Commercial practices dictate batteries are HAZMAT and demolition of old UPS should also include their removal IAW the Awardable Task attachment - Disposal of Ups, Battery Cabinet, Batteries, Anciallary Equipment, Panels section.

Bldg 1844 Provide the electrical loads data for SWBB, and all UPS systems, including UPS load history data, UPS input and output each phase load (kVA and kW), and power, current and voltage data for SWBB?
Load readings from phases and gear require Fluke meters operated by trained personnel.
Vendors were given the opportunity to perform these measuremenets on their own during the advertised site walk.

Bldg. 1844, p.1, 4 There are three UPS’s shown on the related one-line. By the description on page 1 we are replacing these three UPS systems with two systems whose outputs each feed one side of an STS. Page 4 indicates that each UPS will feed a new output panel, Panels A and B, which pick up the four existing loads. Clarify if the design intent is a single STS with a single output feeding a single new panel that can serve all four loads.
The design details described are per vendor design as long as they meet the government requirements

Bldg 1844 The existing three UPS systems feed four panel via switches, taps, and directly. Those load side panels are 400A, 400A, 600A, and 1,200A. The direction set forth is to replace the existing approximately 550 kVA UPS systems on the output of effectively one 225-250 kVA UPS. Provide the current system load data in volts, amperes, and kilowatts to confirm the system reduction is safe.

Please provide the 2020/2021 wage determinations for Peterson AFB, CO and Schriever AFB, CO. The Wage Determinations for Peterson AFB and Schriever AFB, CO are provided now through the attachement Wage Determination_El Paso County_CO. 1 Site Survey Walk, Schriever AFB, Bldg 401, 2/12/2020
Issue: During the site walk we asked for more time to create a sketch of the main electrical room. We were informed that the site had a drawing of this room and a copy would be provided. We never received this drawing.
Clarification: The SOW for this project indicates that (4) 500kVA transformers in the room need to be removed and replaced. This was not mentioned at the site walk and therefore we did not study how these transformers would have to be removed from their cabinet(s). Can PCCIE provide the referenced drawing?

2 Attachment 00 FA8217-A00021 Pg. 63 / Paragraph 61 Issue: Instructions state that each vendor is eligible to receive $3,000 on CLIN 0001. Clarification:
Please verify if this $3,000 is for all three design packages or is it for each project (i.e.
$9.000 total)?
The design packages for all three buildings will be eligible for a total delivery order award of $3000 for those offerors receiving the Basic Contract award. This amount meets the Minimum Award Amount at the top of Section B of the Model Contract and also is IAW the requirement outlined in FAR 52.216-3.

Issue: Instructions indicate that all CLINs should have a grand total at the bottom of the proposal….

1 Revised Awardable Task Requirements Document and PCCIE Responses to Questions.
Concerning the questions on the awardable task for Peterson Bldg. 1844. Based on the responses to the questions there seems to be a little confusion between the Requirement document and the responses. It’s understood that there is only one source for both UPS systems and that the site wants new breakers in their SWBB input switchboard. It’s understood that the two UPS systems are to be sort of an “A”/”B” setup where each UPS is separate from each other. It is understood that there will be a Critical Output Panel for “A” and a Critical Output Panel for “B” where “A” will feed all the critical loads and “B” will be for future loads. What is not clear is that there appears to be only one Static Switch that both UPS systems will feed and the output will feed the two new Critical Output Panels.
This would mean that one UPS system will never be used unless one UPS system is turned off so the static switch changes to the other system. It doesn’t make sense to have a UPS system in standby feeding a static switch, especially when both UPS system will be fed from the same source. It would make more sense if there was two STSW’s that could feed both output panels so that either UPS system could feed the other output panel but both UPS systems in a normal configuration would feed their respective STSW primary and feed their respective Critical Output Panel. Can PCCIE clarify that they only want one static switch and that it’s understood one UPS system will feed both critical output panels unless a UPS fails and it switches to the other UPS.
The government's intent is to install a traditional "A&B" system within the scope of this awardable task. It is understood that for a true "A&B" system, you need two separate utility feeds where this task only has one feed. Offeror shall design a system that will perform as a true "A&B" system begining at the input feed panel the output panels. The government's intent is a design in which either UPS can feed both panels as a "A&B" configuration.
2 Revised Awardable Task Requirements Document and PCCIE Responses to Questions.
Concerning the questions on the awardable task for Schriever AFB. Bldg. 401. The requirements document states KK and lights to know when it’s safe to transfer which is a manual operated tie system with manual breakers. The discussions during the site survey indicated the site wanted the similar system as they have currently. Which would indicate a motor operated breakers and a control panel that would indicate when it was safe to transfer and do it upon request from the user. The difference in KK and lights and the current system is significantly different. Can PCCIE confirm the site wants a manual operated tie configuration or one similar to what they have where it has motor operated breakers and touch screen controls.
The government's intent is to install an automatic tie system between the two UPS's. A manual tie system is unnaceptable.
