the MBP itself.

o The instructions shall be engraved on red phenolic material (placard). The letters will have different color.

• Interlock shall be SKRU

UPS Parallel and Tie Equipment:

• Shall be new, re-use of existing equipment is not acceptable.

• Shall be of automatic design and operation.

• Ties shall have interlocks (i.e. solenoid key release unit) and indicator lights signaling whether safe/not safe to transfer.

Equipment and Run Labeling:

• Vendor shall provide and install identification labels on all panels and termination points.

• Conduit shall be identified at both ends, printed on material with an adhesive backing.

• Site is old with many old/abandoned runs.

• Proper identification will ease in understanding and troubleshooting in the future. ANSI Z535.4- 2011, Product Safety Signs and labels, provides guidelines for size and location of labels.

Housekeeping Pad:

• UPS and equipment associated with this project that are kept on the ground shall be situated on a housekeeping pad.

• Housekeeping pads shall be constructed of concrete and be appropriate for the equipment and application.

• Existing housekeeping pad; it may be reutilized if it is of proper size and works with the vendor’s equipment/design.

• Equipment overhang on the housekeeping pad is not acceptable

• Battery cabinets shall be located on a housekeeping pad. Vendor may be required to install new housekeeping pads depending on vendor design.

• Vendor not required to remove housekeeping pads that are unused and leftover from legacy equipment.

Auto Dialer Notification:

• Sensaphone 800 or equivalent. To be placed in close proximity to existing telephone jack within the UPS room right of the main entry door. Auto dialer shall be connected to UPS and programmed to dial numbers provided by site POC. Autodialer shall be connected to UPS power.

Acceptance/Load Bank Testing Required:

• Minimum, “2 Hour” load bank testing at a maximum KW rating of the “A” system and the “B” system.

o 30 min @ 25% load, 30 min @ 50% load, 30 min @ 75% load and 30 min @ 100% load.

• Vendor to ensure all switchgear installed/associated with this UPS project functions as designed during load bank testing.

Remote Monitoring Panel (RMP):

• Yes, for each system in multiple locations

• Vendor shall coordinate with Mr. Cross as the RMP are located in a secure area.

• The existing RMP’s are located in Rooms 225 and 227

• The estimated distance from the legacy UPS system to the existing RMPs is estimated to be less than 300 feet.

• Wiring shall be shielded with drain wire to protect from outside interference. Drain wire shall be bonded at one end to the grounding electrode system. Runs longer than 300 feet shall include signal boosters.

Emergency Power off (EPO) Switches:

• Yes; with cover.

• EPOS’s shall be located inside UPS room on the left side near the light switch and fire extinguisher box.

• Vendor shall identify EPO’s with engraved phenolic identification labels. Should engraved phonic identification labels not be suited for the specific application (ie; insufficient space available) EPO’s may be identified by identification media that is suitable for intended use and application.

• EPO identification verbiage shall be identified as:

UPS Emergency Power Off This button will disconnect all Technical Power to the equipment connected.

Spare Parts Kit:

• Yes: Spare parts kit shall be placed in existing metal cabinets located onsite.

• Qty: 1 Level : OEM “High” requested.

• Spares kit shall be properly identified as UPS Spares Kit for UPS Model # XXXXX SN: XXXXXX.

• A hard copy listing of items contained in kit (inventory) shall be provided, affixed to the outside of the container with magnetic hook and document holder. An electronic copy of the spares inventory, in the form of a Microsoft Word document or Microsoft Excel document, shall be provided to Clinton Osiek, PCCIE Program Manager upon “start up” and completion of project.

*NOTE: Spares shall be placed in existing cabinets, located at the site. No separate container required.

All remaining spares requirements apply.

Market Research Results:

• Document holder and hook shall be similar or equivalent to Uline.com’s product identified as:

Document Holder Model number: S-10508 and Hook Model Number S-20012.

Material Data Sheets (MDS) for Batteries:

• A hard copy MDS shall be provided, affixed to the outside of the UPS battery cabinet by a hook in a document holder.

• An electronic copy of the MDS, in the form of a Microsoft Word document or Microsoft Excel document, shall be provided to Clinton Osiek, PCCIE Program Manager.

• Each UPS Shall have A MDS attached to the battery cabinet.

Drawings:

• In addition to PDF drawings, the offeror shall provide an electronic copy, of the demolition, redlines and “As Built’s” utilizing AutoCAD 2016 or newer of all electrical and infrastructure changes as a result of this project.

• Transformers: For proposal package submittal, offerors shall simply identify new transformers in existing transformer location. Winning offeror shall identify transformers and connection relationships in “As builts”.

Concept of Operation: Vendor shall provide a clear and concise Concept of Operation within their submittal package for review.

Method of Procedure (MOP):

• Vendor shall provide a clear and concise MOP for this project identifying the timeline necessary for demolition, installation and startup.

• Vendor shall clearly identify downtime requirements (windows and hours)

• Any changes to the timeline and MOP shall be provided to the PCCIE Program Manager, site POC and Mr. Delarosa.

Additional Items:

• US Citizens with no felony convictions shall perform ALL work pursuant to this project.

• Typical Military Base access procedures shall be followed.

• Gov furnished lavatories are provided onsite for usage

• Gov to provide refuse/trash receptacles.

• Limited Parking onsite.

• No GOV furnished forklift or pallet jack is available.

• Fire suppression sprinklers were noted during DS.

• Vendor responsible for all logistics and shall receive the equipment for this effort. ALL equipment shall be delivered and stored inside the restricted area fence per below:

• Site will provide warehouse space for UPS and batteries.

• Phones, cameras and other wireless transmitting devices are not allowed inside facilities.

• Entry into facility requires two forms of identification.

• Awarded Vendor shall provide an electronic copy of all drawings 30 days after project completion. PDF drawing submittals still apply.

• Vendors shall be escorted while inside the Restricted Area (RA). Vendors shall be required to comply with the RA requirements consisting but not limited to: No cellular devises, No wireless communication, No WIFI, etc. Vendors shall be U.S. Citizens with no felony convictions.

Vendors shall provide two forms of identification. State Drivers licenses shall be compliant to the Real ID Act.

• Vendors shall work entire duration of power outage. Multiple shifts of workers may be necessary to capitalize on critical downtime window.

• Power outages and power transfers shall be scheduled and completed during the evening or weekend.

• Forklifts shall be transported to jobsite. They may not travel on roadways.

Issues/Concerns:

• It is not the position of the PCCIE Office to correct facility infrastructural issues that may be found while performing the design surveys that are not part of the PCCIE/site requirement. If issues are found, we ask that you notify the PCCIE Program Office and/or contracting so that site may be notified to address as needed.

Deliver logistics shall be coordinate with site POC.

Removal of Equipment and Facility Care:

• Vendor shall protect facility while moving equipment in and out of the building.

• Carpet and tile shall be protected by appropriate means so that no damage to aesthetics occurs

(i.e. melamine). No tiles or floor coverings require replacement under existing equipment

• Any bolts from existing equipment shall be ground off at floor level.

Disposal of UPS, Battery Cabinet, Batteries, Ancillary equipment, Panels and etc.:

• The UPS, Battery Cabinet, Batteries and associated equipment are not accountable on an equipment or CACRL listing. Vendor to dispose and provide a battery and capacitor disposal/recycle certificate. Vendor to dispose of all construction material and debris.

• All legacy equipment, raceways, conduit, battery disconnects, wires and etc., that is not reutilized within the scope of this project shall be removed to leave a complete, clean finished end product for the customer. Vendor shall not abandon in place unused wires, panels, conduit, etc.

• AFSPC’s UPS Program Manager shall be allowed to cannibalize key components off of the UPS and the spare parts inventory for usage throughout his inventory. Mr. Delarosa will coordinate directly with the Vendor’s project manager.

Additional Items:
