00 FA8217-20-R-5002 p.56/17 “The offeror shall be compliant with the requirements as stated in the… Model Contract.” Can the Government provide the Model Contract?
The Model Contract is the Solicitation, FA8217-R-5002 and all attachments located within the posting on Beta.SAM to support model contract i.e Requirements Documents etc.
00 FA8217-20-R-5002.pdf p.72/4.2.1.9 Section M, 4.2.1 Subfactor 1: Technical Equipment Requirements references a Contractor Statement of Work (CSOW). Subparagraph 4.2.1.9 CSOW states that a brief narrative of the CSOW shall contain verbiage addressing the offeror’s capability to meet the SOO section 1-7 requirements at a top end level. A breakdown of each sub-section will not be evaluated within the CSOW. Can the Government clarify that the offeror is not required to provide a comprehensive CSOW and should only provide a brief narrative regarding our capability to meet SOO sections 1-7 and encompassing subsections?
To meet the minimum requirements of 4.2.1.9, you need only to provide a narrative.
General N/A PCCIE MAC III Colorado Springs Awardable Task Survey notice was published on Jan 22, 2020 with a current response date of February 1, 2020 under Notice ID FA8217-20-R-0001. PCCIE MAC III Draft Solicitation was published on February 5, 2020 with a current response of February 21, 2020 under Notice ID FA8217-20-R-5002. Draft MAC III Section M 4.2.4 Sub-Factor 4 Awardable Task states “Description: Under this subfactor, three separate requirements determined on a site visit (prior to RFP) are described and solicited in three separate Requirements Documents.” The site visit notification was open and closed before the Draft RFP was published. The site visit notice identified site visit dates of February 11, 12, and 13.
MAC III Draft RFP solicitation and MAC III Colorado Springs awardable task survey notice are under two separate solicitation numbers. It was not identified that these two tasks are related based on the Notice IDs. No mention of awardable task is identified until the publishing of the PCCIE MAC III Draft except for the Industry Slides that do not identify Colorado Springs.
Based on this, some offerors were not afforded the opportunity to perform these important site visits, and gather the necessary information to complete the responses required for the technical and pricing details of the awardable tasks. Confirm that a second site visit shall be extended to all offerors for the three awardable tasks to obtain pertinent data, or provide direction as to how this information shall be afforded to all offerors so that all offerors have equal access to information and that no offeror has an unfair competitive advantage.
The Government does not intend to hold a second design survey for the awardable task. If you would like to request additonal visual aids as posted within Beta.SAM 29 April 2020 to assist vendors that were not able to attend.
Attendance was posted and opened as of 22 January 2020 and survey was not held till week of 11 February 2020.
General N/A If the site visits can’t be arranged, will the Government provide Floor Plans showing existing locations and One-line Diagrams?
The Government updated Beta.SAM with information to request visual aids from the awardable tasks on 29 April 2020. If you would like these photos, or one-line diagrams of the buildings, please follow the steps within Beta.SAM to request them at your convenience. Pictures and diagrams are available to be sent via DoD SAFE.
00 FA8217-20-R-5002.pdf p.72/4.2.2 Per the evaluation criteria in 52.212-2, Section Technical Factor- Volume Two, subsection 4.4.2 Subfactor 2 to states “Design Survey Report & Installation Plan - The proposal will be evaluated for the offeror’s capability to meet the elements in accordance with SRD 6.2, CDRL A004, SOO 1.2 &1.6.” Can the Government confirm that the evaluation will be in accordance with CRDL A005 not CDRL A004?
Reference document will be updated. Should state CDRL A005, not A004.

04_SRD.doc p.10/6.1 Are we being evaluated according to CDRL A004 under Subfactor 2 Design (since this is an optional task according to SRD 6.1)?
The Government will remove the CDRL A004 reference and correct to CDRL A005 in the Solicitation, 4.2.2 Subfactor 2: Design.
05_Awardable_Task_LPTA_Inst ructions_to_Offerors.pdf p.4-5/A-G For the Awardable Tasks Factor 2: Price, does the Government intend for the contractor to include all of the elements within this section to be addressed in Volume II Technical or Volume I Price?
The total value for each CLIN shall be entered into the CLIN Structure tab of the Pricing Workbook for evaluation in the TEP in Volume I. A pricing breakdown of equipment, freight, etc. should be provided for evaluation of a technical nature in Volume II.
00 FA8217-20-R-5002.pdf; p.60/43-44; SRD 6.2 states “existing one-line drawings (all drawing shall be size B)”, but size B drawings are currently not allowable based upon the 8 ½"x11" page size requirement. If provided in 8 ½" x 11" format many of the pertinent details shall be too small and illegible for review. Additionally, if these are divided into separate pages, the details will not be clearly understood. Design drawings for readability and clarity should be 24"x36" page size.
Drawings pages will be 11x17 for hardcopy, and folded inside the folder.
Readability and clarity will be supplemented through viewing the electronic copy.
04_SRD.doc p.10/6.2 Can the Government confirm what size B drawing standard, ISO or ANSI, is allowable?
02_Pricing_Workbook SUPS 50Hz tab Can the Government verify voltages? RFP states voltages of 380/400/415 V for 50 Hz systems. Pricing Workbook amended on Beta.SAM on 30 April 2020, removed voltages from the table.
04_SRD.doc p.4-10/3.0 & 4.0 Majority of 50Hz UPS are designed for specific voltage and frequency specifications that are listed under the local standard, primarily IEC 62040-1-2-3.
To avoid conflicts, the Government should consider adding the following language: The UPS design for installation shall conform to the requirements of NFPA 70, UL 1778 Listing. UPS modules shall be UL 1778 certified. The UPS design for installation in 50 Hz applications must be CE declared and shall be in compliance with the international standards IEC 62040-1-2-3 and IEC 61000.
The governement will continue to follow the codes and standards called out within the SRD attachment. The government will not be adding verbiage regarding 50 Hz applications. Any additional standards can be addressed on a case by case basis at the task order level.
00 FA8217-20-R-5002.pdf p.62/46; p.72/4.2.3 Should DFARS 52.219-9 actually be FAR 52.219-9? This sentence has been corrected to say "...IAW FAR 52.219-9 and DFARS 252-219-7003." Also, this sentence has been moved to Volume III Contract Documentation under one of the paragraphs under Other Information Required, Line 64. A Subcontracting Plan submittal will be required for Large Businesses.

In the Main Bypass Section “Use Existing” is checked off as YES. However, in “Bldg. 1844 Attachment 1:
Additional Requirements” the section “External Maintenance Bypass” states “Shall be new, re-use of existing MBP is not acceptable.” Confirm that new maintenance bypass panels are required.
The government desires new maintenance bypass for each side A & B. The MBP may be wall mounted or Stand alone.

Question needs to be clearly written. Government does not understand what is being asked.

No, 6.0 Design and Installation/Deinstallation Planning is the section header for the information located within Planning Survey/ROM, Design Survey (and it's subsection, Design Surveys and Batter Replacement and/or Full Capacitor Replacement Design Survey), and Power Distrobution Assessment, Short Circuit Coordination, and Arc Flash Study.
In Short, the requirement includes 6.1-6.3 as subsections of 6.0.

Pg 50 of Solicitation Table 2 - Sample Cross Reference Matrix is to be used as a sample of how the contractor will complete the table within proposal submission. All information within the table is to be viewed only as a sample.
Contractor will fill those in per your reference from proposal. Government expects each reference to be unique for each entry within the matrix based on the contractor proposal.

limitations shall be treated as maximums. If exceeded, the excess pages will not be read or considered in the evaluation of the proposal and (for paper copies) will be shredded. Page limitations may be placed on responses to Evaluation Notices (ENs). The specified page limits for EN responses will be identified in the ENs to the offerors.
Please clarify. The 52-page limitation. Does not align with Proposal Organization Table. The Government has updated Table 1 Propsal Organization for page limitations to all be Unlimited. Also, referenced 2.15.3 page limitation paragraphs removed altogether.

Table 3 format (line 22-30) includes Scope of Work, Description of Findings, Load Measurements, Calculations, Recommendations, Restrictions and Solution, Existing and proposed Drawings, and Site- Specific requirements and how they dealt with cutovers, outages, etc.
Please clarify if the government is looking for a short paragraph or two description of line 22-30 or does the government want to see the actual scope of work, drawings, etc. The later would put us well over a 400-page count.
The government has removed the page limitations for proposal submission.
The government does need to see the details for the efforts in Table 3 please provide.

Complete model numbers are not generated until a final configuration is developed based upon the rest of the site conditions (voltage in/out, battery time, communication cards required, system configuration, etc.
If we enter a model number, can we use an asterisk (*) for portions of the model number that are not determined until final configuration?
If we have a couple of UPS models that would satisfy the same KVA requirement, how do we propose both models?
Yes, an asterisk will suffice for configuration variations.
The Pricing Workbook is not a comprehensive list of your units, but rather the maximum price you can bid for that sized requirement on any given task order.

Designing a new UPS system as requested is not feasible based on site' existing electrical infrastructure.
Bldg. 1844 has one (1) power source – no “A” and “B” available. How do we proceed with design effort?
If yes, a second and lengthier site survey will be required. If survey is planned, please advise survey date (30-60 days in advance).
Are all critical load devices equipped with dual-corded power supplies?
The offeror shall design their system to be an “A” and “B” configuration within the scope of this requirement. It is understood that this cannot truly be an “A” and “B” system with only one input power source. Vendor shall incorporate design coming from one source Main Switchboard ‘SWBB’.
No additional site surveys will be held.

“Dual Fed” is simply a term stating there shall be two inputs feeding each UPS.
While the intent is to have a true “A” and “B” system, it is not possible with the current infrastructure and single feed into the building/Panel SWBB.
Documents shall be amended to remove verbiage “Dual Fed” in bullet 4 and 5.
In your design, offeror shall incorporate a single feed to each side (A and B) originating from Panel SWBB.

Offeror shall install two new main output panels identified as “Critical Output Panel A” and “Critical Output Panel B”. All critical loads (Panels: (E) “UPS1A- Output Panel”, (E) “UPS-OUTPUT-PANEL”, (E) MDP, and (E) MCS 1. shall be connected to “Critical Output Panel A”. “Critical Output Panel B” shall be installed and left in place for future re-alignment of critical loads (to be done in the future by a USSF Civil Engineering team). Bullet 1, Pg. 5:
Vendor shall provide primary injection circuit breaker testing and reporting on circuit breakers.
Breakers are located within Bldg. 1844 specifically the UPS electrical room. Breakers requiring testing, reporting and are identified as the primary MBP, MDP and the 600 Amp distribution panel. Vendor shall provide a complete report of each breaker testing results.
- What/which breaker(s) are required to be tested? Main Breaker only? Main Breaker plus specific / all feeder breakers?
For breakers in the existing “2500A SWBD” or as labeled MDP there are thirty-nine (39) breakers.
- Several UPS-protected panelboard(s) are not called out for testing. Are the panelboard breakers (main breaker and feeder breakers) to be tested?
- All breaker testing can only be accomplished with the breaker out of the Switchboard or panelboard and tested on a portable bench. To test all breakers will require major power outages at the facility.
Can the facility be shut down for 2-4 weeks to allow all breaker testing (i.e. removal, test & reinstall)?
- Does “MBP” require primary injection circuit breaker testing? The next requirement section “External Maintenance Bypass” notes NOT to reuse MBP – Must be new?
Primary injection circuit breaker testing requirement has been removed. All new breakers, including MBP breakers do not require injection circuit breaker testing. Note: New breakers shall be installed from panel “SWBB” to the UPS system and MBP(s). Please see Revised Requirements document and Revised Attachment #1

Spares kit shall be properly identified as UPS Spares Kit for UPS Model # XXXXX SN: XXXXXX.
Final UPS model number and serial number are not known until the UPS module ships from the factory.
Spare Parts Kits are designed and assembled based on UPS design topology and are issued part numbers.
How do we address this requirement for bidding purposes?
The vendors shall identify the proposed parts contained in their spares kit for review (for the bidding process). If awarded, the vendor, shall document the spares as identified in "Attachement 1". It is assumed this tasking is completed as one of the final taskings of the project.

The RFQ call out for 1 UPS and Battery Configuration notes “Per Each UPS”. Are multiple UPS’ required? That's a standard clarification across all three projects. In this case, you only have 1 UPS required.

4.3.3.1.1. Frequency/Voltage. Each 60 Hz
three-phase UPS shall supply 208 and 480 VAC IAW site requirements. Each 60 hertz single phase shall supply 120 and 208 VAC IAW site requirements.
4.3.3.1.2. Frequency/Voltage. Each 50 Hz
three-phase UPS shall supply 380, 400 and 415 VAC IAW site requirements, and European electrical standardization. Each 50 Hertz single phase shall supply 120, 220, 230, & 240 volts VAC IAW site requirements, and European electrical standardization.
Should the sentences read:
…supply 208 or 480V …supply 380, 400 or 415V A UPS is not designed to supply multiple output voltages in a single system.
Changed "and" to "or". The surrounding verbiage made it clear it was never the intention to have a single UPS supply multiple voltages.
SOO Page 4, Section 7.1 Warranty information shall be prepared on a sticker and placed on the equipment at the time of startup. This responsibility lies with the prime contractor, not the OEM technician.
Does a sticker need to be placed on every cabinet/equipment or on the UPS only? A warranty information sticker needs to be placed on all equipment.
I would request that the maximum page count allowed for Volume 2/ Technical Factor be increased to 550 pages. I’m making this second request because the official solicitation added the requirement to include equipment specification information “cut sheets” that was not part of the draft documentation.
I’ll have several different UPS models as part of my submittal. This will increase the page count.
Additionally, past solicitations only required 1 project for the Awardable Task, this solicitation requires 3 separate projects. Our team was told at the site walk that the USAF is looking for a very detailed survey report/submittal package on the two larger projects. This will lend itself to a larger page count, as well.
Based on these two issues I’m not sure 400 pages is going to be adequate and hope you will consider my request for an increase.

There are two items in yellow that addressed some language on the 60HZ & 50HZ tabs of the Pricing Workbook. Is does not appear that these changes were made to the official Pricing Workbook. Is PCCIE still willing to consider making these changes?
The 2nd attachment shows items on the current Pricing Workbook that are highlighted in yellow with a bold red strike through mark. We feel this verbiage is unique to Eaton product designs and would request that it be removed since not all OEM designs follow this nomenclature.
The Pricing Workbook has been modified to clarify or remove any verbiage that could be interpreted as OEM specific.
Awardable Task Requirements During the design survey visit to Peterson AFB, CO B-1884, the scope of this project was to combine critical loads from the three existing UPS systems into one Parallel Redundant system.
1. Existing UPS SUPS-1-B and SUPS-2-B are a parallel redundant configuration UPS system feeding existing critical load panels MSC1, MDP and UPS Output Panel.
2. Existing UPS SUPS-1-A is a single UPS system feeding existing critical load Panel UPS 1A Output Panel.
During the out brief for Peterson AFB, CO B-1884 the requirements are to provide Qty. 2; 225kW to 250kW 480V single UPS systems in a Parallel Redundant configuration. Combine critical load panels MSC1, MDP, UPS Output Panel and UPS 1A Output Panel.
The Requirement Documents for Peterson AFB, CO B-1884 are to provide Qty. 2; 225kW to 250kW 480V single UPS systems. UPS systems System shall be configured to an “A” and “B” configuration with automatic tie between the “A” and “B” Side. (No N+1 redundancy on the “A” or “B” side).
The existing UPS systems are all fed from the same feed from Switchboard B. There is not an A side Switchboard available to provide an A/B system.
Can you clarify what does Peterson AFB, CO B-1884 require?

Offeror shall install two single UPS systems in an “A” and “B” configuration. It is understood that this cannot truly be an “A” and “B” system due to the single input from panel “SWBB”. The government’s intent is for: Qty. 2; 225kW to 250kW 480V single UPS systems. UPS systems shall be configured with automatic tie (static switch). From the static switch, there will be two new main output panels identified as “Critical Output Panel A” and “Critical Output Panel B”. All critical loads (Panels: (E) “UPS1A-Output Panel”, (E) “UPS- OUTPUT-PANEL”, (E) MDP, and (E) MCS 1. shall be connected to “Critical Output Panel A”. “Critical Output Panel B” shall be installed and left in place for future re-alignment of critical loads (to be done in the future by a USSF Civil Engineering team). Volume 1 line 37. states provide commercial price list for all UPS and UPS related equipment that meet the SRD in the UPS tab of the Pricing Workbook. The Pricing Workbook notes states not to alter any of the requested data. It only lists a limited number of UPS's.
Do we only provide the commercial list pricing for the UPS's we use to meet the requirements on the Pricing Workbook or ALL available UPS's and auxiliary equipment that we can supply per the SRD?
You only need to provide pricing for the UPS necessary to meet the requirements of the Pricing Workbook. Please note, even if you have multiple models available at the same size, this will represent the maximum you can charge for each given size requirement, without a valid EPA request.

Pricing Workbook lists all 50Hz models with voltages for 60Hz models. According to 4.2.1.2 it states Input/output voltage option for 50 HZ models shall be 380/380, 400/400, and/or 415/415. Equipment shall be in accordance with SRD 4.3.2.2 and 4.3.2.3.
Should we use the voltage listed on the Pricing Workbook or the one's listed for 50Hz?
Pricing Workbook Amendment on 4/30/20 removed voltages for the pricing evaluation. Technical Subfactor 1, 4.2.1.2 still will include voltages for the technical evaluation.

In the SRD under 2.4 it lists Lithium Ion Batteries as one of the options. In 4.4 it states that batteries shall be Flooded/wet cell or AGM valve-regulated lead acid. Variations shall be allowed only with prior government approval. In FA8217-20-R-5002 Document 4.2.1.7 it also only lists Flooded/wet cell and AGM valve-regulated lead acid.
If Lithium is a listed option and a requirements document states lithium as the battery requirement does any further authorization or prior government approval needed or will the requirements document meet this requirement? Should it be listed with the other types in the SRD and FA8217-20-R-
Current DoD environment makes future use of lithium a rare expectation at this point in time. SRD 2.4 gives us flexibility should the environment change in the future. The PCCIE office will need to acquire approval prior to adding it to our requirements document at the task order level.

To clarify, 1 UPS design refers to the information required to clearly demonstrate the full capability and experience to meet all SRD requirements in each category. It does not require 6 separate projects. In short, Yes, one project that has multiple UPS models could potentially meet the requirement.

The appearance of "past performance" in FAR Part 52.212-1 Instructions to Offerors is part of the standard clause language only before the tailored instructions are given within the Addendum to the Instructions to Offerors (ITO), where past performance was intentionally left out. Past Performance will not be an evaluation factor per the Addendum to the ITO, however, contractor responsibility must still be determined IAW FAR Part 9 Contractor Qualifications before making an award to any Offeror.

Along with that question do we include the brochures and cutsheets for supporting documentation on the awardable tasks?
The term brochures in this sense are referring to pure commercial sales fluff, not the technical data sheets and cutsheets that would be necessary to support our evaluation of the awardable task. We welcome any documentation of a technical nature that is necessary to meet the requirement.

This is confusing, why would there be a maximum if it's unlimited?

SRD doesn't indicate any requirements for OEM parts which could be an issue with proper replacement and warranties.
On Capacitor and Battery requirements will there be a requirement to use OEM parts or will aftermarket parts be allowed?
That will be defined at the delivery order level of each project.
