APPENDIX F
Anticipated Year 1 Tasks under CLIN 0001
IAW PWS paragraphs 3.2.1.1 – 3.2.1.6 and 3.2.1.8
Rewrite Support: This requirement is to provide real-time tech order updates at the annually scheduled
TO rewrite conferences. This allows the rewrite team to actually see immediate changes to the TOs to include format, text changes to procedures, and revised enhanced graphics/illustrations updates on the fly. This capability allows the captured updates to be as close to a final product, all while at the rewrite location. This will not only expedite final formalization at the contractor facility but will ultimately provide the most updated and accurate technical data to the warfighter expeditiously. The Government does not know how many pages will be affected, the type of pages, or the location of each rewrite.
V8a DTD Upgrade Study: A-10 tech orders are currently in the V6 Document Type Definition (DTD). A
DTD is a set of markup declarations that define a document type for an SGML-family markup language
(SGML, XML, HTML). Upgrading our TOs to the V8a DTD version will allow better handling of multiple page graphics as well as fixing a lot of known bugs in the V6 DTD version. Upgrading to V8a will ensure our TOs will meet all TO specifications in efficient manner. It will significantly save the government in terms of time-savings and manpower required in formalizing A-10 tech orders.
Moving Baseline Electronic Technical Order Repository: The large number of parallel data change requirements thrust upon Technical Orders supporting the A-10C have greatly challenged and stressed resources in an effort to meet all program needs. Current processes are inefficient and in order to maintain a means of supporting numerous parallel modernization programs and sustainment technical order changes, a single Electronic Technical Order Library shall be established. Subject A-10C repository is intended to be accessible by all entities on contract to provide data updates, the assigned Technical
Content Managers (TCM), the A-10 Technical Order Management Agency (TOMA) and any other authorized personnel with a qualified need to the information. Edit capability will be authorized to a limited number of personnel that will actually be producing data changes. An electronic document checkout/check-in capability will allow for logical serial changes that may be imposed by multiple programs and data update activities that impact any single technical order. The checkout of a document to any one entity requires a reasonable time limit in order to provide equal access to all parties editing any given technical order. The moving baseline will further be de-conflicted by allowing all parties to see the changes driven by all other programs and sustainment updates. This library will be strictly monitored and controlled in order to retain integrity and accuracy while efficiently evolving the data baseline.
Subject library will allow for real time review of all data changes by the TCM and engineering for approval.
Intelligent Wire Development: This requirement will add Intelligent Wire Capability to A-10 technical order schematics. Effective troubleshooting in the field requires extensive use of electrical and mechanical schematics. Many of A-10 technical orders are now in electronic format and the warfighter utilize these tools in most daily tasks to keep the aircraft in the air. Now with electronic TO technology, we can now enhance our schematics with intelligent wire capability. The benefits of this capability to the warfighter would be significant. Time savings during troubleshooting actions would be measurable and would provide repair and troubleshooting information quicker to the warfighter, resulting in higher aircraft availability. This requirement has been addressed with and is supported by
HQ ACC for inclusion as an improvement for A-10 technical orders. HQ ACC point of contact, at the time, is CMSgt Eric Krentz. This is a critical element in improving TO usability to the warfighter and reducing maintenance support costs.
