The Government has received the following questions from contractors. Please see the responses below. Be sure to reference the RFP/Solicitation Amendment release regarding all changes made below.

Question Set 3:

Contractor Question: Please confirm that CLIN 0001 is correctly labeled "Cost Reimbursable - No Fee". If correct, please confirm that it is the intent of the Government to require these labor hours be performed at no profit to the contractor and that our proposed labor hour prices for CLINs 0001, 1001, 2001, 3001, and 4001 should not include any profit or fee.

Government Response: The Government did correctly label CLIN 0001, 1001, 2001, 3001, and 4001 “Cost Reimbursable – No Fee”. However, the Government re-evaluated CLIN X001 and has changed the contract type from Cost Reimbursable – No Fee to Firm Fixed Price (FFP).

Due to the above, the inspection/acceptance report on CLINs X001 was changed from Cost Voucher to Invoice and Receiving Report (COMBO).

The Government changed the verbiage on CLIN 0001 from, “ The anticipated Labor Categories and Estimated Hours listed below are for requirements IAW PWS paragraphs 3.2.1.1 - 3.2.1.6 and 3.2.1.8." to "Please propose Labor Rates for evaluation purposes. The anticipated Labor Categories and Estimated Hours listed below are for requirements IAW PWS paragraphs 3.2.1.1 - 3.2.1.6, 3.2.1.8, and Appendix E and F."

The Government changed the verbiage on CLIN 1001, 2001, 3001, and 4001 from, “The anticipated Labor Categories listed below are for requirements IAW PWS paragraphs 3.2.1.1 - 3.2.1.6, and 3.2.1.8." to "Work under this CLIN will be on an as needed basis. Please propose Labor Rates. The anticipated Labor Categories listed below are for requirements IAW PWS paragraphs 3.2.1.1 - 3.2.1.6, 3.2.1.8 and Appendix E."

Please reference the RFP/Solicitation Amendment FA8201-12-R-50990 0001 for the above changes.

Contractor Question: CLINs 0001, 1001, 2001, 3001, and 4001 contain labor categories necessary for performance of this contract. However, the Solicitation does not define the minimum skill level, education, experience, etc., required for these labor categories nor a job description as to what work each is expected to perform. Such minimum requirements and detailed job descriptions are essential for offerors to prepare proposals on an equal basis and for the Government to have a reasonable basis to compare and evaluate offers. It is requested that the Government amend the Solicitation to include the minimum skill level, education and experience requirements for each labor category, plus a job description of the work each is expected to perform.

Government Response: The Government added Appendix E – Labor Categories to the PWS that clarifies the contract responsibilities of each labor category. The Offeror shall utilize this information to accurately propose labor category rates for CLIN 0001, 1001, 2001, 3001, and 4001.

The Government also added Appendix F – CLIN 001 Tasks to the PWS that better defines the tasks that are going to be accomplished under that CLIN 0001.

Please reference the RFP/Solicitation Amendment FA8201-12-R-50990 0001 for the above changes.

Contractor Question: Evaluation factor or Subfactor 1 - Management Plan – Proposals will be evaluated to determine if the management plan describes in Microsoft Word document how the offeror will accomplish each task described in the PWS. - Would you consider increasing the maximum page limit to more than 5 pages so there is adequate space to allow sufficient detail for all the areas required?

Government Response: The Government will not increase the number of pages for the Management Plan. The intent of the management plan is to quickly understand how each offeror plans to address/accomplish the task. The focus should be spent on the sample tasks.

Contractor Question What is the governing specification that details the eTO (HTML) deliverable e.g. style, format, etc…?

Government Response: MIL-DTL-87268C defines the overall content, style, format, and user-interaction requirements. Specific data type presentation is defined in the applicable Air Force Technical Manual Standards and Specifications for the appropriate manual type.

Rather than tailor format to the IETM look and feel specification (87268), the TMSS office updates the relevant specifications after they developed as Display FOSIs.

Contractor Question The layout in Task 1 (Job Guide) does not align with the MIL-DTL-83495C. Does the AF want the content loaded into SGML as is or is it permissible to reorganize the content to match the specification?

Government Response:

Sample Task 1 should be submitted in accordance with Section L, Paragraph 4.2.
