LABOR CATEGORIES EXPECTED TO PERFORM TASKS UNDER CLIN X001
1. JOB TITLE: TECHNICAL DATA PROJECT LEADER
Functional Responsibility: Must possess a working knowledge of all technical manual specifications governing the preparation of all types of military documents and ability to direct other personnel. Must be able to function as a lead to other employees to ensure that all source data received is accurate and aligned for proper insertion into all affected technical manuals; to ensure all data packages are complete (Technical Manual Contract
Requirements, source data, specifications, technical research, etc.) prior to entering the production process; and to prepare milestone charts and other production status reports in order to comply with delivery schedules.
2. JOB TITLE: ENGINEER, SYSTEMS
Functional Responsibility: Must be able to develop and integrate concepts that involve requirements, design, prototyping, production, testing, training and logistics support in all phases of the weapon system life cycle. Includes all aspects of technical program that involve trade-off of performance, life-cycle cost, risk, producibility, supportability, testability and other engineering requirements. Performs reviews of requirements and translates them into technical specifications of equipment, software, facilities, data and personnel. Provides technical direction and guidance to lower level technical personnel as necessary. Experience includes technical involvement as applicable in one or more of the following: research, design, development, production, testing, and performance of theoretical studies, analysis of system design, recommendations to expand performance and enhance design of applicable system.
Must have experience and skills necessary to perform the following tasks: 1) provide highly technical expertise and guidance in solving complex engineering problems; 2) perform in all phases of hardware/software analysis, evaluations, development, and integration/implementation; 3) develop standards and guidelines for tasks being performed; 4) develop system specifications and system interface specifications; 5) interface with government personnel.
3. JOB TITLE: GRAPHICS ILLUSTRATOR
Functional Responsibility: Ability to read and interpret engineering drawings and halftones (photographs) to line art. Prepare line drawings and exploded view of equipment to be used in parts breakdowns or disassembly/assembly instructions including line art conversion of sketches from engineers, technical writers, and other sources.
4. JOB TITLE: QUALITY ASSURANCE SPECIALIST
Functional Responsibility: Knowledge must include a basic understanding of and familiarity with Military and DoD quality standards, such as ISO 9000 series and the capability Maturity Model and Software Engineering Institute (SEI) guidance. Specific experience shall include: 1) destructive and non-destructive first article testing; 2) establishment and collection of quality metrics; 3) execution of quality plans; 4) preparation and execution quality related tests, data collection/conversion and analysis; 5) conducting manufacturing Source Inspections.
5. JOB TITLE: TECHNICAL WRITER
Functional Responsibility: Selecting, adapting, and laying out technical materials for technical manuals and technical illustrations and ability to exercise independent judgment in selecting and interpreting data based on design intent. Edits, standardizes, and makes changes to material prepared by other writers and illustrators using SGML software and
Arbor Publisher and Text Editor, reviews engineering drawings and related data, assigns work to other writers. Perform non-routine and complex assignments in documentation development using SGML software and Arbor Publisher and Text Editor, exercise independent judgment in selecting and interpreting data based on a knowledge of the design intent.
6. JOB TITLE: NETWORK ENGINEER/SYSTEM ADMINISTRATOR
Functional Responsibility: Must have a working knowledge of state of the art systems hardware, software, techniques, and concepts including servers, repeaters, bridges, routers, gateways, DECNet, TCP/IP, and Ethernet. Must have the ability to determine network and application performance, evaluate and diagnose network performance issues, recommend and implement solutions for network performance improvement, and interface and coordinate efforts of technical and non-technical personnel involved in providing LAN system solutions. Must have knowledge of LAN administration including security, system and disk management, hardware maintenance, and activity and performance monitoring. Excellent communications skills, both written and oral are required.
7. JOB TITLE: COMPUTER PROGRAMMER
Functional Responsibility: Knowledge and experience with Machine Operating
Language (MOLs), High Order Language (HOLs), tools, techniques and methodologies used in the development and test of computer programs are required.
8. JOB TITLE: SOFTWARE CONFIGURATION MANAGER
Functional Responsibility: Managing configuration of software, engineering documents, design drawings, engineering changes and notices, and planning/conducting design audits. Must have skills necessary to perform the following tasks: 1) work closely with program management, systems engineers, quality managers, draftsmen and design/manufacturing engineers in an integrated product team environment; 2) develop and administer configuration management plans; 3) maintain design traceability and integrity; 4) convene and manage change boards; and 5) prepare for or conduct major audits such as Physical Configuration Audit (PCAs) and Functional Configuration Audit
(FCAs).
9. JOB TITLE: DATABASE ADMINISTRATOR
Functional Responsibility: Knowledgeable in Database Management Systems (DBMS) design and system analysis, current operating systems, software internals and data manipulation techniques and languages. Must be able to coordinate changes to databases, test and implement changes or new database designs, apply knowledge of database management systems; write logical and physical database descriptions, including location, space, access method, and security requirements; and provide direction to programmers and analysts as required to affect changes to database management systems.
Skills must include the knowledge and ability to monitor database and to analyze and organize data.
10. JOB TITLE: SGML TECHNICAL EXPERT
Functional Responsibility: Standard Generalized Markup Language (SGML) experience in the digital conversion and SGML tagging of technical documents. Ability to develop
Data Type Descriptions (DTDs) computer translators and Format Output Specification
Instances (FOSIs) for automated generation of style and format for technical documents.
Develops the processes used to convert paper and electronic documents to and SGML format and develops DTDs and FOSIs to standardize documents.
11. JOB TITLE: SGML SPECIALIST
Functional Responsibility: Knowledgeable digital conversion and SGML tagging of technical documentation. Ability to read and understand Document Type Definitions
(DTD). Perform necessary steps to convert documentation to SGML tagged format according to a predefined process. Ability to parse an SGML document given the DTD and parsing software.
