The items listed below are part of every project unless otherwise specified. If specified differently than stated here, the changes will be listed below the dotted line with the specifics as discussed and agreed upon at the site survey. No exceptions.

Installation: Inside delivery/Turn-Key installation is required on all projects performed for the PCCIE Office; Items to include, but are not limited to, responsibility for trash removal from the base resulting from this project, repair/replace any landscaping, damaged roadways, concrete, curbing, sidewalks, floors, walls, ceilings, doors, lights, fixtures, etc. Repair/replace any and all damages resulting from this project. Vendor supplies all equipment for off-loading/movement/install of all equipment unless otherwise noted for “inside-delivery”.

Drawings: Unless otherwise specified by the customer, all engineering drawings (AS-Builts) shall be provided to the site electronically, using CAD software compatible with AutoCAD LT IAW. Provide PCCIE with a PDF copy. All As-Builts shall be free of any limited rights statements. One-Line drawings and floor plan diagrams shall be consistent with package provided to an electrical installer. All electrical one-lines will be appropriately labeled showing the panel names, equipment sizing, breaker sizes, etc. Floor plans and/or equipment layout will show room dimensions and measurements of all equipment.

UPS Installs: Provide PCCIE with a detailed start-up report showing the UPS Serial Number and start-up date.

Unless otherwise specified by site, the start-up/commissioning shall be performed immediately after the installation is complete with no more than a 24 hour break in schedule.

Attachment 1: “Additional Requirements” is to be used in conjunction with the Requirements

Document, photos, electrical drawings and the open discussion from site visit.

GENERAL PROJECT SCOPE

The government’s intent is to award a single contract to install UPS equipment at Peterson AFB, CO Bldg.

1844. The existing units are a single Eaton (A System) 9315 model UPS SN: ET053ZXX06 and Two Eaton (B System) 9315 model UPS SN: (1B) ET453ZXX06 and (2B) ET453ZXX01. The new equipment shall be configured to an “A” and “B” configuration with automatic tie between the “A” and “B” Side. (No N+1 redundancy on the “A” or “B” side). All output panels to be picked up by the new UPS system are: (E) “UPS1A‐Output Panel”, (E) “UPS‐OUTPUT‐PANEL”, (E) MDP, and (E) MCS 1.

All equipment shall be new and installed as per manufacture recommended guidelines and specifications for the intended use and application. Existing wiring may be utilized if deemed by the vendor’s electrical engineer and/or electrician as salvageable and are appropriate for the application.

All work performed and materials provided shall conform to NFPA 70, National Electric Code (NEC), Uniform Building Code (UBC), and applicable federal, state, and local codes, latest editions.

Unless a written agreement is arranged prior to start of a project, these rules apply. UPS startup shall commence no more than eight hours after installation. In a multiple building project, UPS installation shall be completed (installed, started up, and supporting critical load) in one building before moving to another. In a multi system within a building, one system shall be completed before commencing any work on another system.

UPS Installs: Provide PCCIE with a detailed UPS OEM start‐up report identifying the UPS Serial Number and start‐up date

Peterson AFB Civil Engineering Hot work Permit and/or Digging Permit shall be needed (if applicable— coordinate directly with Mr. Charles Roberts.

*NOTE: No work shall be started prior to receiving confirmation of 332 work order approval and fire alarm/suppression approved and complete.

Seismic: Current site infrastructure does not support additional seismic requirements. At the discretion of the site, implementation of additional seismic standards will not included for this building.

Any splices must be executed by means of a bolted connection, mechanical splice or crimp and meet current NEC Code.

Existing feeds from legacy system are available for use by vendors to re‐utilize so long as the previously mentioned criteria are followed. Reused legacy cables/cabling shall be meg‐ohmed and results recorded with report sent to PCCIE/Site personnel.

All wires shall be in conduit or cable trays. Exception: RMP and EPO wires located above ceiling tiles.

Battery Configuration and Cabinets:

UPS’s battery configuration o Two strings in parallel configuration, disconnects for each string and primary lead to

UPS.

o The capacity of the total battery strings shall be sized to support the full rated load of 15 min for each UPS (15 min per each UPS not the system).

Should vendor provide a UPS with internal batteries and an external battery cabinet, the batteries in the UPS and the battery cabinet shall be the same make, series, and model.

o Battery Cabinets shall have slide out/pull out trays.

Battery Charging and Rates

During times when the system is being powered by the backup generator, the UPS shall be programmed to limit the battery charging rate to no more than 50% of the maximum charging rate. Due to the critical nature of 16th AF operations, UPS battery charging shall NOT be totally eliminated while the generator is the primary source of power.

Battery Environment Sensor:

Battery Cabinets shall have an environment sensor which is connected and provides temperature data to the UPS and RMP.

Battery Monitoring System:

Vendor shall provide a battery monitoring system to provide real time individual jar battery monitoring and data analytics. Market Research has determined companies such as ALBER, B‐ Tech and Cellwatch provide battery‐monitoring systems designed for UPS system battery monitoring such as required in this application.

Battery Monitoring shall be connected to UPS power.

UPS Input and Output Panels:

Per vendor design. (No longer a requirement)

There shall be two new output panels identified as “Critical Output Panel A” and “Critical Output Panel B”. All critical loads (Panels: (E) “UPS1A‐Output Panel”, (E) “UPS‐OUTPUT‐ PANEL”, (E) MDP, and (E) MCS 1. shall be connected to “Critical Output Panel A”. “Critical Output Panel B” shall be installed and left in place for future re‐alignment of critical loads (to be done in the future by a USSF Civil Engineering team).

Existing UPS input and output panels and breakers may be re‐utilized if deemed by the vendor’s electrical engineer and electrician as salvageable and are appropriate for the application.

Vendor shall install new breakers feeding the UPS system(s) and MBP(s), installed in input panel identified as panel “SWBB”.

Existing legacy output panels and breakers may be re‐utilized if deemed by the vendor’s electrical engineer and electrician as salvageable and are appropriate for the application.

(Please note: Existing legacy output panels may NOT be utilized for “Critical Output Panel “A” and “B” requirement.)

All critical panels to be picked up by the new UPS system are: (E) “UPS1A‐Output Panel”, (E) “UPS‐OUTPUT‐PANEL”, (E) MDP, and (E) MCS 1.

UPS’s shall be “dual fed” from the Input Panel (This requirement has been removed)

Output panels shall be “dual fed” from the UPS Systems (This requirement has been removed)

Breaker Preventative Maintenance/Testing:

Vendor shall provide primary injection circuit breaker testing and reporting on circuit breakers.

Breakers are located within Bldg. 1844 specifically the UPS electrical room. Breakers requiring testing, reporting and are identified as the primary MBP, MDP and the 600 Amp distribution panel. Vendor shall provide a complete report of each breaker testing results.

(This requirement has been removed. )

External Maintenance Bypass:

Shall be new, re‐use of existing MBP is not acceptable.

Maintenance Bypass shall be wrap around design.

Each UPS shall have it’s own MBP

Shall be wall mounted or standalone.

Vendors shall provide instructions to transfer UPS to maintenance bypass and back on line on a placard posted near the MBP or on the MBP itself.

The instructions shall be engraved on red phenolic material (placard). The letters will have different color.

Equipment and Run Labeling:

Vendor shall provide and install identification labels on all panels and termination points.

Conduit shall be identified at both ends, printed on material with an adhesive backing.

Site is old with many old/abandoned runs.

Proper identification will ease in understanding and troubleshooting in the future. ANSI Z535.4‐ 2011, Product Safety Signs and labels, provides guidelines for size and location of labels.

Floor and Metal Plates:

Floor has been identified as having a weight rating capacity of 200 lbs/square foot.

Vendor shall install UPS equipment on top of existing metal plates to distribute the UPS and battery weight more effectively.

Auto Dialer Notification:

Sensaphone 800 or equivalent. To be placed in close proximity to existing telephone jack. Auto dialer shall be connected to UPS and programmed to dial numbers provided by the site POC.

Autodialer shall be connected to UPS power.

Acceptance/Load Bank Testing Required:

Load bank testing shall be completed to the maximum capacity rating of the system.

Minimum, “2 Hour” load bank testing at the following load percentage and duration:

o 30 min @ 25% load, 30 min @ 50% load, 30 min @ 75% load and 30 min @ 100% load.

Vendor to ensure all switchgear installed/associated with this UPS project functions as designed during load bank testing.

Remote Monitoring Panel (RMP):

Yes: Vendor shall coordinate the exact location with Mr. Charles Roberts.

RMP shall be located on North Exposure of existing pillar within Room 20 (Reference document titled Bldg. 1844 UPS Panel) o For reference, the post in the corner of room 16 and back of room 22 is approximately the corner of room 125 upstairs (UPS Room).

o The distances in the RMP room areas are:

From Wall to room 22 288”

From Back of room 22 to UPS panel 337”

Height of post 108”

Vendor not responsible for patch and paint work associated with South wall RMP removal efforts.

The estimated distance from existing UPS system to monitor panel in the operations center is approximately 300 linear feet.

Wiring shall be shielded with drain wire to protect from outside interference. Drain wire shall be bonded at one end to the grounding electrode system. Runs longer than 300 feet shall include signal boosters.

Emergency Power off (EPO) Switches:

Yes: with cover.

EPO shall be located inside Room 128 near West double doors.

Vendor shall identify EPO’s with engraved phenolic identification labels. Should engraved phonic identification labels not be suited for the specific application (ie; insufficient space available) EPO’s may be identified by identification media that is suitable for intended use and application.

EPO identification verbiage shall be identified as:

UPS Emergency Power Off This button will disconnect all Technical Power to the equipment connected.

Spare Parts Kit:

Yes: Spare parts kit shall be contained in a metal cabinet with a document holder and hook.

Qty: 1 Level : “High” requested.

Spares kit shall be properly identified as UPS Spares Kit for UPS Model # XXXXX SN: XXXXXX.

A hard copy listing of items contained in kit (inventory) shall be provided, affixed to the outside of the container. An electronic copy of the spares inventory, in the form of a Microsoft Word document or Microsoft Excel document, shall be provided to Clinton Osiek, PCCIE Program Manager upon “start up” and completion of project.

Market Research Results:

Document holder and hook shall be similar or equivalent to Uline.com’s product identified as:

Document Holder Model number: S‐10508 and Hook Model Number S‐20012.

Material Data Sheet (MDS) for Batteries:

A hard copy MDS shall be provided, affixed to the outside of the UPS battery cabinet by a hook in a document holder.

An electronic copy of the MDS, in the form of a Microsoft Word document or Microsoft Excel document, shall be provided to Clinton Osiek, PCCIE Program Manager.

Each UPS Shall have A MDS attached to the battery cabinet.

Drawings:

In addition to PDF drawings, the offeror shall provide an electronic copy, of the demolition, redlines and “As Built’s” utilizing AutoCAD 2016 or newer of all electrical and infrastructure changes as a result of this project.

Concept of Operation: Vendor shall provide a clear and concise Concept of Operation within their submittal package for review.

Method of Procedure (MOP):

Vendor shall provide a clear and concise MOP for this project identifying the timeline necessary for demolition, installation and startup. (Power outages and power transfers shall be scheduled and completed during the evening or weekend.)

Vendor shall clearly identify downtime requirements.

Any changes to the timeline and MOP shall be provided to the PCCIE Program Manager, site POC and Mr. Louis West.

Issues/Concerns:

It is not the position of the PCCIE Office to correct facility infrastructural issues that may be found while performing the design surveys that are not part of the PCCIE/site requirement. If issues are found, we ask that you notify the PCCIE Program Office and/or contracting so that site may be notified to address as needed.

Removal of Equipment and Facility Care:

Vendor shall protect facility while moving equipment in and out of the building.

Any bolts from existing equipment shall be ground off at floor level.

Disposal of UPS, Battery Cabinet, Batteries, Ancillary equipment, Panels and etc.:

The UPS, Battery Cabinet, Batteries and associated equipment are not accountable on an equipment or CACRL listing. Vendor to dispose and provide a battery disposal/recycle certificate. Vendor to dispose of all construction material and debris.

All legacy equipment, raceways, conduit, battery disconnects, wires and etc., that are not reutilized within the scope of this project shall be removed to leave a complete, clean finished end product for the customer. Vendor shall not abandon in place unused wires, panels, conduit, etc.

USSF’s UPS Program Manager shall be allowed to cannibalize key components off of the UPS and the spare parts inventory for usage throughout his inventory. Mr. Aller Delarosa will coordinate directly with the Vendor’s project manager.

Additional Items:

US Citizens with no felony convictions shall perform ALL work pursuant to this project.

Typical Military Base access procedures shall be followed.

Entry into facility requires two forms of identification.

Phones, cameras and other wireless transmitting devices are not allowed inside facilities.

Vendors representatives shall be entered and receive approval through the JPAS system prior to arriving onsite.

Vendors representatives shall be entered and receive approval of a Visit Access Request.

Escorts shall be provided by on‐site government personnel.

Vendor shall provide a temporary portable lavatory for the duration of this effort for vendor crews.

Gov to provide refuse/trash receptacles.

No GOV furnished forklift or pallet jack is available.

Fire suppression sprinklers were noted during DS.

Vendor responsible for all logistics and shall receive the equipment for this effort.

Access roadway West of building has been stated to support heavy trucks and lifts. Barrier manipulation shall be coordinated with site POC.

Site will provide warehouse space for UPS and batteries. Inside storage available within room

128. Additional outdoor storage is available West of Building/West of berm.

Awarded Vendor shall provide an electronic copy of all drawings 30 days after project completion. PDF drawing submittals still apply.

Forklifts shall be transported to jobsite. They may not travel on roadways.

Bldg. 218 Attachment 1: “Additional Requirements” is to be used in conjunction with the Requirements

The government’s intent is to award a single contract to install UPS equipment at Peterson AFB, CO Bldg.

218. The unit to be replaced is a single Liebert Model N Power 30 kVA UPS SN: 37‐1078. The new equipment shall be configured as a single box. (No redundancy).

All equipment shall be new and installed as per manufacture recommended guidelines and specifications for the intended use and application. Existing wiring may be utilized if deemed by the vendor’s electrical engineer and/or electrician as salvageable and are appropriate for the application.

All work performed and materials provided shall conform to NFPA 70, National Electric Code (NEC), Uniform Building Code (UBC), and applicable federal, state, and local codes, latest editions.

Unless a written agreement is arranged prior to start of a project, these rules apply. UPS startup shall commence no more than eight hours after installation. In a multiple building project, UPS installation shall be completed (installed, started up, and supporting critical load) in one building before moving to another. In a multi system within a building, one system shall be completed before commencing any work on another system.

The items listed below are part of every project unless otherwise specified. If specified differently than stated here, the changes will be listed below the dotted line with the specifics as discussed and agreed upon at the site survey. No exceptions.

Installation: Inside delivery/Turn-Key installation is required on all projects performed for the PCCIE Office; Items to include, but are not limited to, responsibility for trash removal from the base resulting from this project, repair/replace any landscaping, damaged roadways, concrete, curbing, sidewalks, floors, walls, ceilings, doors, lights, fixtures, etc. Repair/replace any and all damages resulting from this project. The new system/equipment shall be configured to an “A” and “B” configuration with automatic tie between the “A” and “B” Side. True N+1 UPS redundancy required on both the “A” and “B” side. (Inherent redundancy not accepted)

Housekeeping Pad:

UPS and equipment associated with this project that are kept on the ground shall be situated on a housekeeping pad.

Housekeeping pads shall be constructed of concrete and be appropriate for the equipment and application.

Existing housekeeping pad; it may be reutilized if it is of proper size and works with the vendor’s equipment/design.

Equipment overhang on the housekeeping pad is not acceptable

Battery cabinets shall be located on a housekeeping pad. Vendor may be required to install new housekeeping pads depending on vendor design.

Vendor not required to remove housekeeping pads that are unused and leftover from legacy equipment.

Auto Dialer Notification:

Sensaphone 800 or equivalent. To be placed in close proximity to existing telephone jack within the UPS room right of the main entry door. Auto dialer shall be connected to UPS and programmed to dial numbers provided by site POC. Autodialer shall be connected to UPS power.

Acceptance/Load Bank Testing Required:

Minimum, “2 Hour” load bank testing at a maximum KW rating of the “A” system and the “B” system.

o 30 min @ 25% load, 30 min @ 50% load, 30 min @ 75% load and 30 min @ 100% load.

Vendor to ensure all switchgear installed/associated with this UPS project functions as designed during load bank testing.

Remote Monitoring Panel (RMP):

The estimated distance from the legacy UPS system to the existing RMPs is estimated to be less than 300 feet.

Wiring shall be shielded with drain wire to protect from outside interference. Drain wire shall be bonded at one end to the grounding electrode system. Runs longer than 300 feet shall include signal boosters.

Emergency Power off (EPO) Switches:

EPOS’s shall be located inside UPS room on the left side near the light switch and fire extinguisher box.
