SECTION M
EVALUATION FACTORS FOR AWARD
1.0 BASIS FOR CONTRACT AWARD
(a) This acquisition will utilize Lowest Price Technically Acceptable (LPTA) source selection procedures in accordance with FAR 15.101-2, as supplemented. Technical tradeoffs will not be made and no additional credit will be given for exceeding acceptability. Award will be made to the technically acceptable offeror with the lowest evaluated cost/price, which is deemed responsible in accordance with the Federal Acquisition Regulation and whose proposal conforms to the solicitation requirements.
(b) The solicitation requirements include all stated terms, conditions, representations, certifications, and all other information required by Section L of this solicitation. The Government reserves the right to award without discussions. Therefore, each initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if determined necessary by the Contracting Officer.
1.1 Number of Contracts to be Awarded
The Government intends to select one contractor for the A-10 Technical Order Support contract.
However, the Government reserves the right to award no contract at all, depending on the quality of the proposals and prices submitted and the availability of funds.
1.2 Rejection of Unrealistic Offers
The Government may reject any proposal that is evaluated to be unrealistic in terms of program commitments, including contract terms and conditions, or unrealistically high or low in cost/price when compared to Government estimates, such that the proposal is deemed to reflect an inherent lack of competence or failure to comprehend the complexity and risks of the program.
1.3 Correction Potential of Proposals
The Government will consider, throughout the evaluation, the ‘correction potential’ of any deficiency.
The judgment of such ‘correction potential’ is within the sole discretion of the Government. If an aspect of an offeror's proposal not meeting the Government's requirements is considered as not correctable, the offeror’s proposal may be determined ‘unacceptable’.
Per FAR 15.001, a deficiency is a material failure of a proposal to meet a Government requirement or a combination of significant weaknesses in a proposal that increases the risk of unsuccessful contract performance to an unacceptable level.
1.4 Solicitation Requirements
Unless exceptions are identified and supported as stated in this paragraph, the offeror, by submission of their offer, accedes to all solicitation requirements, including terms, conditions, representations, certifications, and technical requirements, in addition to those identified as evaluation factors or sub-factors. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. However, failure to meet a requirement may result in an offer being determined ineligible for award.
1.5 Evaluation Methodology
(a) Technical acceptability will be evaluated on all proposals submitted within the competitive range. Only those offerors determined to have an acceptable technical rating will be considered for award. Then, price will be evaluated based on the total evaluated price.
(b) Award will be made to the lowest total evaluated priced proposal meeting the technical acceptability standards.
1.6 Discussions
It is the Government’s intent to award without discussions; therefore, it is imperative that offerors submit their best terms initially. However, if during the evaluation period, it is determined to be in the best interest of the Government to hold discussions, offeror responses to Evaluation Notices (ENs), and the Final Proposal Revisions (FPRs) will be considered in making the source selection decision.
1.7 Caution to Offerors
Offerors are cautioned to submit sufficient information and in the format specified in Section L. Offerors may be asked to clarify certain aspects of their proposal (for example, apparent clerical errors) or respond to other information to which the offeror has not previously had an opportunity to respond.
Exchanges conducted to resolve clerical errors will not constitute discussions and the Contracting
Officer reserves the right to award a contract without the opportunity for proposal revision.
2.0 EVALUATION FACTORS
The following evaluation factors and subfactors will be used to evaluate each proposal. The factors will be evaluated for acceptability in accordance with the criteria set forth in this section.
2.1 Evaluation Factors and Subfactors
The Offeror’s proposal must convey to the Government that the Offeror is capable, experienced, possesses sufficient resources, and is able to plan, organize, and use those resources in a coordinated and timely fashion to meet the needs of the Government. Each sub-factor will be assigned one of the ratings in Table 1 of this document. The contractor must be deemed acceptable for all 4 sub-factors in order to be deemed technically acceptable. To verify accuracy of sample tasks, the Government will send the source data to Wright-Patterson, AFB to cross-check the data.

Unacceptable The proposal fails to meet specified minimum requirements of the solicitation.
Factor 1 – Technical Proposal
2.1.1 Subfactor 1 – Management Plan
Proposals will be evaluated to determine if the management plan describes in a Microsoft Word document how the offeror will accomplish each task described in the PWS.
2.1.2 Subfactor 2 – Familiarization with Technical Manual Standards and Specifications
Proposals will be evaluated against the sample tasks provided in section L. The Government will verify the CD submittal breaks out each sample task in a separate folder. The Government will take the offeror’s sample task and send it to a TMSS validation program to ensure the sample task meets the standards. The proposals will be evaluated on the following:
The sample task was converted to a Job Guide and in SGML format IAW MIL-DTL-83495C to include front matter data and the sample task does not contain any grammatical errors
All graphics were converted to Vectorized CGM (i.e. line art graphic format)
Submittal demonstrates hyperlink (IPDF) capabilities IAW PWS paragraph 3.10.4 and TOCR
The eTO product can be viewed in an Air Force approved eTO viewer (C2+ Viewer) and that the display and functionality meets the eTO requirement. The IPDF will be evaluated on if the document can be viewed using a standard PDF reader.
2.1.3 Subfactor 3 – Illustrated Parts Breakdown (IPB)
Proposals will be evaluated against the sample tasks provided in section L. The Government will verify the CD submittal breaks out each sample task in a separate folder. The proposals will be evaluated on the following:
The sample task was converted into an illustrated parts breakdown (IPB) and in SGML format per MIL-PRF-38807C and includes front matter data and the sample task does not contain any grammatical errors
All graphics were converted to Vectorized CGM graphic format
Submittal demonstrates hyperlink (IPDF) capability IAW PWS paragraph 3.10.4 and TOCR
The eTO product can be viewed in an Air Force approved eTO viewer (C2+ Viewer) and that the display and functionality meets the eTO requirement. The IPDF will be evaluated on if the document can be viewed using a standard PDF reader.
2.1.4 Subfactor 4 – Time Compliance Technical Orders (TCTO)
Proposals will be evaluated against the sample tasks provided in section L. The Government will verify the CD submittal breaks out each sample task in a separate folder. The proposals will be evaluated on the following:
The sample task was converted into an TCTO and in SGML format that is IAW MIL-PRF-
38804C
The Government will validate the TCTO per MIL-PRF-38804C for formatting and content (non-technical) per the provided AFTO Form 873
TCTO submittal is in PDF format and the SGML source data file
The contractor shall provide an AFTO Form 874 when submitting the TCTO
Factor 2 – Cost/Price Evaluation Factor
(a) The Government will list all technically acceptable offers by total evaluated price (TEP).
The total evaluated price will be calculated by summing all of the line items (CLIN) extended prices
(excluding the Travel CLIN). The TEP will include the proposed price of CLIN 0001. The labor rates proposed on CLIN X001 will not be evaluated except as Factor 2, paragraph (a) applies.
(b) The Government may also determine a proposal unacceptable should the proposed prices be materially unbalanced. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more items is significantly overstated or understated as indicated by the application of price analysis techniques.
